As Booster Rates Lag, Government Pushes for More Jabs
As winter sets in and Americans begin a season of travel, the Biden administration and the U.S. Department of Health and Human Services (HHS) are embarking on a new concerted push to get more shots in arms to protect against COVID-19. The Biden administration announced a six-week campaign to encourage Americans to receive an updated COVID-19 booster before the end of the year. In a press release, the administration stated that the push is most directed toward communities that have suffered the greatest losses due to the virus, including seniors.

CMS "Two-Midnight Rule" Explained
The Centers for Medicare and Medicaid Services (CMS) established the “Two Midnight Rule” in the FY2014 Hospital IPPS Final Rule published on August 19, 2013, to provide additional clarity regarding when an inpatient admission is payable under Medicare Part A. Under the two-midnight rule, an inpatient admission is generally appropriate for Medicare Part A payment if the physician or another qualified practitioner admits the patient as an inpatient based upon the expectation that the patient will need hospital care that crosses at least two midnights. The Two-Midnight Claim Review Guideline (page 4) graphically depicts the steps for physicians to follow when reviewing short-stay inpatient claims.

CMS Issues Memo on Violence in Hospitals, Expectations
A memorandum from the Centers for Medicare & Medicaid Services (CMS) is reinforcing the agency’s role in enforcing regulatory expectations that patients and hospital staff have an environment that prioritizes their safety to ensure effective delivery of health care. The memo, from the directors of the Quality, Safety & Oversight and Survey & Operations groups, reminds hospitals of their responsibility, per Medicare’s conditions of participation, to provide adequate training, sufficient staffing levels, and ongoing assessment of patients and residents for aggressive behavior and indicators, with an overarching expectation that care interventions and environments are appropriately adapted. CMS notes that in the past, it has cited hospitals for failure to meet these obligations.

HHS Releases Resources to Respond to Pediatric Viral Surge
The Health and Human Services (HHS) Administration for Strategic Preparedness and Response launched a website to help address the current pediatric surge in respiratory illnesses that is impacting hospital capacity nationwide. The website includes a resource library, assistance center and information exchange discussion board to allow for near-real time engagement among users. ASPR is encouraging stakeholders who work in health care, emergency preparedness and management, and disaster medicine to engage and share materials.
