HAZARD MITIGATION

The Delaware Emergency Management Agency (DEMA) is seeking applicants to submit projects for potential funding under the following mitigation grant programs: Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities Grant Program (BRIC), and the Flood Mitigation Assistance Grant Program (FMA). Applications are being accepted now and all projects must be submitted to DEMA by December 31, 2022.

Who Can Apply?

 
Eligible applicants include certain private non-profit organizations, local governments, state agencies and tribal/territorial governments. Individual homeowners should reach out to their local county emergency management agencies to be considered for mitigation projects.
There are three major grant programs:

How Will Projects Be Selected?

 
Successful projects incorporate elements that focus on resiliency against natural hazards through studies and construction projects and those that also address and support one or more of FEMA’s seven “Community Lifelines”:
  1.  Safety and Security
  2.  Health and Medical
  3.  Communications
  4.  Hazardous Materials
  5.  Food, Water, and Shelter
  6.  Energy (Power & Fuel)
  7.  Transportation

All-Hazard Mitigation Grant and Development Workshop

This workshop will provide guidance to potential project applicants about the importance of understanding and identifying the hazards that greatly affect their communities and their ability to "weather the storm." Entities must include their capabilities in their hazard mitigation plan which outlines actions to reduce the vulnerability and/or likelihood of such an event.

Attendees will learn how to identify their risk, determine project eligibility, understand the Benefit-Cost Analysis (BCA) process, learn about emerging threats, and discover how mitigation impacts everyone across all five mission areas, even response and recovery.

PUBLIC ASSISTANCE
Public Assistance Grant Program Resources For All Disasters
Subrecipient Monitoring

Pursuant to the Code of Federal Regulations, 2 C.F.R. Part 200 explains many requirements of the State or “pass-through entity” for federal awards.  One such requirement is Subrecipient Monitoring.  The intent is to:
  1. Evaluate each subrecipient's risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the subaward for purposes of determining the appropriate subrecipient monitoring.
  2. Monitor the activities of the subrecipient as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward.
  3. And that those subaward performance goals are achieved.

To ensure compliance with this policy and procedure, representatives from DEMA’s Public Assistance Grant Program team have begun outreach to subrecipients of PA grant funding.  The intent is for DEMA to perform Subrecipient Monitoring for all 3 current Disaster Declarations, beginning with DR4526 COVID-19. 
 
DEMA’s PA support team will guide the subrecipient through the entire process including emails, coordinating virtual meetings and assisting with filling out paperwork associated with this process.  Understanding Monitoring may be new to some of Delaware's PA applicants, but our team is fully prepared to guide subrecipients through every stage. We will be available for any questions, or concerns as it relates to Subrecipient Monitoring. 
COVID-19 Public Assistance (PA) Grant Application Deadlines
  1. Federal grant cost-share under the PA program decreased from 100% to 90% for any projects with work completed on or after July 1, 2022.
    1. 100% Funding: FEMA applied 100% federal funding to all eligible COVID-19 costs for work performed and items used from the beginning of the incident period through 11:59 p.m. on July 1, 2022
    2. 90% Funding: In Section 311 of the Consolidated Appropriations Act, 2022, Congress directed the federal share of assistance for the COVID-19 disaster declarations to be at least 90%. FEMA applied the 90% federal cost-share to funding for all eligible costs for work performed and items used on or after July 1, 2022. This includes any P.P.E. or other supplies purchased for a 60-day time.
  2. Project applications and all supporting backup documentation for work completed between January 20, 2020 to July 1, 2022 are due to FEMA no later than December 31, 2022. All backup documentation should be uploaded into the FEMA Grants Portal, per project.

DELAWARE-VOAD
The Delaware Voluntary Organizations Active in Disaster (DEVOAD) 
 
The DEVOAD serves as an umbrella organization to encourage collaboration, communication, and cooperation of volunteer organizations in response to State disasters. Contact Delaware VOAD State Chair, Toby French, at delawarevoad@gmail.com for further information or questions.
Image: On November 14th, members from DEMA and DEVOAD met in Dover to exchange impressions and observations from their recent deployment to Florida in response to Hurricane Ian. The collaboration was an opportunity to serve as lessons learned for disaster preparation in Delaware.
Mass Feeding During Disasters Planning Summit
 
On December 5thfrom 2:00-4:00 PM, the DEVOAD along with participants from the Food Bank of Delaware, DEMA, DHSS/DPH, FEMA, Red Cross, Salvation Army, Operation BBQ and others will meet at DEMA for an in-person planning meeting to discuss disaster feeding operations across the state. Long-Term Recovery Group (LTRG)
 
Following the response to the flooding in Wilmington from Hurricane Ida in September 2021, the DEVOAD supported the establishment of a Long-Term Recovery Group for the Eleventh Street Bridge community (ESBCLTRG). This LTRG, Delaware's first, is working to become official with State incorporation and non-profit status (501(c)(3)), and plans to hire a Disaster Construction Manager in the near future to do construction estimates for the recovery of 30+ homes in the affected neighborhood.
DEVOAD Quarterly Meeting Recap
 
On Monday, October 24th, DEVOAD held a hybrid fall Quarterly Meeting with members attending both online and in person at the New Castle County Office of Emergency Management (NCC OEM). The overarching theme was "The Role of Data in Disaster Response," with speakers and participants discussing what data needs to be collected following a major natural disaster, and how that data can be shared for the best outcome for survivors. Speakers from FEMA, DEMA, Red Cross, county EMs, DEVOAD, and DHSS all spoke about their data capabilities and the challenges in the effective sharing of information. In addition, the subject of developing a Common Operating Picture (COP) for steering a disaster response was covered, and FEMA demonstrated its powerful Resilience Analysis and Planning Tool (RAPT) web tool based on ESRI ArcGIS.
DEVOAD Volunteers Needed

There are still 28 properties that need assistance in our communities, please consider volunteering. If you or your organization wishes to volunteer please email Vice Chair, Marty Brett, at mbrett5@verizon.net and DEVOAD will arrange work to fit the skills and number of volunteers available. 

Type Of Work:

  • Yard and alley cleanup with debris removal
  • Removal of drywall, insulation, and carpets
  • Replacing molding and baseboards

What You Need:
Long pants, sturdy shoes, and safety glasses. Depending on the work, heavy work gloves and a respirator mask (P100 Recommended) may also be needed.

Please bring proof that you live in Delaware! The drive-through food distribution will move to a large quarterly distribution in 2023.

On-site registration will also be available! Service will be first-come, first-served. Assistance is limited to one per household. The Food Bank of Delaware is prepared to serve up to 1,000 households at each pantry. Public restrooms will not be available. Please make sure your trunk or backseat is clear for easy loading.

​Each year, RASCL hosts a statewide summit that brings together resilience practitioners, elected officials, government agencies, and community members to discuss the issues that matter to Delawareans. This year's theme is "Overcoming Roadblocks to Resilience and Sustainability." Discussions will address capacity issues in Delaware, the Infrastructure Investment and Jobs Act (IIJA), and projects that are improving local community resilience and sustainability.

Increasing Resilience Through Land Use Planning and Building Codes

Date: January 18, 2023

Land use planning and building codes can play a major role in reducing the risks of natural hazards. FEMA’s new National Initiative to Advance Building Codes gives communities a greater incentive to adopt and enforce stronger codes. This webinar will share strategies to bring decision-makers and local planning partners on board.


FEMA Region 3 hosts a webinar series for anyone who wants to reduce risk in their community. The hour-long “Coffee Breaks” are held every other month. These webinars serve as a space to share mitigation best practices and highlight the work happening at federal, regional, state, and community levels to reduce risk in Region 3. Coffee Break webinars are open to anyone who works in hazard mitigation, community resilience, or risk reduction planning. This work can be in the public or private sector and can include community planners, emergency and floodplain managers, GIS technicians, government officials, and contractors.

2023 Kickoff: Stories of Resilience and Storytelling Training

Join us as we kickoff 2023 discussing the RNPN’s new "Stories of Resilience" initiative and provide a storytelling training to help you share your personal resilience narrative with the RNPN community and beyond. We will also give a brief overview of the RNPN, including information about our events, available resources, and a monthly partner-curated newsletter. These meetings are open to all. If you know of any organizations or people who would be interested in joining, feel free to spread the word.

Topics for discussion include:

– How storytelling helps communities become more resilient.
– Resilience and climate change issues that need more attention.
– Challenges you need help solving in 2023.
