Seats Still Remaining: HOME-ARP Allocation Plan Virtual Problem-Solving Clinics: One-on-One Technical Assistance

Registration for the clinic scheduled on February 21, 2023 will be closing on February 16, 2023 at 11:59 PM EST.

HUD’s Office of Affordable Housing Programs (OAHP) is sponsoring additional HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) Allocation Plan Virtual Problem-Solving Clinics for Participating Jurisdictions (PJs) to guide the development and successful submission of compliant HOME-ARP allocation plans by the deadline, March 31, 2023. Register today!

The one-on-one technical assistance (TA) problem-solving clinics are structured to offer individual appointments at four available meeting times, each beginning on the hour. Registrants will provide their availability to meet with a TA provider on their chosen day and will be scheduled for a 45-minute session.

During these clinics, attendees will meet with HOME-ARP subject matter experts to support completions of their HOME-ARP allocation plans. As needed, these meetings will address challenges and answer questions related to the following:

  • HOME-ARP allocation plan required elements
  • How to use the optional Allocation Plan Template
  • Proper and adequate consultation with the organizations required by the Notice
  • Tips for expanding public participation
  • How to evaluate the size and composition of the qualifying populations and assess unmet needs
  • How to establish permissible preferences that meet state or local needs
  • How to assess capacity to administer the HOME-ARP grant
  • How to determine eligible activities to fund based on the capacity assessment and responsibility to manage implementation of the HOME-ARP grant
  • Common issues found in HOME-ARP allocation plans

To foster a productive conversation, PJs should provide a copy of their draft allocation plan in advance of the appointment. The assigned subject matter expert will review the draft plan to prepare for the discussion.

Training Objectives

Upon completion of these clinics, attendees will be able to:

  • Understand how to complete the required elements of the HOME-ARP allocation plan for submission by the deadline
  • Understand best practices for developing a HOME-ARP allocation plan to meet pressing local housing needs

Who Should Attend?

Registration is open to all PJs who are in the process of drafting and developing their HOME-ARP allocation plans or a substantial amendment to their plan.

Schedule and Registration

PJ staff should coordinate internally to designate one individual to register and receive clinic-related communication behalf of the PJ. Multiple representatives from the PJ can attend the appointment at the scheduled time.
