Governor Newsom Convenes Special Session to Examine Gas Costs, Pricing and Profit

The Governor has convened a special session of the legislature to examine potential responses targeted at oil companies to what the administration believes are unexplainable gas price increases orchestrated by the industry.

Federal Update: House Votes to Avert Rail Strike; Appropriators Make Incremental Progress on FY 2023 Spending Agreement

Following the Thanksgiving break, lawmakers returned to the nation’s capital this week to chip away at a lengthy legislative to-do list. However, in addition to their anticipated workload, lawmakers have had to divert their attention to a contract dispute between freight railroads and their unions. With just a week before a potentially crippling rail strike begins, President Biden called on Congress to step in and codify a deal he helped broker in September.

California Increases Efforts to Combat Organized Retail Theft Ahead of Busy Holiday Shopping Season

Recently, Governor Gavin Newsom increased efforts statewide to tackle organized retail theft ahead of the holiday shopping season. The California Highway Patrol (CHP) Organized Retail Crime Task Force (ORCTF) is increasing their presence at shopping centers throughout the state and working with local law enforcement agencies to make arrests and heighten visibility.

OPR Releases New Climate Change Planning Resources on the Adaptation Clearinghouse

The Governor’s Office of Planning and Research (OPR) launched the Climate Resilience Plan Alignment Toolkit on the Adaptation Clearinghouse to support climate change adaptation across the state. The Toolkit is a suite of collaboration tools to coordinate and align local and regional climate resilience planning efforts.

To support California stakeholders interested in the Federal Communication Commission’s (FCC) broadband mapping challenge process, the California Public Utilities Commission and the California Department of Technology are hosting an informational webinar on Friday, December 2, 2022, at 2:30 pm – 3:30 pm.

Counties Requested to Submit COVID-19 Claims to Cal OES for Review Prior to FEMA Submittal

The California Governor’s Office of Emergency Services (Cal OES) is requesting local jurisdictions to submit all eligible COVID-19 costs incurred up to July 1, 2022 in order to maximize Federal Emergency Management Agency (FEMA) reimbursement. Although the September 30 deadline for this submission to Cal OES has lapsed, Cal OES is still accepting these submissions as many local jurisdictions’ submissions are still outstanding.

Prohousing Designation Program: 15-Day Comment Period for Modified Text of the Proposed Regulations

The California Department of Housing and Community Development (HCD) has proposed to modify the text of proposed regulations that establish the Prohousing Designation Program. Specifically, HCD is proposing to modify sections to title 25, division 1, chapter 6, subchapter 6.6 of the California Code of Regulations.

Governor Convenes First-Cohort Counties on CARE Court Implementation 

Governor Gavin Newsom hosted a convening of the first cohort of counties who will implement the Community Assistance, Recovery and Empowerment (CARE) Act, a bill authored by Senator Thomas Umberg and Senator Susan Talamantes Eggman and sponsored by Governor Newsom.

BSCC Grant Funding Available

Earlier in November, the Board of State and Community Corrections (BSCC) approved the release of a Request for Proposals for the Mobile Probation Services Centers Grant Program, which makes $20 million available to counties to purchase vehicles, equipment, and technology to conduct outreach to probationers, particularly those who are unhoused and struggling to meet requirements. Proposals are due back to the BSCC on January 6, 2023, and the grant period will begin in May.

The Management Analyst is responsible for supervising the delivery of miscellaneous administrative support services while analyzing and making recommendations to a variety of complex assignments impacting budget and finance issues, organizational policies and procedures, general operations, and personnel processes.  This position supervises a variety of internal operations as well as leads or collaborates on special projects under the guidance of director-level staff.
