Landscape study of small journal publishers for the Knowledge Exchange Task & Finish Group for « Small Publishers and the Transition to Open Access »

15/12/2022

« The scholarly publishing landscape tends to be dominated by large corporate publishers that publish the majority of academic research. However, smaller publishers play a key role in scholarly communication. They offer vital channels of communication for specific disciplines. Additionally, they provide academics who have a particular regional, cultural, linguistic or thematic interest with important information.
Knowledge Exchange (KE) and the German Centre for Higher Education Research and Science Studies (DZHW) have published an initial Landscape study of small journal publishers. This study includes a practical examination of small publishers which helps the research community to identify the challenges they may face in successfully transitioning to open access. (…) »

Machine learning, metrics and merit: the future of research assessment

15/12/2022

« The use of quantitative indicators and metrics in research assessment continues to generate a mix of enthusiasm, hostility and critique. To these we can now add growing interest in uses of machine learning and artificial intelligence (AI) to automate assessment processes, and reduce the bureaucracy of conventional methods of peer and panel-based review.
Novel methods also bring potential pitfalls, uncertainties and dilemmas, and may operate in some tension with moves towards responsible research assessment, as reflected in the Declaration on Research Assessment (DORA) and the new Coalition for Advancing Research Assessment (CoARA). (…) »

Opening doors to global equity in open access

13/12/2022

Recommendations to foster global equity in open access publishing from the first in a series of online workshops.

Universal Open Access is the first of Eight fundamental principles for scientific publishing, developed under ISC’s project on Scientific Publishing and adopted by ISC Members by a resolution of the October 2021 General Assembly. Today, nearly half of all new research articles are openly accessible in some format, but fee-based open access – where authors pay for publication – is increasing, raising concerns around affordability and equity in the context of very diverse levels of funding within the global science system.
In order to support open access to scientific information, with no barriers for authors or readers, there is a need to better understand the challenges in different settings, and for coordination among actors that contribute financially to scholarly publishing.
On 21 and 22 November the International Science Council (ISC), OA2020, the Association of African Universities (AAU), cOAlition S, Electronic Information for Libraries (EIFL), UNESCO and Science Europe co-organized the first in a series of three workshops on ‘Global Equity in Open Access Publishing’. The first workshop, which took place online, focussed on Africa and Europe and was open to different stakeholders who fund or produce research, such as researchers, university administrators, science councils and grant funders, and ministries of research and education.

Evaluation reports steer away from ‘automated’ UK research assessment

12/12/2022

« The findings of 3 reports initiated as part of the Future Research Assessment Programme (FRAP) have been published today (12 December 2022).
Together the reports caution against moving to a fully metricised system for the next UK research assessment exercise.
The reports do suggest ways in which metrics, artificial intelligence (AI) or machine learning might be used to support or inform low-risk areas of the exercise, from allocating outputs to enabling post-assessment analysis.
The UK’s 4 higher education funding bodies, which jointly oversee the FRAP, commissioned the reports as part of their broader evidence gathering process. This included sector-wide consultation to inform decisions on the future of research assessment in the UK.

Responsible use of technology in research assessment
In early 2022, the UK’s 4 higher education funding bodies commissioned the Statistical Cybermetrics and Research Evaluation Group at the University of Wolverhampton.
They were asked to investigate possible approaches to using technologies such as AI and machine learning to support or streamline research assessment in future exercises.
Overall, the study finds that such technologies could only be employed in future exercises in relatively low-risk areas of the assessment, such as allocation of research outputs to reviewers ahead of assessment, or for analytical purposes. (…)
REF outputs analysis: maximising the use of REF data
This report investigates how insights generated by the REF (or by future research assessment exercises) can be maximised to better understand the health of UK research. (…)

An iterative and interdisciplinary categorisation process towards FAIRer digital resources for sensitive life-sciences data

12/12/2022

« For life science infrastructures, sensitive data generate an additional layer of complexity. Cross-domain categorisation and discovery of digital resources related to sensitive data presents major interoperability challenges. To support this FAIRification process, a toolbox demonstrator aiming at support for discovery of digital objects related to sensitive data (e.g., regulations, guidelines, best practice, tools) has been developed. The toolbox is based upon a categorisation system developed and harmonised across a cluster of 6 life science research infrastructures. Three different versions were built, tested by subsequent pilot studies, finally leading to a system with 7 main categories (sensitive data type, resource type, research field, data type, stage in data sharing life cycle, geographical scope, specific topics). 109 resources attached with the tags in pilot study 3 were used as the initial content for the toolbox demonstrator, a software tool allowing searching of digital objects linked to sensitive data with filtering based upon the categorisation system. Important next steps are a broad evaluation of the usability and user-friendliness of the toolbox, extension to more resources, broader adoption by different life-science communities, and a long-term vision for maintenance and sustainability.
