Marmion Marine Park review and proposed expansion

Meeting five communique
7 December 2022, AQWA - Hillarys Boat Harbour

The Community Reference Committee (CRC) for the review and proposed expansion of Marmion Marine Park (MMP) held its fifth meeting on 7 December 2022 at AQWA, Hillarys Boat Harbour. 

The meeting was attended by representatives from the Whadjuk Noongar Cultural Advice Committee (CAC), the City of Joondalup, Water Corporation, staff from the Department of Transport, Department of Biodiversity, Conservation and Attractions (DBCA) and the Department of Primary Industries and Regional Development (DPIRD), as well as Sector Advisory Group (SAG) Chairs.  

The meeting commenced with a Welcome to Country by Noongar Traditional Owner Stan Headland. 

The aim of the meeting was for CRC, SAGs and Noongar CAC representatives to consider and provide advice on the potential zoning options, as well as the work-in-progress indicative joint management plan. The potential zoning options were identified based on advice received at CRC meeting 4 on candidate areas for possible inclusion in high protection zones. Ecological, cultural and socio-economic spatial datasets, as well as scientific design principles for effective sanctuary zone design, were also taken into account when formulating the potential zoning options. 

The potential zoning options, together with an evidence-based rationale, were shared with all attendees for consideration prior to the meeting.  

The CRC: 

  • noted the CRC meeting 5 overview; 
  • noted the Whadjuk Aboriginal Corporation CAC update;  
  • noted the work-in-progress indicative joint management plan; and 
  • provided advice and suggested amendments to the potential zoning options, considering SAG and CAC presentations and comments.  


At the next meeting, the CRC will consider and provide final advice on the indicative joint management plan inclusive of a draft proposed zoning scheme. The draft proposed zoning scheme will be based on advice and inputs provided throughout the planning process to date and seek to provide a balance between conserving cultural and ecological values for future generations, while providing for ongoing sustainable uses in appropriate zones. 

The next CRC meeting is scheduled for 8 February 2022. Following the next meeting, the indicative joint management plan inclusive of a proposed zoning scheme will progress through the necessary statutory approvals and be advertised for a three-month public comment period.
