47 Years of IDEA

 
November 29, 2022 marked the 47th anniversary of the Individuals With Disabilities Education Act, or IDEA, which was signed into law, Nov. 29, 1975.

Valerie C. Williams, director of the Office of Special Education Programs, shared her perspective of the IDEA in a blog post, "47 Years Later, Are we Delivering on the Promise of IDEA?" She also highlights both positive and troubling trends related to the IDEA, while citing the need for all involved in the education of children with disabilities to commit to designing high-quality instruction, implementing positive behavior supports, educating the whole child, and setting high expectations.

RSA Announces Redesigned Data Dashboards for Program Year 2022


RSA is pleased to announce that we have partnered with the VRTAC-QM and RehabData Workgroup to redesign the data dashboards for Program Year 2022. The new tools include not only more data, but historical data and enhanced metrics for all State VR agencies in a single accessible Excel workbook that RSA will update each quarter. U.S. Department of Education Launches New Initiative to Support Career-Connected Learning and Increase Job Pathways for Young Americans

 
On 11/14/22, the U.S. Department of Education (Department) announced the launch of Raise the Bar: Unlocking Career Success, a new Biden-Harris Administration initiative supported by the Departments of Commerce and Labor to increase and expand access to high-quality training programs to help young Americans pursue jobs in today’s in-demand fields and be prepared for careers of the future.

This new effort unites key agencies of the Biden-Harris Administration to strengthen the connection between K-12 education, postsecondary education, and workforce programs. RSA Publishes PY 2021 WIOA Annual Reports


On October 28, 2022, RSA published the PY 2021 WIOA Annual Reports for the VR program. In addition to information related to the characteristics and barriers to employment of the participants served through (or by) the VR program, the national summary and State-level reports include performance results across the five WIOA performance indicators for the third consecutive year:
  • Measurable Skill Gains Rate (participants during PY 2021);
  • Employment Rate in the Second Quarter after Exit (participants who exited during PY 2020);
  • Median Earnings in the Second Quarter after Exit (participants who exited during PY 2020);
  • Employment Rate in the Fourth Quarter after Exit (participants who exited during CY 2020); and
  • Credential Attainment Rate (participants who exited during CY 2020)
The sixth indicator, Effectiveness in Serving Employers, remained in pilot during PY 2021. The U.S. Department of Labor’s Employment and Training Administration will publish the ESE results in the title I and III program reports.

The Partnership on Employment & Accessible Technology (PEAT) recently shared a report entitled, “Disability-Led Innovation: Artificial Intelligence & Automated Hiring Practices”  which shares innovative ways that organizations can use artificial intelligence (AI) to create more inclusive hiring practices. The report’s tips and insights come directly from innovators who have disabilities and are experts in the field. Native American Heritage Month


In November, Native American Heritage Month was celebrated to recognize the significant contributions Native Americans made to the establishment and growth of the United States. Notable AIVRTTAC+TVR Institute Products to serve Native Americans with Disabilities are available on the NCRTM website. Such as toolkits, webinars, and more. News from the Center for Atypical Language Interpreting (CALI)


Northeastern University’s American Sign Language and Interpreting Education Program was awarded a U.S. Department of Education Rehabilitation Services Administration grant for $2.1 million to build on the successes of the Center for Atypical Language Interpreting (CALI). The project addresses the growing demand for interpreters with specialized skills to serve Deaf and DeafBlind persons with atypical language. Read more about the news from CALI.

New Episodes from VRTAC-QM Manager Minute Podcast


Two new episodes of the VRTAC-QM Manager Minute podcast were released in November and December.

In November, Dacia Johnson, Executive Director of the Oregon Commission for the Blind, chats with Carol Pankow, about some of the innovative practices that the Oregon Commission for the Blind has implemented to improve organizational effectiveness and benefit the VR community.

In December, Tina Herzik, the Vice President of Operations for Service Source, and Brent McNeal, the Director of the Florida Division of Vocational Rehabilitation, join forces with Carol Pankow in the Manager Minute studio to chat about creative staffing solutions in Florida.

New Rapid Engagement in VR Module 2 - Training for Counselors


The Vocational Rehabilitation Technical Assistance Center for Quality Management (VRTAC-QM) recently released Rapid Engagement in VR Module 2 – Training for Counselors. This is the second module in the series, it is a practical look at how VR counselors can apply rapid engagement strategies in their work to keep individuals with disabilities actively engaged throughout the VR process. New NCRTM Curated List on Inclusive Apprenticeships 


In honor of National Apprenticeship Week, celebrated November 14-20, 2022, the NCRTM released a new curated list on Inclusive Apprenticeships. The new list includes resources for individuals with disabilities, VR professionals and service providers, as well as business partners. Check out the new list today!
