LEADERSHIP OPPORTUNITIES AT NCAR

NCAR is excited to announce two career opportunities for senior leaders in Earth system science:

We would like to invite those of you who are attending the American Geophysical Union Fall Meeting in Chicago to drop by our newly renovated booth in the exhibit hall to say hello and connect with colleagues.

Additionally, UCAR President Antonio Busalacchi will be presenting an AGU Science Solutions talk, “UCAR’s Center for Ocean Leadership: Advancing the study of Earth as an interconnected system,” with UCAR COL Interim Director Andrew Rosenberg.

If you would like to attend, it will be held Wednesday, Dec. 14, from 2-3 p.m. CST in the AGU Central Theater. 

OPPORTUNITIES FOR STUDENTS AND POSTDOCS

Applications for the 2023-24 Ralph Cicerone Fellowship in Atmospheric Chemistry are due Feb. 28.
Applications for the Summer Internships in Parallel Computational Science (SIParCS) Program at NCAR are due Jan. 13. 
Applications for NASA's 2023 Heliophysics Summer School are due March 3. 
Applications for the 2023 NOAA Climate and Global Change Postdoctoral Fellowship program are due Jan. 4.
Applications for NCAR's Advanced Study Program (ASP) Postdoctoral Fellowships are due Dec. 30. 
Applications for the NCAR Earth System Science Internship for undergraduate and graduate students who are interested in conducting research with NCAR scientists are due Feb. 5. 
Applications for the new Weather Program Office's Innovation for Next Generation Scientist (WINGS) Fellowship are due Jan. 27. 

POLICY INSIDER

Recap of the 117th Congress:

The 117th Congress passed significant pieces of legislation to benefit scientific efforts, including the $280 billion CHIPS and Science Act of 2022  and the Inflation Reduction Act (IRA) of 2022 (H.R.5376). Additional bills, such as the Continental Divide Trail Completion Act (H.R.5118), passed the House but have not been taken up in the Senate.
 

Lame Duck Session:

The House and Senate have returned to Washington for a lame duck session, during which the top priority is to keep the government running after Dec. 16. It looks like December will be long and will likely require another short-term continuing resolution extension to at least Dec. 23. Issues that are at the forefront, in addition to the spending package, include same-sex marriage, changes to the Electoral Count Act, and raising the debt ceiling.
 

Preview of 118th Congress

In the 118th Congress, we may see a few pieces of legislation relevant to UCAR’s interests. The first is the reauthorization of the Weather Research and Forecasting Innovation Act of 2017. This bill was sponsored by Rep. Frank Lucas, who is the projected chair of the House Science, Space, & Technology Committee. The second is the NOAA Organic Act, which could potentially result in NOAA becoming an independent agency. We are also looking out for appropriations to fund the CHIPS and Science Act in addition to the package of wildfire bills passed by the House in July.

1930s DUST BOWL AFFECTED EXTREME HEAT AROUND NORTHERN HEMISPHERE

New research finds that the hot, exposed land in the central U.S. during the Dust Bowl drought influenced temperatures across much of North America and as far away as Europe and East Asia. That’s because the extreme heating of the Great Plains triggered motions of air around the Northern Hemisphere in ways that suppressed cloud formation in some regions and, in combination with the influence of tropical oceanic conditions, led to record heat thousands of miles away.

NEW FUND SEEKS TO BUILD AND EXTEND THE UCAR COMMUNITY


The UCAR President’s Advisory Committee for University Relations (PACUR) has established a community engagement fund with the goal of building and extending the UCAR community through: 

  • Building community capacity for interdisciplinary, convergent, and use-oriented research; applying UCAR science to address the needs of historically underserved communities.
     
  • Enhancing instruction relating to UCAR science at all education levels and improving the dissemination of UCAR research to policy makers and to the public. 
     
  • Increasing the diversity of participants in UCAR research and supporting the entry into and success within UCAR research of people from historically underrepresented groups.

Applications to the PACUR Community Engagement Fund are due Dec. 31.
