A Note from our Executive Director

Liz Chapman

Thank you for being part of Recycle Colorado. It is your work to answer questions, set up programs, support legislation, and all the other work you do which is moving Colorado to a more circular and less wasteful economy. I am honored by the support and engagement from our membership over the past six months. I would like to take a moment to acknowledge our achievements, get psyched about what’s coming, and invite you to reach out to me. In 2022, with the help of the Board of Directors, Councils, Committees, and members, we were able to:

  • Pass into law both the Producer Responsibility Program (HB22-1355) and the Waste Reduction and Circular Economy Development Center (HB22-1159)

  • Host the Annual Summit for Recycling conference as the first in-person event since the pandemic began

  • Convene the first Rocky Mountain Composting Symposium as part of the 2022 Summit

  • Complete our campaign to Increase Recycling Behavior through Social Marketing in Thornton Colorado in partnership with Coca-Cola

  • Present and explain the legislation passed in 2022 to numerous local, state and national organizations 

  • Co-host a webinar with Colorado Municipal League and created a toolkit with Eco-Cycle to assist communities as they implement The Plastic Pollution Reduction Act (HB21-1162)

  • Connect members with resources and other members to help establish or support waste reduction efforts, programs, and legislation

  • Establish a round table to address organic contamination issues on the front range

I have also had the pleasure of meeting with members and touring facilities across Colorado. However, I have only just begun this journey and I am eager to meet more of you. In an effort to facilitate more direct communication with our members, I invite you to reach out to me via phone, email, or text, so we can find a time to meet or chat. I am also establishing Membership Mondays on the last Monday of each month. I am reserving 11am-1pm for meetings with members. You can schedule a zoom or phone meeting with me HERE.


I am impressed by the talent and dedication all of our members demonstrate, and I am excited about the new programs, educational efforts, sharing opportunities, policies, and innovations I know we will see in 2023. Please continue to let us know what we can do to support you and amplify your efforts.

Every third Thursday from 11:30am-1:00pm, Recycle Colorado will host member spotlight presentations, as well as celebrating achievements and making time to brainstorm solutions. Recycle Colorado members at the Community Partner and Individual level have been invoiced for the 2023 membership year. If you did not receive an invoice, please contact us.

All other Recycle Colorado Members will be contacted by a Recycle Colorado board member as part of the renewal process. If you would like to receive an invoice immediately, please contact us

Remember, all Recycle Colorado membership expire on December 31st and you will have until February 28th the renew your membership before it lapses. Contact us with any questions you may have related to your membership. 

Get ready for change to come in Colorado!

Starting January 1, 2023, paper and plastic checkout bags distributed at large Colorado retailers will be charged a fee of at least $0.10 per bag. If local ordinances call for higher fees or taxes for checkout bags, the fees will be consistent with the higher amount.

In order to help businesses and your community prepare for the new bag fee and understand the benefits for people, businesses, and the planet, Eco-Cycle has created a Plastic Pollution Reduction Act (PPRA) toolkit! This is available for everyone to use. The toolkit includes important information about the bag fee, an implementation timeline, and resources to help get municipalities, businesses, and the public ready for this change.
