Message from Mayor Dean Katerndahl

First of all, here is wishing each of you a happy and prosperous new year. And I might add, I wish the same for the city as a whole.
We have two major goals for 2023:
1. Enhance the connections between our residents and the city so that we are as responsive as possible to your desires and you, the residents, are more knowledgeable and engaged in what the city does and how we do it. This will include:
- A new website with easier access to important information and clearer explanations about how important decisions are made.
- Initiation of a Citizen’s Academy giving residents the opportunity to learn more about how the city operates and hopefully consider participating on boards and commissions and becoming involved in the city in other ways…maybe even run for Mayor.
- Inaugurate neighborhood “get togethers” so residents have a chance to meet and know elected officials and city staff, and we may better know our neighbors and needs. Look for a neighborhood visit near you. Looking to have 3-4 events this year — hope to see you there!
2. Establish direction, if not resolution, for some important issues and projects for the city, including:
- Resolve insurance settlements on the destruction of the Farmers Market, identify additional funds needed, agree on a design and plans, and build the new Farmers Market.
- Work with the Army Corps of Engineers to resolve what is needed bring the wetlands in Platte Landing Park up to expectations and then work with them and other agencies and organizations to institute those agreed upon changes.
- Conduct a survey of resident desires with regard to our park system and use this information to update the Parkville Park Plan.
- With the anticipated January verification of Federal highway funds begin to develop plans and identify matching funds to complete the next phase of the Highway 9 project where it loops by downtown.
- With the anticipated January verification of Federal highway funds begin to develop plans and identify matching funds to build pedestrian improvements on Bell Road.
- Public vote on Use Tax (basically a sales tax on Internet purchases) for capital projects and infrastructure to help fund the above two projects.
- Public vote on a ½ cent public safety sales tax to fully fund and fully staff the police department
- Complete the analysis of sanitary sewer system options and make a decision as to the future disposition of the sewer system.

Parkville Ballot Initiatives

In December, the Board of Aldermen approved two ordinances for qualified voter consideration on the April 4, 2023, ballot.
Public Safety Sales Tax
This ordinance asks voters to consider imposing a citywide ½ percent public safety sales tax to be placed on all retail sales made in the City of Parkville. If approved, funds from the public safety sales tax will support expenditures on police equipment, salaries and benefits, and facilities. These funds are restricted to the use of public safety-related purposes and will provide a dedicated funding source for the police department.
Use Tax
This ordinance asks voters to consider imposing a local use tax on out-of-state purchases, at a rate equal to the rate of local sales taxes in effect in Parkville. A use tax requires the same tax rate to be charged on purchases made from businesses located outside Missouri as charged by businesses located in the City, eliminating an inequity between in-state and out-of-state businesses. More than 200 cities across Missouri have voted to impose a use tax; based on cities of similar size, it is estimated Parkville’s use tax could generate $250,000 - $300,000 per year. If approved, funds from the use tax will aid in funding of infrastructure and capital improvements within the city.

Sewer Rate Public Hearing

The City will hold a public hearing to discuss a proposed sewer rate increase during the Board of Aldermen meeting on February 7, 2023, at 7:00 p.m. in the Municipal Court/Board Room of City Hall, 8880 Clark Avenue, Parkville, Missouri. All interested parties are invited to attend and be heard.

Be Aware! Parked vehicles impede snow and ice removal operations and cause serious traffic congestion. Overnight parking is restricted on snow routes during inclement weather. The following streets are established as snow emergency routes within the City:
- Main Street from 3rd Street to the railroad tracks
- 1st Street from Main Street to Highway 9
- East Street from 2nd Street to the railroad tracks
- Highway 9 in its entirety

Parkville Police held their 13th annual Shop with a Cop on December 11th. Thirty-five young people were shopped for and 18 families were provide a full basket of groceries. All of this is possible through donations made to the Parkville Police Community Assistance Fund. The donors make this program and others possible.

The Parkville Area Chamber of Commerce will host a blood drive on Wednesday, January 18, 2023, from noon to 4 p.m. at City Hall. Appointments are preferred. Book your appointment today at savealifenow.org/group and enter Group Code: CB37.

The Parkville Rotary Club meets on the 1st, 2nd & 4th weeks of the month on Fridays at noon in the Parkville Commercial Underground beneath the Park University Campus. On the 3rd Thursday of each month, the group holds a social event at a local establishment.
