Spotlight on Gender

Public Confidence in the Legal System

Judicial excellence is intertwined with public confidence in the legal system. Without public confidence in the system, people do not trust judges to adjudicate their disputes. Corruption and bias, and the perception of bias, erode public trust. Examining public confidence with a gender lens highlights how judges' responses to different kinds of discrimination affect public confidence.

This excerpt on Public Confidence in the Legal System explores the issue and provides research and statistics about public confidence in the legal system. This excerpt is a part of the Gender and Judicial Excellence resource

About the Gender and Judicial Excellence Resource: JIN ASEAN consulted judges in the region, collected best practices, and prepared seven Issue Briefs that will be published in the JIN ASEAN newsletter. Pursuing judicial excellence through this combination of individual and peer learning and institutional reflection is part of the ongoing efforts of judicial leaders to address the needs of everyone appearing in their courts meaningfully.

Indonesia, Malaysia, Philippines, Thailand and Viet Nam have joined JIN ASEAN with Lao PDR exploring membership. JIN ASEAN engages judges by conducting research, holding events and responding to the needs identified by those involved.

In 2018-19 JIN ASEAN worked closely with the International Consortium for Court Excellence to produce the Judicial Integrity Checklist, a self-assessment tool for courts that has also been integrated into the International Framework for Court Excellence Checklist.

JIN ASEAN has also engaged the judiciary in comparative responses to the pandemic and has participated in global discussions about judicial integrity. JIN ASEAN cooperates with the UNODC’s Global Judicial Integrity Network. The activities of the JIN ASEAN are supported by the U.S. State Department through INL.
