Join NCACC Next Week for Leading Your County Governing Board Event in Wake County

Leading Your County Governing Board: An Orientation for County Board Chairs provides an overview on the legal responsibilities and duties for chairs and vice chairs, how to run a meeting, and tips for building and maintaining effective relationships. While this program is designed for board chairs and vice chairs, all commissioners can benefit from the training. County managers, clerks to the board, and county attorneys are also encouraged to attend with their board chairs.

Today is the final day for online registration, with on-site registration available at the event. For more information and to register for next week’s event, click here. Registrants will receive an email with further event details next week.

The NCACC looks forward to meeting with board leaders and other attendees next week!

NCACC Updates

NCACC Welcomes Strategic Member Services (SMS) Cohort Manager

Ashley Qualls joined Team County on Tuesday as SMS Cohort Manager. In this role, Ashley will supervise and direct the work of the NCACC’s cohort of Strategic Project Coordinators, and ensure continuity of the cohort. Ashley served as an NCACC-ICMA County Management Fellow in Rockingham County after receiving her MPA from East Carolina University, and has since served in budget and management capacities with the City of Asheville as well as Catawba and Mecklenburg counties. She is a Surry County native and currently resides in Mecklenburg County. 

Seeking Topic Area Expertise from Commissioners for Response Team

NCACC maintains Quick Response Teams (QRTs) to seek advice and input on legislation impacting counties. QRT members are county subject matter experts who are willing to answer questions and provide insights on short notice; whether to inform NCACC staff on legislative issues or serve as a source of information or sounding board. County Leaders to Join with Legislators as District Meetings Resume This Quarter

After receiving positive feedback on the new district meeting format from last spring, the Association has decided to do it again! Commissioners and legislators in their districts are invited to join NCACC for a networking reception, dinner, and an update on the Association. Commissioners and county staff will receive invites for their respective district meetings via email. 

The following district meeting dates and times have been announced, with more to come:

  • Districts 7 and 8: March 2 from 5:30 - 7:00 p.m.

Nomination Period Continues for NCACC 2nd VP Candidacy

The window for nominations for NCACC Second Vice President continues through the Association’s Annual Conference, which will be held August 24-26 in Wake County. The election for this position will be held on Saturday, August 26 during the NCACC business session at the conference.

National Opioid Settlement Updates

Monday's 'Opioid Strategies' Webinar Focuses on Employment-Related Services

The NCACC and NC Department of Health and Human Services are co-hosting a series of webinars on evidence-based, high-impact strategies that local governments may pursue to address the opioid overdose epidemic utilizing funds from the national litigation settlement. 

Registration is available for the January 23 (3:00 – 4:30 p.m.) session, which will focus on employment-related services.

Join NCACC for Opioid Technical Assistance Office Hours

On January 10, NCACC launched its monthly series of office hours for county managers as well as commissioners and county staff for technical assistance with funds resulting from national opioid settlements. These virtual meetings are an opportunity for peer learning and a space to ask questions and work through possible solutions to challenges in administering resources from settlements and implementing approved strategies.

Local Elected Leaders Academy Programs

February 10 – Top 10 Primer on Managing Conflict: Tips and Practices Roundtable 
Elected Boards and Councils make public policy decisions at every meeting that have both pros and cons. Sometimes these discussions can get heated; sometimes tensions flare. Emotions can easily hijack these debates. Such conflict dynamics can be anxiety-provoking at the least, and at their worst can be truly harmful to healthy board member relationships. Hearing from fellow local elected officials about their personal experiences in managing conflict is a great way to learn what works well and what to avoid. 

February 23 – Affordable Housing Seminar: Tools, Strategies, and Case Studies for Local Government Leadership 
This interactive in-person seminar is designed for elected and appointed officials from county, municipal and tribal governments who are setting strategic direction around affordable housing. The seminar will focus on local government support and public-private partnerships for workforce residential housing. 

February 24 – Working Together: Counties, School Boards, and Local Funding for Public Schools 
This one-day course provides an overview of the governance and funding structures of public schools in North Carolina. It focuses particularly on the relationship between counties and local school administrative units.

Caswell County

Caswell County Commissioner and former NCACC Board Member Nate Hall passed away Monday, January 16. Click here to read the news release. 

Mecklenburg County

The Mecklenburg Board of County Commissioners approved $99 million of funding for 75 local projects with money allocated from the American Rescue Plan Act. Click here to read the media release.
