1) NCI Releases Request for Proposals for 2023 Promising Practices Funding

On January 11, 2023, NCI released its 3rd Promising Practices Fund Request for Proposals (RFP) to its clinically-integrated network members.

A total of $200,000 is available for an anticipated 4-5 awards, with a ceiling of $50,000 per award. Eligible projects are those that will impact Medicaid- and/or Medicare-insured or uninsured residents of Jefferson, Lewis, and/or St. Lawrence counties, across one or more of the 18 quality measures listed in the RFP.

Proposals are due by February 22, 2023 at 5 pm and will be evaluated by a community review committee. The 12-month project performance period will be from April 1, 2023 through March 31, 2024.

Please click on the links to access a copy of the RFP, required budget template and evaluation rubric. Additionally, NCI hosted an informational webinar about the RFP on January 18th, and the recording may be found here.

NCI encourages eligible organizations to apply! Please contact NCI Deputy Director Joanna Loomis at jloomis@northcountryinitiative.org with any questions.

2) "Patient-Centered Primary Care Insights" Report Issued by FDRHPO

With generous grant support from the New York Health Foundation, FDRHPO recently completed a year-long project in which it conducted focus groups and surveys with low-income, elderly, and/or disabled tri-county residents about their barriers to and experiences with primary care. This powerful feedback was shared with regional healthcare staff in October and December 2022 in tandem with an economic diversity training.

Primary care practices identified workflow, infrastructure, and cultural changes to implement as a result of this project. FDRHPO recently released a report that describes the project’s impetus, methodology, findings, its rollout to primary care teams in the region, and several calls-to-action.

One overarching conclusion: practices that implement patient-centered strategies are well-positioned to achieve improved patient and staff satisfaction, as well as improved quality of care and reduction in avoidable healthcare costs.

Please check out the final report here! If you have any questions, or would like to discuss how these findings may be incorporated into your organization, please contact Joanna Loomis at jloomis@northcountryinitiative.org.

3) North Country EMS Program Agency Launches New Learning Management System

FDRHPO's North Country EMS Program Agency is pleased to introduce the new learning management system. This free online educational platform is designed to provide core content material for ongoing educational needs.

A key feature of this system is its resource and management tools for continuing medical education (CME) requirements. Regional trainings, protocol updates, and other associated documents related to education will be centrally located within this platform. As NCEMS strengthens and expands its collaboration with healthcare professionals to deliver didactic instruction, our goal is to continue to add new educational content regularly.

Please share this flyer with your colleagues and through any social media platforms you may have. Log in and check it out!

If you have any questions or content suggestions, please call the NCEMS office at 315.755.2020, option 2.

5) Good-to-Know

EMS FINANCIAL MANAGEMENT SEMINAR OFFERED MARCH 14 OR 15
UPCOMING CHANGES TO MEDICAID
As of April 1, 2023, all Medicaid, Child Health Plus, Essential Plan, and other qualified health plan beneficiaries must re-enroll annually to continue their coverage. This requirement was waived during the COVID-19 pandemic but has been reinstated beginning April 1st. Beneficiaries can re-enroll throughout the year during their normal re-enrollment period. Here is a rack card generated by NYS that outlines this requirement and provides resources. This link also provides more information.
Also beginning April 1, 2023 Medicaid members enrolled in mainstream Medicaid Managed Care plans, Health and Recovery Plans (HARPs), and HIV-Special Needs Plans (SNPs) will receive pharmacy benefits through the Medicaid Fee-for-Service Pharmacy Program. Here is a link that provides further detail on this important change.
