TIDBITS FROM THE STATE OF DOUGLAS COUNTY ADDRESS
AT
NORTHERN NEVADA DEVELOPMENT AUTHORITY (NNDA)

Each year, the NNDA hosts a State of the Counties event for several of the rural counties in Northern Nevada. County Manager, Patrick Cates, did another fine job in his presentation for Douglas County. Below is some information I thought you might find interesting:

Demographics:
Population 49,488 per 2020 Census
5.3% growth since 2010 (average of 0.5% per year)
Statewide growth 15% since 2010
 
Aging (Older than 65) Douglas County- 26.4%
National Average –15.2%

Retired or Retiring Soon (Older than 60) Douglas County- 38.7%
National Average- 22.3%

Children School Population Decline- 194% in last 12 years

Douglas County Top Revenue Sources 2021-22 Year
Property taxes- 38%
Room Taxes- 20%
Intergovernmental Shared Revenue- 21%
Charges for Services- 13%
Sales Taxes- Just 2%
 
Douglas County Revenue FY2022 vs FY2019
Property Taxes –up 19%
Room Taxes –up 49%
Taxable Sales –up 35%
Consolidated Tax Distributions –up 13%
 
Sales Taxes
Douglas County has been what is called a Receiving County for sales tax which means it received a guarantee amount of sales tax each year irrespective of what it generated. Last year, Douglas County moved from a Receiving County to a Point of Origin County which means it keeps all of the sales tax the County receives each year. 

In doing so, with the current economy, it is estimated that Douglas County will receive more than $1 million in sales tax revenue by this transition. There is always the risk of an economic downturn which might result in Douglas County earning less than what it would have as a Receiving County in any given year.

9% pay increase to all employees
New Contracts with Law Enforcement Deputies and Sergeants
 
Top Revenue Outlay from American Rescue Plan Funds: 
Projects Public Radio System -$1,450,000
Upgrade in Financial System -$1 million
Muller Parkway NEPA (Environmental) Assessment -$500,000
Broadband Matching Funds -$500,000
Ranchos Multimodal Trail Connector -$509,000
County Document Scanning Upgrade -$600,000 
Grant Writing -$380,00
