Asian Tour: IMF Participates in the ASEAN, G20, and APEC Summits 


IMF Managing Director Kristalina Georgieva made an Asian tour in November to attend the ASEAN Summit in Cambodia, the G20 Leaders’ Summit in Indonesia, and the APEC Summit in Thailand, conveying the Fund’s unwavering messages of international collaboration to address geopolitical and other challenges. While in the region, she met with world leaders, country authorities, and key stakeholders to discuss pressing global and regional issues such as the state of the world economy, the challenges of energy and food security, and how to strengthen global cooperation and reduce fragmentation risks. In Phnom Penh, she called “ASEAN as a bright spot” and said its experience can be a model for the world to resist the forces of fragmentation. In Bali where discussions centered around food and energy security, Ms. Georgieva called for “allowing trade to do its job” by removing barriers. Financial Resilience Discussed at IMF-UTokyo Policy Conference in Tokyo

Opening a policy conference in Tokyo on November 17 to discuss how to best manage financial risks and avoid a financial crisis, IMF Deputy Managing Director Kenji Okamura said that shocks will likely be more frequent in the future and that we must build buffers and strengthen resilience to be prepared. The conference, Managing Financial Risks in a Shock Prone World, was organized jointly by the IMF and The University of Tokyo’s Center for Advanced Research in Finance (CARF). During the conference, experts discussed the risks from de-globalization and fragmentation and agreed that less global integration would be costly, reducing growth and increasing inflation, and that more cooperation is needed to solve challenges such as climate change. They also drew lessons from the policy measures taken around the world to address the COVID-19 pandemic and suggested that policies should be more targeted and that the non-bank financial sector should be made more resilient. New Director Aims High to Lead the IMF Regional Office in Asia and the Pacific

Former official of the Japanese Ministry of Finance, Akihiko Yoshida, assumed the directorship of the IMF Regional Office for Asia and the Pacific (OAP) on December 1. He replaces Mr. Chikahisa Sumi, who stepped down from the director’s position after six years in tenure before his official retirement in 2023. Building on the foundation established by his predecessors and his rich experience in leading public offices in the ministry, Mr. Yoshida pledged to make OAP more visible to the outside world and better serve the Asia Pacific region. “Leveraging on its achievement over the past 25 years, OAP will never stop evolving into an even more useful resource for policy makers, academics, and other constituencies in the region,” he writes in his message. “I am committed to lead this evolution from the front, taking full advantage of my experience both at the IMF headquarters and the Japanese government.” Read his message here.

Regional Office Celebrates its 25th Anniversary
The IMF Regional Office for Asia and the Pacific (OAP) pledged to further help strengthen the IMF presence in the region, through surveillance work, capacity development for Asian policymakers and various outreach activities, at its 25th anniversary celebration on November 17 in Tokyo. Around 200 guests from various sectors joined the celebration where IMF Deputy Managing Director Kenji Okamura presided in the presence of former and current Finance Ministers and Bank of Japan Governor. UTokyo Students Discuss IMF Roles, Policymaking
As part of The University of Tokyo’s graduate school program, OAP’s outgoing director Chikahisa Sumi briefed international students on the roles of the IMF on November 25 and led lively discussions on the public perception of the IMF. About 30 students exchanged views on how the Fund navigated its policy-based lending activities across Asia and Latin America during the crises and how the organization should lead the way forward in the face of geopolitical challenge.

New External Sector Report Presented at a Seminar
Country officials from across Asia and the Pacific joined OAP’s seminar on the IMF External Sector Report with Rudolfs Bems and Giovanni Ganelli from the IMF Research Department on December 8. Presenting key findings of the report, the speakers discussed developments in external balances, the IMF’s external balance assessment, and the impact of climate policies on external adjustment.
Latest Economic Outlook Presented in Japanese
OAP’s outgoing director and special advisor Chikahisa Sumi shared insights of the IMF’s latest economic outlook in Japanese during webinars hosted by the Japan Center for International Finance and the Research Institute of Economy, Trade and Industry, respectively, in early-December. He stressed that monetary policymakers must stay the course to restore price stability, and that the fiscal policy should shift from broad pandemic-era support to more targeted protection of the most vulnerable. Paper on Green Bonds by OAP Staff Published
The IMF published in early December a working paper on green bond pricing authored by OAP staff, Deputy Head Jochen M. Schmittmann and Economist Yun Gao. The paper looks at the fast-growing corporate green bond market, and discusses the effect of carbon pricing on green bonds. It suggests a model of green bond pricing and greenwashing, which provides a rich set of policy implications such as the need for swift action on carbon pricing and strong information disclosures.
Scholarship Program Promoted at Bank Indonesia
OAP joined a scholarship fair at Bank Indonesia in mid-December to provide an online briefing session on the OAP-administered Japan-IMF Scholarship Program for Asia (JISPA). During the one-hour briefing session, JISPA’s four partner universities also introduced their respective graduate courses. About 50 officials attended the session and raised a wide range of questions about the study opportunities at Japanese graduate schools. 
ICU Students Briefed on IMF Job Opportunities
Undergraduate students at the International Christian University learnt about job opportunities at the IMF and other international financial institutions at their career forum on December 15. Panelists including an economist from OAP introduced the role of five representing organizations and respective recruitment activities. The students were eager to listen to discussions on career path, motivation and work-life balance, and asked a variety of questions about career development at the financial institutions.
Asia-Pacific Country Update
IMF discussions with member countries on macroeconomic policies lead to various research papers and country-specific reports with policy analysis and recommendations, including the Article IV Staff Report on country economic developments and Country Reports on IMF lending program agreements and on thematic analyses. The latest work relevant to each of the 37 member countries in the Asia-Pacific region, including communication products, is listed here. 
OAP Upcoming Events

To promote the Fund’s initiatives and share its policy advice, the IMF regional office in Tokyo organizes conferences, workshops and seminars for targeted stakeholders and participates in external events to reach out to various audiences. See also the News and Events section on the OAP website.
