  • Pharmacy Quality Scheme 2022/23 - important dates Jan/Feb 2023
As soon as possible after 16 January 2023 NHS Profile Manager can be updated with details of palliative and end of life care medicines, part of Quality domain 5 – Addressing Unwanted Variation in Care

4 February 2023 is the deadline to start the antibiotic review if not already started, part of Quality domain 4 – Prevention

6 February 2023 - Declaration window for PQS payment opens on MYS portal (will close on 3 March 2023); NHSBSA has published for contractors the questions included in the PQS 2022/23 declaration here.

3rd February 2023 - Independent Prescribing in Community Pharmacy: Expression of Interest to join Pathfinder programme - deadline for independent prescribers survey completion

  • By Mid-February must start 6 week National Mandatory Audit - Deadline for completion 31st March 2023

PSNC and NHS England have agreed that the 2022/23 national clinical audit will focus on valproate, with the aim of reducing the potential harm caused by taking valproate during pregnancy. The audit must be completed by all community pharmacy contractors as this is part of their NHS contractual requirements. Contractors will be required to conduct the audit over a six-week consecutive period, however, the workload associated with the audit is expected to be manageable for all contractors as the number of patients covered by the audit is small. Contractors can choose the six-week period over which to complete the audit (as long as this is completed by 31st March 2023). Read more about the audit requirements at the PSNC website here.

 
  • 31st March 2023 - Completion of PQS 2022/23 Gateway Criteria

IMPORTANT GENERAL REMINDERS
  • From 1st December 2022 - Changes to nhs.net email access requirements.  Inactivity period prior to permanent, irrecoverable account deletion reduced from 180 days to 60 days.
In order to access the store nhs.net email account, users need to maintain an active nhs email individually.  It is important you sign into your account regularly or it will be disabled by NHSmail administration and will not be able to be recovered. Please make sure you share with your colleagues/team members the need to log into their nhs email at least once every 30 days-perhaps make a diary note to log in once a month to make sure. This was covered in more detail in the newsletter here.
  • 1st December 2022 - Changes to Controlled Drug Reporting - new website active

  • Changes to Monthly Service Transitional Payments Qualification - The requirement to do one NMS per month and be signed up for CPCS from January 2022

  • Remember changes occurred on 1st October 2022 - GPhC reinstating full revalidation requirements for registrants with new standards for the reflective account now apply

Reminder: Discharge Medicines Service (DMS) is an Essential Service - Failure to complete risk breach of contractual obligations


We have received reports from secondary care providers across the border in Cambridgeshire and North Lincolnshire that DMS referrals are not being completed or rejected by some community pharmacies.

While many community pharmacies will be completing the DMS referrals they receive, those that have not been please remember that DMS is an essential service which means DMS referrals cannot be rejected. Failure to complete DMS referrals may lead to breach notices being issued with various negative impacts on the contractor involved. More information about breach notices can be found here.

Although United Lincolnshire Hospitals Trust (ULHT) are not yet live with DMS referrals, cross border DMS referrals are now increasing, especially from Humber area, so please make sure your PharmOutcomes and nhs.net store email systems are checked for DMS referrals and that they are actioned. Having a locum in store is not a valid excuse for not completing a DMS referral. ULHT have plans to start referrals in the spring - the timetable and structure for this roll out will be confirmed in due course as we are liaising with ULHT to ensure the roll out is completed in a managed way.  It is therefore vital that all current DMS referrals received are completed appropriately and that contractors are regularly checking for referrals and ready to deliver the service when numbers increase later this year.

LPFT: DMS Referrals and Admissions Notifications

 

CPL have been liaising with Kerry Evans and Charlotte Bellamy, who have been tasked with the role out of DMS at LPFT, so we wanted to share an update on the work they are doing.

LPFT already use PharmOutcomes to send discharge information to community colleagues and there will be no change there in regards to nhs.net.  They currently refer an average of 12 patients a month.

From February 2023 LPFT staff will be using PharmOutcomes to inform community colleagues of all admissions to their wards as part of their med rec process, so there will be an increase in admission notifications.

LPFT have finalised their initial DMS referral criteria as shown below:
 
-              Age >65 years
-              Taking more than 10 prescribed medicines
-              Taking more than 4 psychotropic medications
-              Patients prescribed lithium, valproate and clozapine
 
They aim to increase criteria on a rolling basis over the next year. 

LPFT don't anticipate this work will cause a huge increase in DMS referrals but wanted to keep you updated on changes to their working practices that will impact community pharmacies.
