Partnership Access Line

The Partnership Access Line (PAL) supports primary care providers (doctors, nurse practitioners and physician assistants) with questions about mental health care such as diagnostic clarification, medication adjustment, or treatment planning. PAL is available throughout the state of Washington and is funded by the Health Care Authority. The phone consultation is covered by HIPAA, section 45 CFR 164.506, no additional release of patient information is required to consult.

The PAL team consists of child and adolescent psychiatrists affiliated with the University of Washington School of Medicine and Seattle Children’s Hospital to deliver its phone consultation services. In addition, PAL has a master’s-level social worker who can assist with finding mental health resources for patients.


The PAL team is available to any primary care provider in Washington State to discuss the care of any pediatric patient regardless of insurance type (state, private, or no insurance).

As a PAL program coordinator of several years, answering the consultation line has become second nature. I’ve noticed most callers are aware that you can use PAL to connect with a psychiatrist. However, many do not know about the other services offered as part of the PAL consultation program. Here are some examples of how PAL can help you in your practice: 

We publish a free care guide about evaluating and treating mental health concerns in primary practice.
The Primary Care Principles for Child Mental Health is updated annually and contains a wealth of resources, including but not limited to copies of screenings, medication charts, and parent resource guides at the end of each section. The care guide is digitally downloadable on our website, but if you prefer to receive a paper copy to take notes in, feel free to send us an email and we will send you one in the mail. Or copies for your whole practice! We can and are happy to accommodate large orders, please just allow extra time for printing and shipping.

We offer free CME conferences.
If you’re interested in learning more about mental health treatment and how you can apply it to your practice, attend one of our events! We host in-person events as well as webinars so you can log in and listen to the speakers from the comfort of your home. CME credit is offered and there are opportunities for Q&A.
For Washington events, we are often joined by a speaker from the UW Perinatal Psychiatry consultation line.

Need help finding resources for your patient? We have a social worker on staff.
Sometimes you may have a patient who you know needs to connect to a community provider or program, but you just do not know where to locate that resource. When you call the PAL line, did you know you could also directly connect to our social worker? You will have the opportunity to briefly explain the case and once our social worker is familiar with the details, she will work to try to locate the resources the patient needs. She then faxes the resource information to your clinic within about one week. Our social worker has experience locating therapies, inpatient or partial hospitalization programs, telehealth services, and more.

PAL Spotlight

Larry Wissow grew up in New Jersey and spent most of his life on the east coast. He started out in medicine as a general pediatrician and later became a child psychiatrist. His long-standing interest is in the interface between mental health services and primary care, and he has been involved in research, clinical care, and program development related to integrated care in the US and other countries. He helped found BHIP, one of PAL’s younger siblings, that serves the state of Maryland. Hobbies include playing renaissance lute (and trying to learn theorbo and oud) and both pool and open water swimming.
