Coffee With a Deputy 

The food trucks and concerts continue behind the Village Park gymnasium and have moved to select Saturday nights and Sunday afternoons.

The Lakeside Market will be held on Friday nights from 5:00 pm to 9:00 pm on the Lake Wellington waterfront through February 24th.

The Food Truck series will continue to be held every Thursday evening on the Promenade from 5:00 pm to 9:00 pm with live entertainment. This event will continue every Thursday until Phase II of the Town Center is complete.

The Robby Love Softball Tournament will be held at Village Park on Saturday and Sunday, January 28th and 29th on fields 21-24.

The Aquatics Complex will be closed to the public on Saturday and Sunday, January 28th and 29th for a swim meet.

Baseball Opening Day will take place on Saturday, February 11th at Olympia Park beginning at 8:30am.

The Aquatics Complex will be closed to the public on Saturday, February 11th during the Brewfest event.

The opening night for Soccer will take place on Friday, February 13th.

Swim lesson registrations will begin on Tuesday, February 14th.

The South Florida Water Management District Softball Tournament will be held on Saturday, February 18th at Village Park on fields 22-24.

The Camelot Cares Kickball Tournament will be held on Saturday, February 18th at Tiger Shark Cove Park.  

The Village Park gymnasium will be closed on Monday, February 20th in observance of President's Day.  Village Park will be open from 12:00 noon to 10:00 pm due to a 5k taking place in the morning.  All other parks will be open for normal business hours.

Planning/Programs/Events:

MLK Day – Providing supplies for local homeless families: On Monday, January 16th, we collaborated with Wellington High School and Palm Beach Central students to collect supplies to donate to families in need. The students volunteered to participate in the sorting of the supplies that will be provided to each of our Wellington Schools. A list of homeless students/families has been provided to us to allocate the correct amount of supplies per school. Supplies will be distributed next week starting January 23rd.

Wellington Elementary Tutoring Program: This program took place on Tuesday, January 17th through Thursday, January 19th.  We provided assistance via transportation for 26 students from Wellington Elementary to the Boys and Girls Club. Students will participate in one of two tutoring groups; 3:30 – 4:30pm or 4:30 – 5:30pm. The certified teachers and staff will assist the students with their math and reading needs.
 
Boys and Girls Club Tutoring: This program resumed this week on Tuesday, January 17th through Thursday, January 19th.  Staff selected 10 students per group and two total groups per day.  Sixty (60) students were provided with homework assistance/tutoring this week.  
 
Super Fridays: On Friday, January 20th, staff continued their community outreach engagement program at Goldenrod Neighborhood Park.    
 
Crossover Program: On Saturday, January 21st, this program was held at the Wellington Boys & Girls Club.  The program encourages an active lifestyle for teens and adults to come play basketball on Saturdays.  Approximately 20 kids participated.

Chinese New Year Celebration with the Lakeside Market:  Wellington will once again celebrate the Chinese New Year on Friday, January 27th from 5pm to 9pm in combination with the Lakeside Market.  The Chinese Lion Dance will be performed from 7pm to 7:15pm on the back patio of the Community Center and will feature dancers in traditional "lion" attire as well as martial arts demonstrations.  

Father Daughter Dance:  The Annual Father Daughter Dance will return on Saturday, January 28th from 6pm to 9pm at Village Park (doors open at 5:30pm).  This dance, for children ages 5 to 14, will feature dinner, the crowd-favorite chocolate fountain, a photo booth and a DJ leading games and dancing.  This year's theme is the Princess and the Frog and will have a special appearance from Princess Tiana and Elsa during the dinner and dessert portion of the event.  A total of 300 tickets were sold for this now sold out event.

Black History Month Leadership Forum:  The Village of Wellington is proud to host the first annual “Black History Month Leadership Forum” on Wednesday, February 1st, from 6:30pm-8:30pm in the Wellington Community Center Grande Ballroom. This event will feature prominent black leaders, both in the Wellington and Palm Beach County communities.  This forum’s intent is to encourage the community leaders to discuss how they achieved greatness in each of their particular area of expertise ranging from: local medical experts, athletes, business owners, lawyers and more. Questions from the attendees and networking are encouraged. Light refreshments will be served.  Marcia Andrews and Marcia Hayden were instrumental in securing the speakers for this important event. 

Wellington Garden Club Shredding Event:  The Wellington Garden Club will host a shredding event on Saturday, February 4th in front of Village Hall from 10:00am to 12:00pm.  This event will ask for a donation of $5.00 to shred a box of papers or $10.00 to shred of box of legal size papers.  All proceeds will go to support the Garden Club’s charitable contributions for high school, college, and camp scholarships for environmental studies.  The Garden Club also supports Habitat for Humanity, community beautification projects, and Junior Garden Club programs.  The Garden Club is a 501©3 organization.

CPBCC Re-Branding and Equestrian Season Launch Party:  The Central Palm Beach Chamber of Commerce, the Hispanic Chamber of Commerce, and the Village of Wellington will host the Annual Equestrian Season Launch Party on Saturday, February 4th from 6:00pm-10:00pm at Wellington International.  In combination with the Great Charity Challenge, this reception will welcome community leaders to dine and view the Charity Challenge and celebrate the launch of the Equestrian Season in Wellington.  This event will also include the unveiling of the Chamber’s re-branding of their logo and combined mission of both the Hispanic Chamber of Commerce and the Central Palm Beach Chamber as a foundation for the community business owner’s and their needs.

Garlic Fest (Rental):  On Saturday and Sunday, February 4th and 5th, Festival Management Group (FMG) will host the 24th Annual Garlic Fest at Village Park.  This event will run from 10am to 9pm on Saturday and from 10am to 6pm on Sunday. Admission is $15 and there will be $20 all-day unlimited amusement ride wristbands (advance purchase price) or $35 at the gate.  Garlic Fest will feature gourmet alley, amusement rides, full liquor bars, and over 150 artists and crafters.  Due to the abundance of parking at Village Park, FMG will not have off-site bussing for this event.  Shuttles will run within the park to escort attendees from their vehicles to the event entrance, located near the football fields.
 
Highwaymen Art Exhibit:  On Saturday and Sunday, February 4th and 5th, the Highwaymen Art Exhibit will return to the Wellington Community Center.  The exhibit will be open from 10am to 5pm each day. The Highwaymen are a group of 26 African American landscape artists (mostly self-taught) in Florida who challenged racial and cultural barriers.   Daily lectures from the art historian and presenter Roger Lightle will be given at 2:00pm on both days. The public will also have the chance to meet local Highwaymen artist, Roy McLendon.

The Lisa Bowman Triples Tennis Tournament:  This tournament will be held on Friday, February 10th from 5:00 - 7:00pm and honors the late Lisa Bowman who was an active member of the Wellington Tennis family prior to her passing.  This event will benefit the X-Port Paws Foundation, a 501(c)3 non-profit no kill animal shelter.
 
Wellington Classic Brewfest:  The Wellington Classic Brewfest will return on Saturday, February 11th from 2:00pm to 6:00pm (for VIP) and 3:00pm to 6:00pm for general admission.   This 21 and over event will feature over 40 tastings from local breweries and distributors throughout Florida.   The VIP lounge, in the Lakeview Room and side patio in the Community Center, will feature light refreshments and premium craft beer tastings.  There will be food trucks, games, a DJ entertaining the crowd, and local non-beer vendors with merchandise for sale.  The event will again feature tastings along the boardwalk and greenspace adjacent to the Community Center.  All attendees will receive a pretzel necklace and keepsake commemorative pint glass.  Free shuttles are available from the Mall at Wellington Green.  Sponsors include The Mall at Wellington Green and Wellington International.  Tickets are on sale and can be purchased through Eventbrite. VIP tickets are $90.00, general admission $60.00, and designated drivers are $15.00 and feature unlimited soda/water and a commemorative pint glass upon exit from the event.  Prices will increase on the day of the event.
 
Wellington Rotary Family Autofest:  The Wellington Rotary Club will continue to host the “Wellington Family AutoFest” at Village Park from 9:30am to 12:30pm. This event is designed for families and car enthusiasts.  All types of vehicles will be on display including cars, trucks, motorcycles, recreational vehicles and golf carts.    Family and group outings are encouraged, and food and beverages will be available. This free event will include all the park amenities, including the nature preserve, trails and more.  Show vehicles are $20 per vehicle for the judged competition and $10 per vehicle for general show vehicles. For non-show vehicles, the premium parking area for family and group outings costs $10 per vehicle. All profits go to charity, including backpacks and school supplies for more than 600 children. Double spaces are available for early birds with paid admission.  Free parking is available for spectators. Sponsorships are also available, as is vendor and exhibition space.
 
American Legion Blood Drive:   The American Legion of Wellington will host a blood drive in front of the Wellington Community Center on Saturday, February 18th from 11:00am-4:00pm. 

Equestrian Aid Foundation 5k:  A 5k run walk to benefit the Equestrian Aid Foundation’s “Strides for Hope” will take place on Monday, February 20th at 8:00am at Village Park.  This is a co-sponsored event.  The Equestrian Aid Foundation provides emergency financial grants to members of the equestrian community throughout the United States who are struggling to overcome catastrophic illness, injury, or other unforeseen crises.   Since 1996, the Equestrian Aid Foundation has provided over $3.2 million in grant support to the equestrian communities throughout the United States.  Interested participants can sign up at:

PBSO Day for Autism:  PBSO’s “A Day for Autism” will return on February 26th from 10am-1pm at Village Park.  This event is made possible through a collaboration with the Village of Wellington, PBSO and the FAU Center for Autism & Related Disabilities.  The event will feature local vendors (who provide services to the autistic community) as well as touch-a-truck, a petting zoo, a train ride, and more.  PBSO’s mission for the event is to encourage families with autistic children to interact and not be fearful of local law enforcement.  Interaction opportunities include: K9 and mounted patrols, ATV/motor vehicles, the 911 bus, and fire rescue.  Free lunch will be provided by Bolay.  Interested participants can register through Eventbrite.
 
Buck Off Challenge:  The Village of Wellington and the Southeast Florida Honor Flight will be hosting the “Buck Off Challenge” event on the back patio of the Wellington Community Center on Sunday, February 26th from 5:00pm- 9:00pm.  This 4-person team competition will raise funds and awareness for the Southeast Florida Honor Flight, a non-profit organization, whose mission is to fly local veterans of the World War II, Korean and Vietnam wars to Washington, D.C. to visit the memorials honoring their service and sacrifices. Mechanical bull riding practice will begin at 5:00pm, with the official competition beginning at 6:00pm.  Costumes are encouraged, but not mandatory. 
Coffee with a Deputy:  The Coffee with a Deputy community outreach event was held on Wednesday, January 18th at the Starbucks in the Trader Joe's plaza.  The event was a great success with District 8 team members engaging with over 30 residents and business owners.
Equestrian Event Traffic (Pierson Road):  Sgt. DeJoy and team members are working with the equestrian venues regarding increase in traffic related complaints during.   Last week team members met with Jim Wyrles who coordinates the permit deputies to review their traffic flow plan.  Currently, traffic exiting the event can only make a right turn and head east on Pierson Road.  After review, recommendations proposed:
  • Assign a deputy at Gene Mische Way to allow for vehicles to exit West on Pierson Road. 
  • Equestrian Club Way vehicles can exit East on Pierson Road.
  • Add directional signage along Equestrian Way, pointing to the Lake Worth Road.  Currently, that exit is under-utilized.
A District 8 Sergeant will conduct a follow-up visit and provide an update.

Speed Trailer:  Deployed at Cindy Drive in Little Ranches.
 
Speed Tracker:  Currently removed from Gracida Way and will be redeployed soon.  Technical issue with position of device have been resolved. 
 
Community Policing Unit:  CP team participated in the Neighborhood Information Collection Sweep of White Pine and 12th Fairway.  The team participated in several Village of Wellington events including Lakeside Market and Village Park Concert.  Team members also assisted a resident in need on Horseshoe Trace.  Team members discovered a family of five in need of school supplies and backpacks.  Deputies delivered a box of backpacks to the family. 

Detective Bureau:  Investigating Multiple Cases.  See Below for New Cases Reported in the Last Week:  
  • Ulta Beauty (Retail Theft) - Store manager reported $3,000 worth of merchandise stolen.  Video footage was available.  Investigation is ongoing.
  • 3228 Gun Club Road, WPB (Organized Scheme to Defraud) - An organized scheme to defraud involving bail bonds scam.  A total of 42 victims (5 in Wellington) with financial losses of over $50k.  Suspects have been identified and investigation is ongoing.
Golf Carts:  One (1) Incident Reported Last Week.
  • 1/22/23 - Hickstead Place/Pierson Road - AMR vehicle vs. golf cart.  No reported injuries.
Residential Burglary:  One (1) Incident Reported Last Week.
  • 1/19/23 - Hidden Creek - Victim returned home and noticed a small light shining from an upstairs window and then heard a back door open.  It is believed the suspect entered the residence by prying open the window.  $10k in Yuan currency ($1,500 USD) was taken.  A crowbar and gray backpack were left behind.  Under investigation.
Vandalism:  Two (2) Incidents Reported Last Week.
  • Reported 1/18/23 - VillageWalk (Yorke Road) - Domestic related; victim's son threw a rock through the car windshield.  Case cleared by arrest.
  • Reported on 1/29/23 - VillageWalk (Yorke Road) - Domestic related; victim's brother kicked bedroom door.  Arrest warrant issued.  
Vehicle Stolen:  Five (5) Incidents Reported Last Week.
  • 1/18/23 - Las Palmas Equestrian - Juvenile took victims vehicle without permission and drove into a canal.  Victim declined to prosecute.
  • 1/20/23 - Paddock Park - Victim was loading her vehicle when it was taken from her driveway.  Vehicle was recovered unoccupied shortly thereafter a block away.  Victim's handgun and $4k cash was missing.  Some of the victim's belongings, including her purse, were in a recovered stolen Mazda taken from Raintree Lane.
  • 1/20/23 - Sugar Pond Manor (Raintree Lane) - Victim's Mazda stolen with keys left inside the vehicle.  Vehicle was recovered unoccupied on 1/23/23 at the Boonies Restaurant parking lot.
  • 1/20/23 - Sugar Pond Manor (Lemongrass Lane) - Victim's unlocked vehicle with keys left inside was stolen.  Vehicle was recovered at a 7 Eleven in Loxahatchee.
  • 1/19/23 - 1/20/23 - Aero Club (Hawker Lane) - Victim's dirt bike was stolen from the driveway.  Case is under investigation.
Vehicle Burglary:  Six (6) Incidents Reported Last Week.
  • 1/20/23 - Sugar Pond Manor - Reported 4 of the 6 total vehicle burglary incidents.  In all of these cases, nothing was reported missing except for a 32" smart TV from the trunk of one vehicle.
  • 1/20/23 - 2625 S SR7 - A resident from WPB stated that their handgun, which was kept in their glovebox, was missing.  They did not realize the loss until several hours later.  Victim stated that they routinely leave their vehicle unlocked.
  • 1/21/23 - Meadow Wood - A suspect wearing a hoodie entered the victim's vehicle with the keys left inside.  The victim's Tory Birch wallet was stolen. 
Hometown Heroes Housing Program:  Staff met with Melissa Livingston, with Illustrated Properties, at the Coffee with a Deputy Event.  Melissa shared information about the Florida Hometown Heroes Program that provides up to $25,000 toward home down payment and closing costs.  Information is linked on our village website rotator. Public Safety Committee:  Wellington’s Public Safety Committee's Annual Art & Essay Contest began.  Participants in grades K-12 will have an opportunity to submit a poster or essay on a safety related topic. Planning & Zoning
Lazy Dog Restaurants:  A Zoning Text Amendment (ZTA) was submitted for Lazy Dog that will be required to have outdoor food service provided to dogs, not just to the patrons. This amendment is necessary for them to get the proper licensing from the State. Other municipalities that are home to Lazy Dog Restaurant adopted the same proposed amendment. The application is in review and will be scheduled for public hearing in the near future.
 
Lock-up Self Storage:  A ZTA, Comp Plan Amendment, Conditional Use, and Master Plan Amendment were heard at the January 19, 2023 PZAB meeting. All applications were unanimously recommended for approval (7-0 vote). The ZTA and Comp Plan will be set for 1st reading with Council on February 21, 2023. The ZTA and Comp Plan (both 2nd reading) and the Conditional Use and Master Plan (only 1 reading required) are tentatively set for the March 14, 2023, Council meeting.
 
Building
Department of Business and Professional Regulation’s 3rd Annual Building Officials Breakfast: The Wellington Building Department will be hosting the Annual Building Officials Breakfast Meeting originally postponed because of Hurricane Ian. The purpose of the meeting is to continue the cooperation of DBPR with the local building departments to address unlicensed/unpermitted activities. The meeting agenda includes a guest speaker, Mr. Ian Brown, Chief Construction Attorney, OGC, discussing the DBPR complaint process and disciplinary actions, FS. 489.103 Exemptions, Aiding and Assisting, and Sweeps on Owner Builder Permits. The meeting will be held on January 25, 2023, at 8:30am at the Wellington Community Center.
 
Palm Beach County Roofing & Sheet Metal Contractor Association (PBCRSCA) Meeting:  Building Department Staff will be attending PBCRSCA Building Officials Update on General Information & Procedures in their Jurisdictions meeting. This is an annual outreach event where municipal Building Officials have an opportunity to communicate new Building Codes and other regulations to the local Roofing Contractors and obtain valuable feedback on how to mutually improve permitting process. The Wellington Building Official will present inspection and plan review requirements that differ from other jurisdictions as well future upcoming upgrades to scheduling inspections by text and other.
 
St. Rita’s Church: Permit applications were submitted for the demolition of the existing parish hall and the construction of a new parish hall at St. Rita’s Church located at 13645 Paddock Drive.
 
Code Compliance
Waterstone on South Shore Boulevard:  Code Compliance received a complaint that the dumpster is filled and the bulk garbage that is being placed on the ground next to the dumpster is piled so high as to end up in the adjacent canal.  Photos were taken and Waterstone is being cited for the violations. 
 
Mayfair – Stained Roofs:  In September 2022, the Mayfair HOA signed a stipulation agreement for Case No. NOH-CC-2512-2021 regarding stained and discolored roofs. If the conditions of the agreement are not satisfied by February 16, 2023, the violations would be presented to the Special Magistrate for fine certification on March 16, 2023. The Mayfair HOA contacted Wellington Code Compliance to advise that they are still in litigation with their insurance company regarding roof repairs. The HOA requested additional time regarding the violations while litigation is still in process. The requested extension will be presented to the Special Magistrate as a part of the consent agenda for the March hearing.
 
Strategic Planning
Boys and Girls Club Expansion Update:  The Florida Department of Economic Opportunity (DEO) has given Wellington clearance to solicit bids for the proposed awning structure while the DEO continues to review Wellington’s application. After consultation with numerous federal, state, and local agencies, the CDBG Environmental Review Compliance documents will be submitted next week. The review and approval of the Environmental packet by DEO is expected to coincide with the bid process. This will allow the construction activities to occur as soon as possible and ensure the project and fund expenditures occur within the required timeframes. 
 
Business View Magazine:  Wellington has been offered an opportunity to be showcased for a series in Business View: Civil & Municipal focusing on community and economic development and growth in Florida. There is no cost to Wellington. Photographs will be provided this week and an interview has been scheduled for Monday, January 30th with the editor.

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Wharton Smith - WTP R & R Project –Work is delayed due to supply chain issues. Finishing work only is remaining. Cabinets completion and countertop installation scheduled for mid to late February.
    • Booster Station and HSP Improvements Phase 1— Booster station painting and final touch up continues. Wharton working on touch up items from final inspection.
    • Train 8 Expansion—Wharton-Smith to submit delay letter for Aerex material delays to extend contract completion date.
    • Rambling Road Raw Water Main/Drainage conflict—Shop drawings under review, drainage structures being procured.
    • Florida Design Contractors-- HPP8 and Post Treatment Improvement Project –This project is substantially complete. Spare material turnover schedule for this week. Failure to Perform letter for delay in final completion sent last week 1/20/2023.
    • Hinterland - Lift Station Phase II Rehab-- This project is substantially complete. Meeting to discuss project closeout and hatch deficiencies held. Correction plan for deficiencies requested by end of January.   
    • Well Rehab Phase 4—Contractor working on pump development at Well 9, planned to be complete mid-January. SDI data was reviewed and development will continue to get to desired levels.
    • Emergency Power and PLC Improvement Project-- Group 1 PLC control strategies submitted; PLC Group 2 under development.  
    • WRF Filter dosing building roof—Shop drawings for roofing system are under review.

Construction Projects 

Town Center:
Phase 2 of the project continues.  The contractor is predominantly working on the central parking area and Town Center Drive to the Community Center.  They have been asked to and agreed to prioritize these areas in order to re-open Town Center Drive and provide additional parking on the site.  Scott's Place, the Amphitheater and the Phase II construction area remain closed.  The target dates for substantial and final completion have been moved back to April 24, 2023 and May 23, 2023 respectively.  Latest Aerial:  YouTube Link

Greenview Shores Park Safety Netting:
The contractor was onsite as of December 5th to scope the project and locate the pole locations.  The contractor is scheduled to mobilize on Wednesday, January 25th.  We expect this project to continue for approximately two (2) weeks.  Once completed, the project will provide safety netting along between the softball fields and tennis courts.  

Acme Culvert 130 Refurbishment: 
This project has been postponed until May 1, 2023 at the request of the Palm Beach Polo POA.  Periodic lane closures are expected during the project and will be coordinated with the POA.   Once started, this project is expected to take approximately 90 days to complete and will repair a failing culvert located at the intersection of Polo Club Drive and the C-7 Canal.

Wellington Trace & Primrose Lane Traffic Calming: 
This project includes the addition of a Mini Round-a-bout at the intersection of Primrose Lane and Wellington Trace.  A pre-construction meeting is scheduled for Tuesday, January 24th.  Construction is scheduled to begin on Thursday, January 26th and is expected to take four (4) weeks to complete.  Periodic lane closures are expected.  

Design Projects

Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):

This project includes the installation of traffic calming features, landscaping, and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive.  Design services have been procured with Kimley Horn to complete the landscaping and irrigation construction documents.  We anticipate the design work to be completed by March 2023 with the Procurement Phase between April 2023 and June 2023 and Construction Phase between July 2023 and October 2023.
Status:  Design phase. 

Olympia Park Tennis/Basketball Refurbishment and Pickleball Addition Project:
This project includes resurfacing of the existing tennis and basketball courts.  The project will also convert a portion of the existing tennis courts into pickle ball courts.  A GMP of $700K was obtained from Burkhardt Construction on January 3rd that incorporates Pickleball.  Procurement phase is expected to continue through February 2023 with Construction Phase in May 2023 to August 2023 (during summer break).   This project is tentatively scheduled for the February 16th Agenda Review and February 21st Council meeting.
Status: Procurement Phase.

Public Works Storage Building: 
This project will facilitate the storage needs for the Public Works Department, with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for the building at the Public Works Facility.  The Engineering Department has completed 90% design plans for this effort to date.  Burkhardt has provided a pre-construction services proposal for preparation of a GMP based on plans produced by in-house staff.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.  The Pre-Construction Services are tentatively scheduled for the February 16th Agenda Review and February 21st Council meeting.

Greenbriar Park Restrooms: 
This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  This project will also include permanent sanitary sewer facilities, which the current facility does not have.  The Engineering Department has completed 60% design plans for this effort to date.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.
Status:  Design phase. 

Greenbriar Park Disc Golf Study: 
An email was received from Jake Hampu on January 20th stating that they were still working on the conceptual design for the project and were working toward getting the design completed in February.  This project consists of a nine-hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park. 
Status:  Conceptual Design Phase/On Hold. 

PBSO Existing Building Assessment: 
This project consists of the inspection of the current PBSO substation at 14000 Greenbriar Boulevard.  The engineering department is preparing a building hardening recommendation and report for this building.  The final report was submitted to the executive branch on December 21, 2022.    
Status:  Final Report In Review.   

ACME Stormwater Modeling: 
Staff is working in coordination with Mock Roos to develop an updated stormwater model, utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.  The draft report was received on January 3rd and is in final review.  
Status:  Final Report in Review.

ACME Big Blue Preserve Pump Station: 
This project consists of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of the ACME right of way.  The project cost is approximately $145,000 and is scheduled to appear before Council in February 2023 for approval.    Construction phase anticipated in February-April 2023.  This project is tentatively scheduled for the February 16th Agenda Review and the February 21st Council meeting.

C-2 Multi-Purpose Pathway: 
This project consist of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Boulevard and Bent Creek Road.  Engineering has received the survey for this project and will commence the design in FY2023.   Public Outreach/Design Phase through September 2026; Procurement/Construction Phase in FY 2027.
Status:  Design phase. 

C-8 Multi-Purpose Pathway (North of Stribling): 
This project consists of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Boulevard.  Engineering has received the survey for this project  and will commence the design in FY2023.  Public Outreach/Design Phase through September 2024; Procurement/Construction Phase in FY 2025.

Wellington Trace/Big Blue Trace: 
This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.  Engineering is currently working with PBC Traffic to obtain quotes for the placement of permissive only signals at the intersection.  Engineering has also prepared a design for the expansion of the existing westbound left turn lane to accommodate the additional queuing that is projected due to the permissive only turn lanes.  Design/Coordination Phase through May 2023; Procurement/Construction Phase June 2023-July 2023.
Status:  Design phase. 

Appaloosa Bridle Trail: 
This project consists of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Boulevard within the Saddle Trail South Subdivision.  Engineering is currently obtaining quotes from Ferreira, D.S. Eakins and Wynn & Sons.  Once we have quotes in hand, we will move forward with Council approval.  Procurement Phase through April 2023; Construction Phase May 2023-July 2023.     
Status:  Procurement Phase. 

Welcome Sign / Southern Blvd.: 
This project consists of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Boulevard intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.   Engineering is currently working through permitting the sign with FDOT.  Permit Phase through April 2023; Construction Phase May 2023 (pending Village Manager approval).

Section 24 Boardwalk Refurbishment: 
Engineering is completing design plans for the refurbishment of the boardwalks within Section 24.  These plans will be utilized to bid the project in accordance with the federal grant requirements.  Staff time has been allocated to complete this task in January 2023.  Design/Permit Phase through April 2023; Construction Phase May 2023-July 2023.

Aero Club Drive Bike Lane Striping:
This project includes adding permanent high visibility striping and signage to the shoulders along Aero Club Drive to convert the recently construction 4 ft road shoulders to official bicycle lanes.  Engineering has obtained a quote from Angco Striping and are utilizing an Orange County Contract to piggyback and procure the work.  The project cost is $44k.  Procurement Phase through January 2023; Construction Phase February 2023-March 2023.

ACME R&R C-9 Corridor (FPL Easement) Retention Expansion: 
This project consists of excavating and creating large retention areas beneath the FPL powerline easements along the C-9 canal corridor.  The intent of the project is to create additional surficial stormwater storage and reduce the overall flood stage within the ACME Improvement District.  Surveying services were procured in November and are ongoing.  Design service proposals were requested from Engenuity Group in early December.  Design/Permit Phase through July 2023; Construction Phase August 2023-October 2023.  This project is tentatively scheduled for the February 16th Agenda Review and the February 21st Council meeting.

Traffic Studies/Issues:

Traffic Calming/Vision Zero: 
Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.  The Village has applied for a "Safe Streets for All" (SS4A) grant for funding to prepare a Village-wide traffic calming study.  Once this study has been completed we will begin to apply for grant funds for specific traffic calming projects.

Wellington Trace / Birkdale School Zone Study:  
A school zone study was conducted at the intersection of Wellington Trace and Birkdale.  It was determined that a school zone is warranted.  This will be added to the FY2024 project list.

  • Repaired damaged fence section along Big Blue Trace and Paddock Drive.
  • Pressure cleaned various areas at Amesbury Park, Dorchester Park, and Farmington Park.
 Landscape Maintenance & Nuisance Abatement
  • Picked up palm debris, Village wide.
  • Continued installing mulch in medians along major thoroughfares, Village wide.
  • Installed plant material to fill landscape beds under the power lines along Big Blue Trace and Forest Hill Boulevard.
  • Removed vegetative debris at the entry to the Oleaster neighborhood.
  • Continued with preventative irrigation maintenance, Village wide.
  • Completed irrigation repairs along Wiltshire Village Drive and at Town Center/Scott’s Place. 
Building Maintenance
  • Replaced various lighting fixtures at Tiger Shark Cove Park and Village Park.
  • Replaced damaged lettering on the entry wall at Rustic Ranches.
  • Completed various building maintenance repairs at Boys & Girls Club, Community Services, PBSO Substation, Tennis Center, Tiger Shark Cove Park (pavilion), and Village Park.
  • Installed three (3) tables and umbrellas at the Wellington Community Center.
  • Installed seven (7) new cameras in the parking lot at Town Center.
  • Pressure cleaned various areas at Community Services, Forest Hill Boat Ramp, and Town Center Promenade. 
Roads & Roadside Refuse
  • Removed/replaced damaged sidewalk sections along Raintree Lane, South Shore Boulevard, and Wood Dale Drive.
  • Backfilled sidewalk sections along Aster Avenue.
  • Completed asphalt repairs along 50th Street, Fairlane Farms Road, and in the Hidden Pines neighborhood.
  • The sign shop continues creating signs for replacing damaged signs and various department requests, as needed. 
Surface Water Management & Preserve Maintenance
  • Cleaned debris from various canal ends and pump stations, Village wide.
  • Marcinkoski continues swale reconstruction along Westhampton Circle.
  • Completed miscellaneous swale work along Wiltshire Village Drive and at Margate Park.
  • Began sifting recycled soil removed from swale grading (using power screen) at the Public Works Storage Yard. Clean fill to be used on future projects. 
Aquatics and Sport Facilities
  • Continued with daily maintenance of pool pumps at the Aquatics Center.
  • Completed miscellaneous repairs at the pool at the Aquatics Center. 
  • Continued with daily inspections at the Aquatics Center and Tennis Center.
  • Continued with daily athletic field mowing and maintenance on all fields, Village wide.
  • Continued turf maintenance at the Amphitheater and Patriot Memorial.  
Custodial Services
  • Continued cleaning and sanitizing facilities, Village wide.

Delinquent Utility Accounts: There were 83 disconnects scheduled for the week ending January 20th.

  • ITB 202301 - Purchase and Delivery of Public Works Chemicals - Three (3) bids were received on November 30th.  Notice of Intent was issued to all three vendors.  Contract award consideration is scheduled to be presented at the February 21st Council meeting.   
  • ITB 202302 - Landscape Maintenance Services Master Bid – Six (6) bids were received on January 19th.  Purchasing is reviewing.    
  • RFQ 202304 - Professional Consulting Services on Continuing Contract Basis – Four (4) submittals were received on December 19th.  A committee meeting is scheduled for January 24th. 
  • ITB 202309 - Purchase and Delivery of Mosquito Chemicals - Bids are due February 8th.
