Happy Holidays and Seasons Greetings to all of you.  

In the upcoming 2023, SPEER will continue to incorporate our 
SPEER Strategic Direction into our programming and the City Efficiency Leadership Council.    The State Energy Conservation Office has funded new initiatives to receive feedback from Local Governments through focus groups and a training development cohort.  Check out next month's newsletter and our website for updates on the initiatives.

Virtual- Demystifying Local Government Energy Reporting Workshop

We recently had a successful in-person workshop hosted by the Capital Council of Governments in Austin.  This virtual event will be interactive, with lots of opportunities for questions.  Join us to learn about the Local Government Energy Reporting Requirement, a state mandate to report and reduce electricity consumption for cities and counties. The workshop aims to provide helpful information and tips so local governments can successfully report in early 2023.

This virtual workshop will feature a panel with a State Energy Conservation Office representative, a local government staff representative who has completed the local government energy reporting requirement, and CAPCOG and SPEER staff. It also will include breakout sessions to discuss questions and concerns about energy reporting.  A luncheon will follow the event.

CELC Year in Review and 2023 Programs

These past two years, local governments have experienced several challenges, such as staff retention, program bandwidth, and a shift in priorities. It is with this in mind that the CELC will be expanding its scope of benefits and formalizing the council to better support local governments. In this webinar, we'll be able to familiarize you more with CELC, what the council is, what it has accomplished, and the new 2023 programs.

Spring Course- Building Operator Certification Training

Building operator education is essential to making buildings run more efficiently, reducing energy + operating costs, and meeting our goals to lower emissions. And soon, federal buildings will waste less, pollute less and cost less to operate with the passing of the first-ever federal building performance standard that will help achieve net-zero emissions by 2045. Your buildings can achieve this too! Registration for SPEER's spring Building Operator Certification (BOC) training course is now open! Save your seat - spots are limited. Participants will learn necessary aspects of HVAC systems, electrical systems, lighting, data collection, environmental regulations + code compliance, and more.

  TEXAS: 2023 SPEER Legislative Priorities

The 88th Texas Legislature, beginning January 2023, will have the opportunity to address many needed reforms to assure Texans that their leaders will enact policies that keep the lights on. SPEER believes that actions like increasing performance for the energy efficiency resource standard (EERS) goals, making demand response (DR) programs work for all customer classes, and updating outdated building codes to prepare Texans for more extreme weather will allow the state to continue its unprecedented population growth. SPEER’s legislative priorities are broken down on State & Local Policy Program website.

 CAPCOG- Air Quality Professionals Forum 
 
What happened this past summer and fall when we had 25 Ozone Action Days when the norm is 3 or 4?  Anton Cox with Air Central Texas/Capital Area Council of Governments will analyze what happened and what it means for our regional compliance with EPA National Ambient Air Quality Standards (NAAQS).   
 
Darien Clary with the Austin Independent School District. She will update us on AISD’s sustainability efforts with a special focus on the plans to completely replace their entire 500+ diesel school bus fleet with electric buses.
 
The meeting is on January 12th starts at 11:30 with lunch, and the program will be from noon to 1:15.  This is a hybrid meeting, and you can also join us virtually at noon if you can’t attend the in-person meeting. The meeting and lunch are free, thanks to the generous support of our Clean Air Partners.  Guests are invited and are welcome to attend. Please invite your colleagues to register, too.

Job Opportunities
The 77th legislature established local government energy efficiency and reporting requirements in 2001. Subsequent legislatures have updated, amended, and reauthorized the requirements since 2001. The 86th Texas legislature (2019) recently reauthorized and extended local government efficiency and reporting requirements through 2026 with Senate Bill 241.
