Dear EDs and LSC Colleagues,
 
I’m delighted to tell you that the FY 2023 omnibus bill filed early this morning includes $560 million for LSC, a 14.5% increase over last year.
 
The bill is expected to pass both the Senate and the House this week before being signed into law by the President. The current continuing resolution (CR) funding the government expires midnight on Friday 12/23 so the legislation must pass quickly to avoid a government shutdown. After the FY23 omnibus legislation is signed into law, we will distribute revised grantee allocations so that you know what you will have to work with.
 
This appropriations bill is the product of lengthy negotiations; this summer the House Appropriations Committee included $675 million for LSC, and the Senate Democrats released an appropriations bill that included $539 million for LSC.
 
The table below shows FY 2023 omnibus funding levels as compared to LSC’s request, the White House request and the enacted FY 2022 appropriation.

Natural Disaster Funding

Emergency supplemental funding for natural disasters that occurred in 2022 was attached to the FY 2023 omnibus bill. LSC will receive $20 million to award to grantees responding to disasters; LSC had requested $24 million.

Board Composition Administrative Provision

Unfortunately, the omnibus bill did not include an administrative provision to reduce the grantee board composition requirement regarding attorneys from 60% to 33% that was requested by the White House and included in both the House Appropriations bill and Senate Democrats’ appropriations draft.
