HUD’s Office of Affordable Housing Programs (OAHP) is sponsoring HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) Allocation Plan In-Person Problem Solving Clinics for Participating Jurisdictions (PJs) to guide the development and successful submission of compliant HOME-ARP allocation plans by the March 31, 2023, deadline.
Participants will receive training from subject matter experts and have an opportunity to have their questions answered in a group setting. Additionally, participants can sign up for 15-minute appointments to meet one-on-one with a subject matter expert.
Training topics will be based on the needs identified during registration but may include:
- HOME-ARP allocation plan required elements
- How to use the optional Allocation Plan Template
- Proper and adequate consultation with the organizations required by the Notice
- Tips for expanding public participation
- How to evaluate the size and composition of the qualifying populations and assess unmet needs
- How to establish permissible preferences that meet state or local needs
- How to assess capacity to administer the HOME-ARP grant
- How to determine eligible activities to fund based on the capacity assessment and responsibility to manage implementation of the HOME-ARP grant
- Common issues found in HOME-ARP allocation plans
To foster active participation in the discussions, PJs are encouraged to bring draft sections of their allocation plans.
Training Objectives
Upon completion of this training, attendees will:
- Understand how to complete the required elements of their HOME-ARP allocation plan for submission by the deadline
- Understand best practices for developing a HOME-ARP allocation plan to meet pressing local housing needs
