Сommissioned by the New Europe Center INFO SAPIENS LLC conducted the study, in which the opinions of Ukrainians regarding Ukraine’s movement to the EU during the war were analyzed. In particular, we asked Ukrainians:

  1. Why was Ukraine granted EU candidate status?
  2. Do you think Ukraine can start EU accession negotiations before the war ends?
  3. Is it right that the EU has set requirements for Ukraine to implement reforms needed for opening accession negotiations?
  4. When will Ukraine become a member of the EU?
  5. What do you feel when EU representatives point out corruption in Ukraine?
  6. How is it better to approximate Ukraine’s law to the EU acquis communautaire?
  7. Do you think it is possible to start peace negotiations with Russia by offering Ukraine’s refusal to join NATO in exchange for the withdrawal of Russian troops from the occupied territories of Ukraine?
  8. Who of foreign leaders inspires the greatest trust?
  9. Who from the listed international organizations/associations do you trust more?

Some key findings of the survey
  • Ukrainians realize that reforms and implementation of the best European standards are the central element of the country’s integration into the EU: almost 40% of citizens believe that Ukraine was granted the EU candidate status, in particular, due to the progress in this sphere.
  • 73% of Ukrainians believe it is right that the EU has set requirements for Ukraine to implement reforms needed for opening accession negotiations. 60% of Ukrainians also support the pressure from the EU on Ukraine to tackle corruption.
  • 55% of Ukrainians believe that Ukraine will become an EU  member in the next 1-5 years, 62% believe it will open EU accession talks before the war ends.
  • Among international leaders, Ukrainians trust the President of Poland Andrzej Duda (87%), US President Joseph Biden (79%) and European Commission President Ursula von der Leyen (73%) the most, and the leader of Russia Vladimir Putin (97%), the self-proclaimed president of Belarus Alexander Lukashenko (94%) and the leader of China Xi Jinping (73%) the least.
  • Among international organizations, respondents trust the EU (84%), NATO (76%)  and G7 (71%) the most.

  • Almost 70% of citizens believe that it is impossible to start peace talks with Russia by offering Ukraine’s refusal to join NATO in exchange for the withdrawal of Russian troops from the occupied territories of Ukraine.
The survey was conducted by CATI method (computer-assisted telephone interviews) based on a random sample of mobile phone numbers. The sample is representative for the adult population of Ukraine (aged 18 and older). The survey was not conducted in the Autonomous Republic of Crimea, the city of Sevastopol, as well as in other territories of Ukraine temporarily occupied by Russia, where Ukrainian providers do not provide mobile phone services. The maximum theoretical error does not exceed 3.1%. The survey was conducted from December 16 to 25, 2022.
