Volume 2, Issue 2 

The food trucks and concerts continue behind the Village Park gymnasium and have moved to select Saturday nights and Sunday afternoons.

The Lakeside Market will be held on Friday nights from 5:00 pm to 9:00 pm on the Lake Wellington waterfront through February 24th.

The Food Truck series will continue to be held every Thursday evening on the Promenade from 5:00 pm to 9:00 pm with live entertainment. This event will continue every Thursday until Phase II of the Town Center is complete.

The WSC Adidas Shootout will be held Friday, January 13th through Monday, January 16th at Village Park and Greenview Shores Park with approximately 280 teams. The times will be Friday from 6:00 pm to 10:00 pm, Saturday and Sunday from 8:00 am to 10:00 pm, and Monday from 8:00 am to 5:00 pm.

Wellington will once again celebrate the Chinese New Year on Friday, January 27th from 5pm to 9pm in combination with the Lakeside Market.  The Chinese Lion Dance will be performed from 7pm to 7:15pm on the back patio of the Community Center and will feature dancers in traditional "lion" attire as well as martial arts demonstrations.

Village Park, as well as all other parks and the gymnasium, will be open from 8am to 5pm on Monday, January 16th (Martin Luther King Day) with the exception of Greenview Shores Park which will be open from 8am to 9pm.

The Robby Love Softball Tournament will be held at Village Park on Saturday and Sunday, January 28th and 29th on fields 21-24.

Baseball Opening Day will take place on Saturday, February 11th at Olympia Park beginning at 8:30am.

The Aquatics Complex will be closed to the public on Saturday, February 11th during the Brewfest event.

Swim lesson registrations will begin on Tuesday, February 14th.

Planning/Programs/Events:

Wellington Elementary Tutoring Program: This program took place on Tuesday, January 10th through Thursday, January 12th.  We provided assistance via transportation for 26 students from Wellington Elementary to the Boys and Girls Club. Students will participate in one of two tutoring groups; 3:30 – 4:30pm or 4:30 – 5:30pm. The certified teachers and staff will assist the students with their math and reading needs.
 
Boys and Girls Club Tutoring: This program resumed this week on Monday, January 9th through Thursday, January 12th.  Staff selected 10 students per group and two total groups per day.  Eighty (80) students were provided with homework assistance/tutoring this week.  
 
Senior Disco Event:  Staff assisted with this event held at the Community Center on Tuesday, January 10th. 

All-American City Project: This week, our staff has continued the development of Wellington’s application towards this national award. The All-American City award recognizes communities that are working to improve the overall health and well-being of youth through active community-driven events/programs. Staff will continue to work on this project until February.
 
Super Fridays: On Friday, January 13th, staff will continue with this community outreach program at Folkestone Neighborhood Park.  
 
Watch D.O.G.S. - Virtual Meeting:  On Friday, January 13th, staff will attend a virtual meeting to hear updates on the New Horizon's Community Watch D.O.G.S. 

Casino Night:  On Saturday, January 14th, staff will assist with the Casino Night event at the Community Center.

Crossover Program: On Saturday, January 14th, this program will be held at the Wellington Boys & Girls Club.  The program encourages an active lifestyle for teens and adults to come play basketball on Saturdays.  We expect to have 20 players participating.

Wellington Rotary Family Autofest:The Wellington Rotary Club will continue to host the “Wellington Family AutoFest” at Village Park on Sunday, January 22nd from 9:30am-12:30pm. This event is designed for families and car enthusiasts.  All types of vehicles will be on display including cars, trucks, motorcycles, recreational vehicles and golf carts.    Family and group outings are encouraged, and food and beverages will be available. This free event will include all the park amenities, including the nature preserve, trails and more.

Show vehicles are $20 per vehicle for the judged competition and $10 per vehicle for general show vehicles. For non-show vehicles, the premium parking area for family and group outings costs $10 per vehicle. All profits go to charity, including backpacks and school supplies for more than 600 children. Double spaces are available for early birds with paid admission.  Free parking is available for spectators. Sponsorships are also available, as is vendor and exhibition space.

Father Daughter Dance:  The Annual Father Daughter Dance will return on Saturday, January 28th from 6pm to 9pm at Village Park (doors open at 5:30pm).  This dance, for children ages 5 to 14, will feature dinner, the crowd-favorite chocolate fountain, a photo booth and a DJ leading games and dancing.  This year's theme is the Princess and the Frog and will have a special appearance from Princess Tiana and Elsa during the dinner and dessert portion of the event.  A total of 300 tickets were sold for this now sold out event.

Black History Month Leadership Forum:  The Village of Wellington is proud to host the first annual “Black History Month Leadership Forum” on Wednesday, February 1st, from 6:30pm-8:30pm in the Wellington Community Center Grande Ballroom. This event will feature prominent black leaders, both in the Wellington and Palm Beach County communities.  This forum’s intent is to encourage the community leaders to discuss how they achieved greatness in each of their particular area of expertise ranging from: local medical experts, athletes, business owners, lawyers and more. Questions from the attendees and networking are encouraged. Light refreshments will be served.  Marcia Andrews and Marcia Hayden were instrumental in securing the speakers for this important event. 

Wellington Garden Club Shredding Event:  The Wellington Garden Club will host a shredding event on Saturday, February 4th in front of Village Hall from 10:00am to 12:00pm.  This event will ask for a donation of $5.00 to shred a box of papers or $10.00 to shred of box of legal size papers.  All proceeds will go to support the Garden Club’s charitable contributions for high school, college, and camp scholarships for environmental studies.  The Garden Club also supports Habitat for Humanity, community beautification projects, and Junior Garden Club programs.  The Garden Club is a 501©3 organization.

CPBCC Re-Branding and Equestrian Season Launch Party:  The Central Palm Beach Chamber of Commerce, the Hispanic Chamber of Commerce, and the Village of Wellington will host the Annual Equestrian Season Launch Party on Saturday, February 4th from 6:00pm-10:00pm at Wellington International.  In combination with the Great Charity Challenge, this reception will welcome community leaders to dine and view the Charity Challenge and celebrate the launch of the Equestrian Season in Wellington.  This event will also include the unveiling of the Chamber’s re-branding of their logo and combined mission of both the Hispanic Chamber of Commerce and the Central Palm Beach Chamber as a foundation for the community business owner’s and their needs.

Garlic Fest (Rental):  On Saturday and Sunday, February 4th and 5th, Festival Management Group (FMG) will host the 24th Annual Garlic Fest at Village Park.  This event will run from 10am to 9pm on Saturday and from 10am to 6pm on Sunday. Admission is $15 and there will be $20 all-day unlimited amusement ride wristbands (advance purchase price) or $35 at the gate.  Garlic Fest will feature gourmet alley, amusement rides, full liquor bars, and over 150 artists and crafters.  Due to the abundance of parking at Village Park, FMG will not have off-site bussing for this event.  Shuttles will run within the park to escort attendees from their vehicles to the event entrance, located near the football fields.
 
Highwaymen Art Exhibit:  On Saturday and Sunday, February 4th and 5th, the Highwaymen Art Exhibit will return to the Wellington Community Center.  The exhibit will be open from 10am to 5pm each day. The Highwaymen are a group of 26 African American landscape artists (mostly self-taught) in Florida who challenged racial and cultural barriers.   Daily lectures from the art historian and presenter Roger Lightle will be given at 2:00pm on both days. The public will also have the chance to meet local Highwaymen artist, Roy McLendon.
 
Wellington Classic Brewfest:  The Wellington Classic Brewfest will return on Saturday, February 11th from 2:00pm to 6:00pm (for VIP) and 3:00pm to 6:00pm for general admission.   This 21 and over event will feature over 40 tastings from local breweries and distributors throughout Florida.   The VIP lounge, in the Lakeview Room and side patio in the Community Center, will feature light refreshments and premium craft beer tastings.  There will be food trucks, games, a DJ entertaining the crowd, and local non-beer vendors with merchandise for sale.  The event will again feature tastings along the boardwalk and greenspace adjacent to the Community Center.  All attendees will receive a pretzel necklace and keepsake commemorative pint glass.  Free shuttles are available from the Mall at Wellington Green.  Sponsors include The Mall at Wellington Green and Wellington International.  Tickets are on sale and can be purchased through Eventbrite. VIP tickets are $90.00, general admission $60.00, and designated drivers are $15.00 and feature unlimited soda/water and a commemorative pint glass upon exit from the event.  Prices will increase on the day of the event.

American Legion Blood Drive:   The American Legion of Wellington will host a blood drive in front of the Wellington Community Center on Saturday, February 18th from 11:00am-4:00pm. 

Equestrian Aid Foundation 5k:  A 5k run walk to benefit the Equestrian Aid Foundation’s “Strides for Hope” will take place on Monday, February 20th at 8:00am at Village Park.  This is a co-sponsored event.  The Equestrian Aid Foundation provides emergency financial grants to members of the equestrian community throughout the United States who are struggling to overcome catastrophic illness, injury, or other unforeseen crises.   Since 1996, the Equestrian Aid Foundation has provided over $3.2 million in grant support to the equestrian communities throughout the United States.  Interested participants can sign up at:

PBSO Day for Autism:  PBSO’s “A Day for Autism” will return on February 26th from 10am-1pm at Village Park.  This event is made possible through a collaboration with the Village of Wellington, PBSO and the FAU Center for Autism & Related Disabilities.  The event will feature local vendors (who provide services to the autistic community) as well as touch-a-truck, a petting zoo, a train ride, and more.  PBSO’s mission for the event is to encourage families with autistic children to interact and not be fearful of local law enforcement.  Interaction opportunities include: K9 and mounted patrols, ATV/motor vehicles, the 911 bus, and fire rescue.  Free lunch will be provided by Bolay.  Interested participants can register through Eventbrite.
 
Buck Off Challenge:  The Village of Wellington and the Southeast Florida Honor Flight will be hosting the “Buck Off Challenge” event on the back patio of the Wellington Community Center on Sunday, February 26th from 5:00pm- 9:00pm.  This 4-person team competition will raise funds and awareness for the Southeast Florida Honor Flight, a non-profit organization, whose mission is to fly local veterans of the World War II, Korean and Vietnam wars to Washington, D.C. to visit the memorials honoring their service and sacrifices. Mechanical bull riding practice will begin at 5:00pm, with the official competition beginning at 6:00pm.  Costumes are encouraged, but not mandatory. 
Operation Bumper Car:  The South Florida Fair began on 1/12/2023 and will run through 1/29/23.  During this time there are substantial increase in transient individuals from a variety of area’s throughout Palm Beach County and South Florida.   In collaboration with the South Florida Task Force, PBSO agents will utilize and monitor LPR systems through the regions surrounding the fairgrounds to support incidents that occur regarding stolen vehicle, burglary suspect, or other types of illicit criminal activity.  In addition, proactive patrols will be conducted in crime prone areas. District 8, 1,3,9,15, and 16 are participating in this operation.  Last week the Operation resulted in:
  • Five (5) Arrests
  • One (1) Gang FIR
  • Twenty-nine (29) Traffic Stops, and
  • One (1) Stolen Vehicle Recovered
Operation Bent Metal:  Operation Bent Metal III began November 15, 2022 and will run through April 15, 2023.  Dayshift team members have been conducting traffic stops on main roads and in neighborhoods.  They are conducting traffic stops in areas where drivers violate the posted speed limits.  Updates will be provided.
 
DUI Enforcement:  Evening shift team members are conducting DUI enforcement.  The DUI enforcement operation was funded by a $50,000 FDOT grant.  FDOT has released the FY2024 Highway Safety Matrix – Ranking Cities which determine eligibility for FDOT Traffic Grants.  Only cities in the top 35% of comparable cities from serious injuries/fatalities are eligible to apply for funding and Wellington is outside of that window for the Impaired Driving Grant (48/104 cities).     While we no longer qualify for the Impaired Driving Grant, this is a good indicator that we are making a difference in our crash reduction efforts.
 
Speed Tracker:  Based on resident speeding complaint, speed tracker deployed at Carlos Gracida Way (between Palm Beach Point and the S curve just south of South Shore Blvd.).  Data will be provided when available.

Community Policing Unit:
  • Door-to-Door Campaign in 12th Fairway/White Pine:  Team members are working on a variety of initiatives including a door-to-door campaign in the CP sites.  Based on an increase for calls for service in the 12th Fairway/White Pine Neighborhood and residents reaching out to former CP deputies, current CP deputies went door-to-door and re-introduced themselves to the community.  Deputies provided their contact information, including am CP general email that goes to all CP deputies, and updated case files on residents who maybe in need of service.  These door-to-door events will occur every 12 weeks, or as needed, within the CP sites.  Deputies also provided information about Wellington programs, grants, and services.
  • Events:  The team members participated: in multiple Village events including the weekend Soccer Club Tournament & Soccer Shootout.  K9 Charlie responded to Palm Beach Central to assist counselors due to resent shooting involving two students off campus. 
  • No Trespassing” Signage Project:  The team is working with all village-wide stakeholders including the Village of Wellington and its properties to bring into compliance the “No Trespassing‘’ signage per new updated guidance from PBSO and the State Attorney’s Office.  More information will be provided.
  • Trespass Warnings Issued:
    • 1470 Greenview Shores Boulevard (McDonalds) regarding a teen's behavior
    • 1250 Greenview Shores Boulevard (Walgreen's) regarding a teen shoplifting
  • CP Assisting Residents in Need:  CP Team members did great work assisting families in need.  Highlights are below:
    • Assisted a resident in need in our CP site, working with St. Peter's Church and Temple Beth Torah to sponsor a cleanup.  Case #23-024604.
    • Boxes of food were provided to the Bautista Family (Crassula Court)
    • Deputies also took CP residents out to breakfast to check on their wellbeing and took them grocery shopping before they returned home for needed items.
    • Assisted a homeless man with a bus pass and food to location for possible employment.
  • Business Burglary:  One (1) Incident Reported Last Week.
    • 1/13/23, 4:00pm - Ward Real Estate - Victim heard a male suspect going through office drawers.  Suspect punched victim and fled the business.  Investigation is ongoing.
  • Detective Bureau:  Investigating multiple cases (see below).
    • 1040 S. SR7 (Identity Theft) - Victim reported that they had received two billing statements from creditors to which they did not apply.  Victim submitted statements from Best Buy and Ulta showing purchases made with the associated cards on 11/28/22.  Video footage shows a suspect purchasing Apple Air Pods and a MacBook Pro with the fraudulent card.  Investigation is ongoing.
    • Siena Circle (Fraud) - Team members followed up on a construction fraud case.  Business owners and the victim were interviewed.  It was determined that the business owner's intent was to complete the work.  The business owner called the victim and is going to complete the job within the next few weeks.  Case unfounded.
  • Golf Carts:  Two (2) Incidents Reported Last Week.
    • 1/9/23, 7:07pm - Village Walk - Complaint of juveniles on golf cart inside a garage pointed an Orbie gun at the complainant.  Contact was made with the father of the juveniles.
    • 1/15/23, 12:44pm - 14440 Pierson Road (Equestrian Sport Production) - Vehicle vs a golf cart.  No injuries were reported.
  • Residential Burglary:  Two (2) Incidents Reported Last Week.
    • 1/9/23, Ishnala Circle - Unknown suspect(s) entered open garage and stole two (2) BMX bicycles.  Bikes were later located at Wellington Elementary School.  Victim did not wish to prosecute.  
    • 1/9/23, Wellington Parc - Unknown suspect(s) entered the garage that the victim accidentally left open overnight and stole a pressure cleaner from inside.  Suspect(s) also stole $70 in cash from a wallet that was in the victim's vehicle that was parked in the garage.
  • Street Team:  Worked several cases last week.  Highlights are below:
    • Warrants issued for several cases including the stolen vehicle from The Island residential community, suspect in a traffic stop that fled from agents at a high rate of speed, and a narcotics case in which the suspect fled.
    • Agents assisted in Operation Bumper Car.
  • Vandalism:  Two (2) Incidents Reported Last Week.
    • 1/9/23, Olympia Master Association - Suspect seen on camera and by witnesses punching and removing the mailbox from its post at the clubhouse.  Cases cleared by arrest.
    • 1/15/23, 2:52am - Folkstone Circle - Unknown suspect(s) threw a rock through the victim's front window and shattered the glass causing $300 in damage.  No witnesses or CCTV footage available.
  • Vehicle Homicide:  One (1) Incident Reported Last Week.
    • 1/14/23, 8:47am - Forest Hill Boulevard/Block Island - Driver had a possible medical episode while driving and struck the median.  Victim was transported to Palms West and pronounced deceased.
  • Victim Burglary:  One (1) Incident Reported Last Week.
    • 1/13/23, 4:53pm - Wellington Green Mall - Suspect wearing a black jacket and jeans stole the keys from the victim's lunchbox at victim's place of work.  Suspect entered the victim's vehicle and stole a bag.  Case is under investigation.  
 
Public Safety Committee:  The Village's Public Safety Committee Annual Art & Essay Contest began.  Participants in grades K thru 12 will have an opportunity to submit a poster or essay on a safety related topic.  Deadline to submit is February 17, 2023.   Check out the link below for contest guidelines.

Public Safety Committee – The Village of Wellington’s Public Safety Committee annual Art & Essay Contest began.  Participants in grades K-12 will have an opportunity to submit a poster or essay on a safety related topic. American Public Works Association Accreditation update– Risk Management, Emergency Management, and Safety sections for the APWA Public Works accreditation have been completed. 
 
Community Resource Spotlight:
CROS Ministries Mobile Food Pantry operated in the Wellington Community Center parking lot each Friday from 9:30am to 11:30am serving residents in need.  Wellington residents served is over 60% monthly.   Please see below on an update of households and individuals served:
Planning & Zoning
Polo West:  An application for an Equestrian Permit to hold RODA Polo tournaments at the Polo West Golf Course is expected early next week.  RODA Polo is a variant of polo with the horse being replaced by an electric vehicle (E-wheels) with all the same elements of the traditional polo game.  The tournaments will take place from January through April for a total of 30 event days. The tournaments would consist of six (6) teams of four (4) players each and would last four (4) days each. The site will also be used for practices up to two (2) days a week. The sport is inclusive and allows for handicapped and disabled youth and adults to participate by integrating an electric motor-wheel to any wheelchair.
Palm Beach Point Community Meeting: The Palm Beach Point residents are meeting with the developer of the proposed development west of Flying Cow Road that includes the existing runway. An application has not yet been submitted to Wellington. The meeting will be held at the Wellington Community Center in the Grand Ballroom on January 24th at 6pm.
 
Lagoon/Estates at Equestrian Village: The Equestrian Preserve Committee meeting date for the proposals has not been scheduled again as the applicant continues to work on potential modifications to the proposals. The next opportunity to be on the EPC agenda is March 1st; however, the applicant must resubmit materials by February 1st and any changes must be minor relative to the supporting documentation and department reviews required.
 
“Lock-up Self Storage” at Iorizzo (west of Cheddar’s): BRB Development LLC is proposing a 107,298 SF self-storage building with 200 storage bays/units proposed west of the Cheddar’s restaurant. The proposal requires the following:  
  • A Zoning Text Amendment to amend Wellington’s LDR to allow self-storage use within the MUPD zoning designation, with supplemental regulations for specialty self-storage facilities.
  • A Comprehensive Plan Amendment to amend the land use conditions of approval to allow a proposed self-storage use.
  • A Master Plan Amendment to amend the approved master plan to allow a proposed self-storage use.
  • A Site Plan Amendment to amend the approved site plan to allow development of a proposed self-storage building.
  • A Conditional Use to allow a self-storage use. 
All of these requests, with the exception of the site plan amendment, are scheduled for the January 18, 2023, Planning, Zoning, and Adjustment Board hearing.
 
Code Compliance
Margate Place Complaint:  Code Compliance received a homeowner complaint concerning parking in the swales and around the park in Margate Place.  Wellington Code Section 22-9. B.1 does not allow parking in the swales/landscape areas.  It appears that the residents in Margate Place are driving their vehicles to Margate Park and just park in the swale.  There are no parking spots for the park, so the intent is for residents to walk to their neighborhood park to enjoy the park.    A total of six code cases were opened following the resident compliant.  Code officers placed parking pamphlets on the vehicles in violation and will continue to monitor the area during the week, two times a day and on weekends.      
 
Strategic Planning
SR-7/441 Corridor Study: On January 9th Treasure Coast Regional Planning Council (TCRPC) presented the economic study to Council. This was Phase 3 of the three-part report. The presentation summarized the previous existing conditions (report #1), the potentials and conceptual master plans (report #2), and draft economic impact analysis (report #3). Next steps will be to finalize the all three reports into a final report, prepare a scope of services to create a regulating plan that will aid in establishing a set of codes to allow for a mixed use development, and to continue coordination with the Wellington Green Mall owners. 
 
Transportation Planning Agency (TPA) Grants:  Public outreach letters are scheduled to be to mailed out within the next several days to inform the abutting property owners of the three (3) proposed projects. 
  • C-8 Canal, south of Stribling Way to Lake Worth Road
  • Big Blue Trace, bridge and roundabouts
  • Wellington Trace, west of Greenview Boulevard
Blueways Master Plan:  Council adopted the Blueways Master Plan Resolution at the Tuesday, January 10th meeting. The next step is to add the master plan to the Wellington Comprehensive Plan and implement the goals and objectives of the Blueways Master Plan.
 
Community Development Block Grant (CDBG) Program 2022: Five (5) CDBG Housing Rehabilitation projects are in various stage of permitting and construction. Loan and construction documents for one additional CDBG Housing Rehabilitation Program loan is being prepared for review by the Village Attorney’s Office. Rehabilitation work includes three complete reroofs, three central AC replacements and accessibility modifications to one owner occupied residence. The Fiscal Year 2021/2022 Consolidated Annual Performance Evaluation Report (CAPER) for the CDBG and CDBG Covid-19 funding previously awarded to Wellington was submitted to HUD’s Miami Field Office prior to the end of year due date. No public comment was received on the FY 2021/2022 CAPER.

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Wharton Smith - WTP R & R Project –Work is delayed due to supply chain issues. Finishing work only is remaining. Cabinets completion and countertop installation scheduled for week of 1/21/2023.
    • Booster Station and HSP Improvements Phase 1— Booster station painting and final touch up continues. KHA performing final inspections on coating work.
    • Train 8 Expansion—Extending conduit for new concentrate control meter and performing tie-in of flush piping to concentrate line.
    • Rambling Road Raw Water Main/Drainage conflict—Shop drawings under review.
    • Florida Design Contractors-- HPP8 and Post Treatment Improvement Project –This project is substantially complete. Punch list items are being worked on onsite. Punch list walk through moved to this week.
    • Hinterland - Lift Station Phase II Rehab-- This project is substantially complete. Meeting to discuss project closeout and hatch deficiencies scheduled for this week.  
    • Well Rehab Phase 4—Contractor working on pump development at Well 9. Contractor is expecting to be complete with development mid-January.   
    • Emergency Power and PLC Improvement Project-- Group 1 PLC control strategies under development; PLC Group 2 underway as well.  
    • WRF Filter dosing building roof—Shop drawings for roofing system are under review.

Construction Projects 

Town Center:
Phase 2 of the project continues.  The contractor is predominantly working on the central parking area and Town Center Drive to the Community Center.  They have been asked to and agreed to prioritize these areas in order to re-open Town Center Drive and provide additional parking on the site.  Scott's Place, the Amphitheater and the Phase II construction area remain closed.  The target dates for substantial and final completion have been moved back to April 24, 2023 and May 23, 2023 respectively.  Latest Aerial:  YouTube Link

Greenview Shores Park Safety Netting:
The contractor was onsite as of December 5th to scope the project and locate the pole locations.  We are currently waiting for the contractor to mobilize.   Due to labor and supply shortages, the contract was not able to start in December.  We have been advised that this project will begin in early 2023.  Once completed, the project will provide safety netting along between the softball fields and tennis courts.  

Acme Culvert 130 Refurbishment: 
This project has been postponed until May 1, 2023 at the request of the Palm Beach Polo POA.  Periodic lane closures are expected during the project and will be coordinated with the POA.   Once started, this project is expected to take approximately 90 days to complete and will repair a failing culvert located at the intersection of Polo Club Drive and the C-7 Canal.

Wellington Trace & Primrose Lane Traffic Calming: 
This project includes the addition of a Mini Round-a-bout at the intersection of Primrose Lane and Wellington Trace.  Construction is anticipated to begin the first week of February.  Periodic lane closures are expected.  

Design Projects

Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):

This project includes the installation of traffic calming features, landscaping, and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive.  Design services have been procured with Kimley Horn to complete the landscaping and irrigation construction documents.  We anticipate the design work to be completed by March 2023 with the Procurement Phase between April 2023 and June 2023 and Construction Phase between July 2023 and October 2023.
Status:  Design phase. 

Olympia Park Tennis/Basketball Refurbishment and Pickleball Addition Project:
This project includes resurfacing of the existing tennis and basketball courts.  The project will also convert a portion of the existing tennis courts into pickle ball courts.  A GMP of $700K was obtained from Burkhardt Construction on January 3rd that incorporates Pickleball.  Procurement phase is expected to continue through February 2023 with Construction Phase in May 2023 to August 2023 (during summer break).   This project is tentatively scheduled for the February 16th Agenda Review and February 21st Council meeting.
Status: Procurement Phase.

Public Works Storage Building: 
This project will facilitate the storage needs for the Public Works Department, with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for the building at the Public Works Facility.  The Engineering Department has completed 90% design plans for this effort to date.  Burkhardt has provided a pre-construction services proposal for preparation of a GMP based on plans produced by in-house staff.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.  The Pre-Construction Services are tentatively scheduled for the February 16th Agenda Review and February 21st Council meeting.
Status:  Design phase. 

Greenbriar Park Restrooms: 
This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  This project will also include permanent sanitary sewer facilities, which the current facility does not have.  The Engineering Department has completed 60% design plans for this effort to date.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.
Status:  Design phase. 

Greenbriar Park Disc Golf Study: 
This project consists of a nine-hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park. 
Status:  Conceptual Design Phase/On Hold. 

PBSO Existing Building Assessment: 
This project consists of the inspection of the current PBSO substation at 14000 Greenbriar Boulevard.  The engineering department is preparing a building hardening recommendation and report for this building.  The final report was submitted to the executive branch on December 21, 2022 and is being reviewed.    
Status:  Final Report In Review.   

ACME Stormwater Modeling: 
Staff is working in coordination with Mock Roos to develop an updated stormwater model, utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.  The draft report was received on January 3rd and is in final review.  
Status:  Final Report in Review.

ACME Big Blue Preserve Pump Station: 
This project consists of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of the ACME right of way.  The project cost is approximately $145,000 and is scheduled to appear before Council in February 2023 for approval.    Construction phase anticipated in February-April 2023.  This project is tentatively scheduled for the February 16th Agenda Review and the February 21st Council meeting.
Status:  Procurement Phase

C-2 Multi-Purpose Pathway: 
This project consist of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Boulevard and Bent Creek Road.  Engineering has received the survey for this project and will commence the design in FY2023.   Public Outreach/Design Phase through September 2026; Procurement/Construction Phase in FY 2027.
Status:  Design phase. 

C-8 Multi-Purpose Pathway (North of Stribling): 
This project consists of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Boulevard.  Engineering has received the survey for this project  and will commence the design in FY2023.  Public Outreach/Design Phase through September 2024; Procurement/Construction Phase in FY 2025.
Status:  Design phase.

This project includes the addition of traffic calming features and bicycle lanes along Greenview Shores Boulevard between Binks Forest Drive and Wellington Trace.  Design has commenced in-house.  Public Outreach/Design Phase through September 2024; Procurement/Construction Phase in FY 2025.

Greenbriar Boulevard Bike Lanes:
This project includes the addition of traffic calming features and bicycle lanes along Greenbriar Blvd. between Aero Club Drive and Greenview Shores Boulevard.  Design has commenced in-house.  Public Outreach/Design Phase through September 2024; Procurement/Construction Phase in FY 2025.
Status:  Design phase. 

Wellington Trace/Big Blue Trace: 
This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.  Engineering is currently working with PBC Traffic to obtain quotes for the placement of permissive only signals at the intersection.  Engineering has also prepared a design for the expansion of the existing westbound left turn lane to accommodate the additional queuing that is projected due to the permissive only turn lanes.  Design/Coordination Phase through May 2023; Procurement/Construction Phase June 2023-July 2023.
Status:  Design phase. 

Appaloosa Bridle Trail: 
This project consists of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Boulevard within the Saddle Trail South Subdivision.  Engineering is currently working with Purchasing to utilize Wynn & Sons annual contract for construction of this project.  Procurement Phase through April 2023; Construction Phase May 2023-July 2023.     
Status:  Procurement Phase. 

Welcome Sign / Southern Blvd.: 
This project consists of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Boulevard intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.   Engineering is currently working through permitting the sign with FDOT.  Permit Phase through April 2023; Construction Phase May 2023 (pending Village Manager approval).

Section 24 Boardwalk Refurbishment: 
Engineering is completing design plans for the refurbishment of the boardwalks within Section 24.  These plans will be utilized to bid the project in accordance with the federal grant requirements.  Staff time has been allocated to complete this task in January 2023.  Design/Permit Phase through April 2023; Construction Phase May 2023-July 2023.

Aero Club Drive Bike Lane Striping:
This project includes adding permanent high visibility striping and signage to the shoulders along Aero Club Drive to convert the recently construction 4 ft road shoulders to official bicycle lanes.  Engineering has obtained a quote from Angco Striping and are utilizing an Orange County Contract to piggyback and procure the work.  The project cost is $44k.  Procurement Phase through January 2023; Construction Phase February 2023-March 2023.

ACME R&R C-9 Corridor (FPL Easement) Retention Expansion: 
This project consists of excavating and creating large retention areas beneath the FPL powerline easements along the C-9 canal corridor.  The intent of the project is to create additional surficial stormwater storage and reduce the overall flood stage within the ACME Improvement District.   Surveying services were procured in November and are ongoing.  Design service proposals were requested from Engenuity Group in early December.  Design/Permit Phase through July 2023; Construction Phase August 2023-October 2023.  This project is tentatively scheduled for the February 16th Agenda Review and the February 21st Council meeting.

Traffic Studies/Issues:

Traffic Calming/Vision Zero: 
Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.  The Village has applied for a "Safe Streets for All" (SS4A) grant for funding to prepare a Village-wide traffic calming study.  Once this study has been completed we will begin to apply for grant funds for specific traffic calming projects.

Wellington Trace / Birkdale School Zone Study:  
A school zone study was conducted at the intersection of Wellington Trace and Birkdale.  It was determined that a school zone is warranted.  This will be added to the FY2024 project list.

  • Continue to service residents with scheduled mosquito spraying and bee removal requests.
  • Pressure cleaned various areas at Greenbriar Park (Dog Park).
  • Replaced two (2) damaged concrete slabs at Greenbriar Park (Dog Park).
  • Began preparations for installing metal umbrellas for tables at the Wellington Community Center.
  • Installed new gate along Greenview Shores Boulevard.
  • Installed sod along the Brown Trail.
 Landscape Maintenance & Nuisance Abatement
  • Picked up palm debris, Village wide.
  • Completed trimming Washingtonia Palm trees along Aero Club Drive and Greenbriar Boulevard.
  • Removed vegetative debris from the water retention area in preparation for sod installation at Village Hall.
  • Began installing mulch in medians along major thoroughfares, Village wide.
  • Installed eighty (80) Pond Cypress trees in the Open Space Reserve (OSR) along The 12th Fairway.
  • Continue preventative irrigation maintenance, Village wide.
  • Completed irrigation repairs along South Shore Boulevard and Westhampton Circle.
Building Maintenance
  • Replaced various lighting fixtures at PBSO Substation.
  • Completed various building maintenance repairs at Olympia Park, PBSO Substation, Tiger Shark Cove, Village Hall, Village Park, and Wellington Community Center.
  • Installed desk with partitions at the Tennis Center.
  • Removed damaged benches in preparation for replacements in the locker rooms at the Aquatics Center.
  • Removed rust stains from the entry wall along Silverbell Lane.
  • Pressure cleaned various areas at the Forest Hill Boat Ramp, Town Center Promenade, and Village Park.
 Roads & Roadside Refuse
  • Removed/replaced damaged sidewalk sections along Forest Hill Boulevard and South Shore Boulevard.
  • Completed asphalt repairs along Big Blue Trace, Little Ranches Trail, and Wiltshire Village Drive.
  • The sign shop continues creating signs for replacing damaged signs and various department requests, as needed.
 Surface Water Management & Preserve Maintenance
  • Clean debris from various canal ends and pump stations, Village wide.
  • Marcinkoski continues swale reconstruction along Westhampton Circle.
 Aquatics and Sport Facilities
  • Continue with daily maintenance of pool pumps at the Aquatics Center.
  • Continue with daily inspections at the Aquatics Center and Tennis Center.
  • Continue with daily athletic field mowing and maintenance on all fields, Village wide.
  • Continue maintaining turf at the Amphitheater and Patriot Memorial.
  • Painted soccer fields for Soccer Tournament at Village Park.  
  • Repainted the Skate Park at Village Park. 
 Custodial Services
  • Continue cleaning and sanitizing facilities, Village wide.

Delinquent Utility Accounts: There were 30 disconnects scheduled for the week ending January 13th.           

Purchasing
Bids/RFPs/RFQs:
  • ITB 202303 - Aquatic Vegetation Control Services – Three (3) submittals were received on January 11th.  It was decided it was in Wellington’s best interest to cancel the solicitation.  Notice of cancellation was issued on January 12th.  Wellington will rebid these services in the near future. 
  • ITB 202302 - Landscape Maintenance Services Master Bid – Bids are due January 19th.  
  • RFQ 202304 - Professional Consulting Services on Continuing Contract Basis – Four (4) submittals were received on December 19th.  A committee meeting is scheduled for January 24th. 
  • ITB 202310 - Annual Fourth of July Firework Display Services  - Bids are due February 15th.
  • ITB 202301 - Purchase and Delivery of Public Works Chemicals - Three (3) bids were received on November 30th.  Notice of Intent was issued to all three vendors.  Contract award consideration is scheduled to be presented at the February 21st Council meeting.
