RFPQ Pre-proposal conference:

  • #1 - Wednesday, January 25, 11:00 a.m. - 12:30 p.m. 
  • #2 - Monday, February 6, 5:30 p.m. - 7:00 p.m.

This is a simplified, transparent process for new and established providers to become qualified vendors to deliver homeless services funded by a Supportive Housing Services contract. Last year, Clackamas, Multnomah, and Washington Counties came together and ran the first Tri-County Request for Programmatic Qualifications (RFPQ) resulting in 89 qualified vendors to work in all three counties. The Supportive Housing Services (SHS) Program is a regional program to address homelessness and housing instability funded by voter-approved Metro Supportive Housing Services ballot measure 26-210. Prioritizing Communities of Color, the program aims to build a regional system of care to increase housing stability and equitable services delivery through inclusive community engagement, investments in programs that advance racial equity, and tracking indicators demonstrating success in these areas. We welcome and encourage culturally specific, and new and emerging organizations interested in delivering homeless services to attend a pre-proposal conference to learn more about becoming a qualified vendor and apply to this Tri-County RFPQ. 

Please note: Being qualified does not automatically result in a contract. The Counties employ several allocation methods including direct funding and notices of funding availability. Providers who already qualified for the Tri-County Supportive Housing Services (SHS) Supplier Pool should not submit applications in response to the January 2023 Tri-County SHS Request for Programmatic Qualifications (RFPQ) unless they would like to expand their eligibility to additional counties or service components.

  • Feb 6th Pre-proposal conference (5:30-7:00 p.m.)

  • Mar 10th Deadline for questions

  • Mar 17th Applications due

  • May 1st Qualified supplier list issued
