Committed Effort Reminders

Committed effort on the GMAS research team should NOT be changed unless it has been communicated to the sponsor. Costing changes are not committed effort and reflect an approximation of time worked on the project.

There are only two scenarios in which you would need to update the effort recorded (committed effort) in the GMAS research team after the initial award. Note: For both scenarios, listed below, the sponsor will respond either with a letter/email or Notice of Award, indicating explicit or implicit approval.

  1. For most sponsors, including NIH: The PI sends a (prior approval) request, usually a letter or email, to the Grants Management Specialist via SPA, to change effort for anyone listed in the research team (for any amount).
  2.  For NIH-specific awards: In the RPPR, a “Yes” answer to question D.2.a. Will there be, in the next budget period, either (1) a reduction of 25% or more in the level of effort from what was approved by the agency for the PD/PI(s) or other senior/key personnel designated in the Notice of Award or (2) a reduction in level of effort below the minimum amount of effort required by the Notice of Award?

HSPH Book Club

Would you like to join the HSPH Book Club? The club has a mix of members from SPA, departments, and some research administrators from Tufts, Broad, etc. The club takes turns choosing 3 books, then a survey is sent out for the members to vote on which of the 3 books they would like to read. The book club takes about 6-8 weeks to obtain & read the book, and they meet once per book during lunchtime on zoom to discuss it. They're about to pick a new book, so this is good timing for new members! If you're interested in joining or have any questions, please feel to contact Rachel Link.

We all want these Forums to be as helpful as possible, so for any feedback and questions please utilize the following online HSPH Administrative Forum Survey. We hope this will allow anyone with additional questions, suggestions for future topics, and any other feedback to submit them to us on the Planning Committee. We will do our best to respond back with answers/guidance to the questions, as well as incorporate any suggestions or feedback in future Forums.

2022 YAR Review Period (Nov 22 - Dec 9)

The Yearly Access Review (YAR) process is an annual review of user access to Harvard Financial Systems, required by Harvard University IT Client Services, for the following applications: Buy-to-Pay (B2P); CONCUR; GMAS; HART (reporting); Oracle; PeopleSoft/QlikView/DZConnex (Fieldglass)/Equifax; PI Dashboard; and Wasabi. This year's YAR review period will be held 11/22/22 - 12/9/22.

On November 22, Catalina Diaz will send all YAR Reviewers an email with detailed instructions on the 2022 YAR process.

SPA Holiday Internal Proposal Deadlines

With the start of November, the holiday season will soon be upon us. SPA would like to remind grant administrators that the upcoming holidays will alter our work schedule. Plan ahead to avoid missing the SPA Internal Proposal Deadlines and the Provost’s 5-day deadline for proposals meeting Provost Criteria. Please note: These deadlines are subject to change, if Harvard extends any of the holiday breaks.

As soon as you are aware of an upcoming proposal, please create the GMAS Request shell, even if you plan to complete the full shell at a later date. The creation of the GMAS shell will allow SPA to see the volume of proposals and plan for the appropriate SRA coverage. If you have any questions or concerns, please contact your SRA as soon as possible.

New Award Management Checklist for Research Administrators

OSP is excited to announce a new tool for Research Administrators to assist with the management of sponsored awards. The Award Management Checklist is now available as a supplemental “Resource” to the Closeout and Reporting Policy for Sponsored Awards. This checklist was developed by the University-wide Operations and Policy Committee (OPC) with input from schools and local units. It includes a comprehensive list of activities that should be performed during the award and specific activities that should be performed at closeout.

The Award Management Checklist is a downloadable Excel file, so it can easily be customized based on specific award terms or to complement local procedures and controls. The checklist can assist with tracking the broad range of compliance activities that must be monitored throughout an award and can be a useful resource for new or existing grant managers. With the checklist being a “tool” for Research Administrators, usage of the Award Management Checklist is not a requirement by OSP.

Please note: The Award Management Checklist should be saved and tracked locally (not in GMAS).

Important: BCD Travel Will No Longer Be a Preferred Travel Agency

Effective February 18, 2023, BCD Travel will no longer be a preferred Travel Agency Partner of Harvard. BCD will continue to support travelers who have already purchased tickets with travel dates beyond that time, however, we encourage you to begin using one of our other preferred agency partners to support your future travel needs including guest and/or meetings travel. Travel booked through one of these preferred agencies provides access to the discounts and benefits negotiated with our Airline partners and Harvard travelers are automatically registered with International SOS. 

Please share this information with your Travelers and Arrangers as soon as possible

B2P Functionality Update: Distribution Method Will Open Expanded

When selecting a supplier for a non-catalog request, the Distribution Method field will now appear expanded as shown below. The Shopper/Requestor will no longer need to click the arrow to view the default distribution method.

General Data Protection Regulation Compliance – Contract Manager/Owner Update

An update to the EU’s and UK’s General Data Protection Regulation (GDPR) now requires certain standard contractual clauses be included in contracts that implicate data privacy issues. The Contract Management team is in the process of reaching out to clients and contacts across the university to work on amending certain contracts to bring them into compliance with GDPR. Additionally, any new contracts that implicate the GDPR should include the current version of the Data Privacy Addendum for Non-US Data Privacy laws Rider, which can be found on the Office of General Counsel’s website.

New HCSRA Page: NIH Data Management & Sharing (DMS) Policy

The January 25, 2023 implementation date for the new NIH Data Management and Sharing (DMS) Policy is right around the corner. Harvard Chan School created the NIH DMS Policy HCSRA Page, which provides guidance, resources, and information relating to this new requirement. An overview of the HCSRA page will be provided at the next Admin Forum on Nov 9th. An overview of the new NIH DMS Policy will be provided at  Nov 15th Fishbowl.

Signing Officials Can Bypass 2-day Viewing Window for Admin Supplements

To speed up the system processing of electronic administrative supplements, signing officials (SOs) have the option to bypass the 2-day application viewing window and allow the application to go straight to staff for processing (see NOT-OD-23-011). Note: Once this bypass option is exercised, the SO cannot reject or make further changes to the application. Organizations must carefully review their applications prior to using the Verify action to avoid the need for resubmissions. For more information, refer to the 2-Day Window Skip topic in the eRA Commons online help; eRA News item.

You Do the Research, NIH Repays Your Student Loans – Apply by Nov 17

If you’re going to be conducting research for the next two years, why not have your student debt taken care of while you work? In exchange for a commitment to conduct biomedical or behavioral research, the National Institutes of Health (NIH) will repay up to $100,000 of student loan debt with a two-year contract through the NIH Loan Repayment Programs (LRPs). NIH wants to keep highly qualified biomedical and behavioral scientists like you in the lab, so we’re here to pick up the tab on your student debt. Check if you’re eligible for an LRP award today and apply by November 17, 2022. Where Should My DMS Plan Be Included in My Application for Funding?

For applications being developed for due dates on/after January 25, 2023, Data Management and Sharing (DMS) Plans will be collected in a NEW field called “Other Plans” on the PHS 398 Research Plan and Career Development Award forms. See Writing a DMS Plan for the details on what to include in a Plan.

Note: Any costs to support data management and sharing should be accounted for in either the R&R Detailed Budget Form or the PHS 398 Modular Budget Form along with a brief justification of those costs. See Budgeting for DMS and the Application Instructions for details.

DMS Policy Implementation on Application Forms

  • NIH Implementation on FORMS-H: For NIH, as part of the implementation of the 2023 NIH Data Management and Sharing (DMS) Policy, a new “Other Plan(s)” attachment field has been added to the PHS 398 Research Plan Form and the PHS 398 Career Development Award Supplemental Form. Applicants must attach the required Data Management and Sharing Plan in this new field in FORMS-H applications. See NOT-OD-21-013 and NOT-OD-22-189 for more information. Note: Although the 2023 NIH DMS Policy is not applicable to fellowship and institutional training grant applications, the new attachment field was added for potential future use with other plans. Refer to the FOA and the list of NIH activity codes subject to the DMS Policy for information on whether your application must address a DMS Plan.
  • CDC Implementation: For CDC, please follow the instructions in the published notice of funding opportunity that describe the CDC Data Management Plan (DMP) format and placement in the application.
  • For AHRQ Implementation: AHRQ applicants are reminded to follow the instructions in NOT-HS-20-011: The Agency for Healthcare Research and Quality Data Management Plan Policy, not the guidance for the NIH Policy for Data Management and Sharing.

Drop-in NIH DMS Policy Office Hours

Description: The SGM will work closely with researchers and other members of the Finance Team to design and prepare budgets, as well as assemble highly-confidential, final grant proposals.
