TOWN MANAGER:

My office continues to work on the fiscal year 2023/2024 budget. The Town Government Budget includes funding for general government operations, contributions to capital projects, contribution to open space land acquisition and debt service payments.  Please keep in mind that the budget document is a work in progress and numbers will change over the next several weeks. The budget is based on information available today, with placeholders for unknown or estimated amounts.  Budget detail, information and key dates will soon be available on the Town's website.

We have worked 16 days without a work-related injury or accident.
 

FIRE DEPARTMENT

This week the fire department responded to 14 EMS, 3 tree/wires, 2 structure fires, 2 fire alarms, 2 lift assists and 1 motor vehicle accident.
 

DOUGLAS LIBRARY
 
A pipe burst in the Douglas Library over the cold weather last weekend and town staff have been working diligently to repair the damage caused by the leak. The building is open during our regular hours, but areas may be periodically unavailable over the next few weeks as work is completed.
 
On Saturday February 18, the Green Garden Gang will be running an instructional workshop on starting your seeds for summer planting. Materials will be provided.
 
Storytime takes place every Tuesday and Thursday morning at 10AM. It’s a great way to build literacy with children under 5.

PUBLIC WORKS DEPARTMENT
 
This week the Public Works Department removed hazard trees at St Peter’s Baseball Field. In addition, tree removals took place on Old Colchester Road and behind the Stonecroft Housing complex. The crew salted roads due to icing on Wednesday morning and the entire fleet was washed and greased. Guard posts were cleared, and tree debris removed from Skinner Road. Hot asphalt was hauled on Wednesday and road patching was conducted.  The crew assisted cleaning up at the library in response to broken water pipes.

ASSESSOR'S OFFICE 
 
The Board of Assessment Appeals will meet to hear appeals regarding real estate and personal property assessments in the month of March. To appeal an assessment, an owner must file an application by February 20, 2023. Applications are available online and in the Assessor’s Office. The appeals that the BAA will be hearing are for assessments that will be used to calculate tax bills in July 2023. Please contact the Assessor’s Office with any questions relating to the assessment of your property.
 
WETLAND AGENT
 

Activity items for inclusion in the weekly report:

  • Effected routine sediment and erosion control adherence checks relative to previously issued permit conditions of approval.
  • Made 4 regulatory compliance jurisdictional determinations with corresponding site visits.
  • Helped orient a new land use commission member.
  • Inspected environmental protection measures at sewer system upgrade sites.
  • Consulted with a resident regarding intent to work within an easement area and provided guidance with permission protocols.
  • Conducted periodic inspections and patrols relative to wetlands violations, ATV usage on Town lands and illegal dumping.
  • Observed timber harvest operations in Hebron.
  • Assisted Conservation Commission with Plan of Conservation and Development update suggestions.
CHATHAM HEALTH DISTRICT
 

Good morning,
As of February 9, all 8 Connecticut counties (Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland, Windham) continue to have a
MEDIUM COVID-19 community level.  You can read more about prevention steps recommended by CDC at different community levels here:  https://www.cdc.gov/coronavirus/2019-ncov/science/community-levels-county-map.html
 
-The average daily COVID-19 case rate in Chatham Health District this week remains unchanged at 5.7 cases/100000.    
-The number of individuals currently hospitalized is 340.  This is a decrease of 74 compared to last week.  
-Fatalities increased compared to the last week (65 this week compared to 30 last week).  
 
Approximately 78% of Chatham Health District residents are fully vaccinated for COVID-19, and 52% have received an additional dose.  State-level data indicated that about 14% of children under 5 have had at least one dose of a covid-19 vaccine while 9% are fully vaccinated.  
 
In order to protect yourself and others from COVID-19:
·       Stay up to date with your vaccinations.
·       Get tested if you have symptoms.
  STAY HOME if you are sick or have tested positive for COVID-19 in the past 5 days, and DO NOT leave home until:
·         At least 5 days have passed since your symptoms began or since you tested positive,
·         you are feeling much better, and
·         no longer have a fever.
If you test positive and are more likely to get very sick from COVID-19, there are treatments available that can reduce your chances of being hospitalized or dying from the disease. These medications must be prescribed by a healthcare provider and started as soon as possible after diagnosis to be effective. Contact a healthcare provider right away to determine if you are eligible for treatment, even if your symptoms are mild right now.  You can find a Test to Treat location here:

As of December 9, CDC recommends that everyone 6 months and older get the new updated bivalent booster if it has been at least 2 months since they completed their primary series or had their last booster dose with the following exception: children 6 months–4 years who receive a 3-dose Pfizer-BioNTech primary series are not authorized to receive a booster dose at this time regardless of which Pfizer-BioNTech vaccine (i.e., a monovalent or bivalent) was administered for the third primary series dose.

PARKS AND RECREATION 

Hebron Day and Farmers and Artisans Market - We are currently accepting vendor applications for our Farmers and Artisans Market.  The market will be held the first Saturday of each month from June – October, at Hebron Elementary School. We are also accepting vendor applications for Hebron Day, Saturday, June 17th. Located at Burnt Hill Park. Adult Paint Night - Join us for a mini tropical vacation! Amy from Studio 13 will guide you step by step through this fanciful sunset. We will be working on an 11x14 canvas. Materials and instruction included! This class is for our friends 18+!  February 22, 4-5:15 p.m. Douglas Library, Community Room
 
Backyard Whiffle Ball - ATTENTION BASEBALL PLAYERS AND THOSE WHO LOVE A CLASSIC GAME OF WIFFLE BALL! Join us Sundays starting in February for 4 action packed sessions of backyard whiffle ball! We will create teams, play games, and learn some baseball fundamentals along the way. You do not have to be a competitive baseball player to register and have fun with us. The program is for all skill and ability levels for boys and girls in grades 5-8. No equipment needed. Space is limited! Sundays, February 26, March 5, 12 and 26. Grades 5/6 5-6:30 p.m. and Grades 7/8 6:40-8:10 p.m. Registration deadline February 15th.
 
Futsal - In coordination with CAB Futsal and Soccer we are offering a Futsal Clinic this winter for girls and boys in the U9-U13 divisions. Futsal is a widely popular form of soccer in South America and Europe. It is played as a 5 v 5 game with on a basketball court with a smaller low bounce ball and goalies. Sessions will be on Saturdays at Hebron Elementary starting February 25th. U11-U13 2:00-3:30 p.m. and U9-U10 3:30-5:00 p.m.
 
Crafting Around the World - In this series of classes, we will head out on an adventure around the world. Each week will be dedicated to learning and crafting about a different country. Come explore and create with us! Class will be held in the Community Room of the Douglas Library on Wednesdays from 5:30-7:00 p.m. March 1,8,15, 22.
 
Karate - Instructional karate focusing on building confidence, self-respect, and discipline following the style of Goju ru, made famous by the “Karate Kid” film series. Six-week ongoing sessions, Mondays, and Wednesdays in the Gilead Hill Activity Room.  Ages 5-11 5:00 p.m-5:50 p.m.  Ages 12+ 6:00 p.m.-7:00 p.m.  Cost $85 per session.

The Parks and Recreation Department is seeking applicants for our PREP Before and After School program that runs throughout the school year.  Morning and afternoon hours are available Monday-Friday.  PREP staff plan and implement games and activities, serve snacks, and interact with children grades pre-k through 6th, while acting as positive role models and providing guidance and leadership.  Visit our website or call 860-530-1281 for more information.     
 
Hebron Parks and Rec is currently looking for instructors and leaders to conduct new programs and activities with us. Please reach out with ideas or interests. We are committed to providing a wide range of recreational activities for our community!
NEWS/COMMUNITY EVENTS:
The 2023 Household Hazardous Waste collection schedule has been released.  Please note that ONLINE APPOINTMENTS ARE MANDATORY again this year.

Foodshare mobile produce van is every other Tuesday from 11:15-11:45 at the Church of Hope - red barn located at the Corner of Rt 85 & Rt 66.  All are welcome, no forms to fill out.  Please bring your own bags.

2023 Maple Festival preparations are underway.  This year's event will be held on Saturday and Sunday, March 18th and March 19th from 10:00 a.m. to 4:00 p.m.
