2022 has been a landmark year for the Shire of Dumbleyung as we’ve made significant progress in establishing a very clear plan for our future.
When I commenced in this position approximately 18 months ago, I had two primary focus areas – ‘strategy & structure’.
I am really pleased to report that we are significantly progressed on both fronts with a new Shire Strategic Community Plan adopted earlier in the year followed by the implementation of a new organisational structure to support Strat Plan delivery.
Although the journey through the early stages of plan establishment and org structure implementation has at times been a bit rocky, we have now come out the other side well positioned to push on in 2023.
Our new strategic blueprint is effectively a jobs & growth plan with many strategic project initiatives targeted all aimed at making a transformational impact on our Shire of Dumbleyung economy.
It results from significant community engagement facilitated by the Shire in 2021, with key community messages to ‘Increase population. Attract new businesses. Be a destination. Maintain our facilities’.
This year also saw the continued significant focus and investment in establishing additional water capture and storage infrastructure across the Shire. Major upgrades were initiated at Horse Paddock Dam and Dumbleyung Town Sump Dam with new tanks for emergency firefighting purposes installed at strategic locations in Dumbleyung and Kukerin. This follows last year’s similar major investment in water infrastructure at Duggan Dam, Kukerin Stock Dam and maintenance work and upgrades completed at other key sites.
We also encountered some significant infrastructure challenges resulting from the closure of the Dumbleyung Swimming Pool. A lot of investigative work was undertaken during the year to determine the extent of our pool problems, initially focusing on whether any existing infrastructure could be saved or reused, then concept planning initiated for a new swimming pool. A preferred concept plan was chosen by the project working group which was then circulated into our community for feedback and comment. 14 responses were received from this initial engagement phase, but all wanted a new replacement pool to be established as a priority (not a staged development). In a significant win for our Agriculture sector, CBH completed major upgrade works to the Dumbleyung Grain Terminal. The estimated $8.2M development transitions the temporary bulkhead established over 10 years ago into a permanent bulkhead as well as installing an additional new bulkhead (total 57,640 tonnes additional storage capacity). The upgrades consolidate Dumbleyung’s position as a key receival and storage site in CBH’s network across the Wheatbelt. The Shire plays a critical role in these types of development through assessing the formal Development Application and ensuring conditions of development meet the broader needs of our community i.e. site connecting road upgrades.
With the pool out of action, the Shire secured $30k Australian Government grant funding to host an amazing Australia Day at Stubbs Park. This was a very special family focused event delivered in partnership between the Shire and Wuddi Cultural Tours with a primary focus to recognise and celebrate Aboriginal history and culture. The day had many fabulous Aboriginal performances ranging from Didgeridoo playing, dancing, artwork and food. Mr Grant Riley also took some lucky people on a bus tour of the Wuddi nature garden and Lake Dumbleyung.
Finally our valuable Bain Estate funds were topped up during the year with a final disbursement of $862K received for full and final settlement of the proceeds of the Will, bringing the total bequest received to $5.6M.

ROBERT & DAPHNE MACINTYRE CITIZENSHIP AWARD
Jack Faulkner was awarded the Robert & Daphne McIntyre Citizenship Award for 2022 at the Council dinner on Thursday 15 December 2022.
There was a very high standard which made it quite difficult for the selection panel to decide on a winner.
Congratulations Jack on receiving the Robert & Daphne McIntyre Citizenship Award for 2022. We wish you all the very best in your future endeavours.
This award has come into existence because of the generosity of Robert and Daphne McIntyre. The award is to further develop the youth of Dumbleyung Shire so that they may contribute actively to both the future of the Shire and play an active role in the support of the Shire.
In August 2008 Robert McIntyre wrote to the Dumbleyung Shire Council with a proposal for an annual award in the form of a student scholarship donated every year by Robert and Daphne McIntyre. This year the award was $3,000. The aim of the award is to assist the award recipient with education related expenses.
The creation of the award recognises the pioneering work done by Robert McIntyre’s parents and grandparents who first arrived in the Dumbleyung district in 1908, and the contribution that they made to the community’s early development.
In October 2008 a committee was established to work with Robert and Daphne McIntyre and over the ensuing months the selection criteria and Memorandum of Understanding were developed. One year after Robert McIntyre first contacted the Council, the inaugural Robert and Daphne McIntyre Citizenship Award process was carried out. Since then, there has now been fourteen successful recipients.

VOLUNTEERS NEEDED!
The Dumbleyung and Kukerin volunteer ambulance service wants to advise our Community that we are currently severely depleted of volunteers. As a consequence of this we may not be able to service incoming call outs as our attendance prerequisites are to attend any scene or transfer with at least two suitably qualified SJA volunteers.
Due to a variety of circumstances our active volunteer numbers have been severely depleted and until we can effectively recruit new volunteers we fear the situation will only deteriorate further. What that means for the community is that wait times maybe severely impacted or an ambulance may not even be able to be provided.
For example if we can not engage a crew, the State Operations Centre have to diverted the 000 request or transfer to another sub centre and so on. In the past we have been contacted for transfers or call outs in Wagin and Narrogin and beyond - we are reluctant to take these calls as our fundamental reason for volunteering is to serve OUR community, and wish to be ready and available for our own.
This is a situation that is unfortunately increasingly common across our country regional areas. This situation has been such for an ongoing period of time, placing an immense amount of pressure on the existing volunteers, both operational and administrative.

IMPORTANT LICENSING INFORMATION
As a directive from the Department of Transport please note the Shire is a face-to-face agency only. Shire staff are not authorised, trained, or qualified to take phone enquiries.
For face-to-face transactions – the Shire of Dumbleyung Driver and Vehicle Services Agency opening hours are 9:00am – 4:00pm Monday to Friday.
For phone call enquiries – please call 13 11 56 from 8:00am - 5:00pm Monday to Friday.
Licencing Rules
- Shire staff are unable to process transactions for anyone who is not present in person with appropriate I.D. This applies to spouse and children.
- For customer convenience; registration payments, temporary permits and licence searches can be done over the internet.
- All new clients (those obtaining their Learners) must supply 5 items of identification. Shire staff can provide the fact sheet regarding Department of Transport identification requirements, or the fact sheet can be found on the Department of Transport website under Proof of Identity.
- All existing clients (not a Learner) must have at least 2 forms of I.D.
- If a client wishes to swap or change number plates – they must attend a licensing centre or Agency in person and bring with them the plates wishing to be swapped.
- Transferring vehicles may be done by either bringing the transfer paperwork to the agency or by sending the paperwork into the Department of Transport directly via the address on the top of the transfer form.
- Clients must remain at the front counter for the whole transaction. Most transactions require payment and Shire staff cannot finalise transactions without it.
- Some transactions may take longer due to their complexity, please allow appropriate time for Shire staff to complete the transaction.
- Please treat staff with respect. Abusive or disrespectful behaviour will not be tolerated.
