PVO bill in its current form if signed into law is likely to severely restrict civil space and the right to freedom of association: UN experts


United Nations experts have urged President Emmerson Mnangagwa not to sign into law the controversial Private Voluntary Organisations (PVO) Amendment Bill, warning the legislation in its current form “severely restricts civil space and the right to freedom of association in the country.


The Private Voluntary Organisations (PVOs) Amendment Bill has been roundly condemned by opposition parties and civic groups. The PVO Bill is viewed as a mechanism to stifle the operations of non-governmental organisations (NGOs).


Last week the Senate approved the Private Voluntary Organisations (PVO) bill and now the bill awaits the presidential assent before it becomes law.


In a statement on Tuesday, the UN experts stated that “It’s not too late for the president to change course, We stand ready to assist the government to revise the Amendment Bill to ensure compliance with international human rights norms and standards.”


They expressed deep concern that the oversight regime in the PVO bill provides for disproportionate and discretionary powers to the newly-established Office of the Registrar of PVOs, without independence from the executive branch.

President urges Zanu PF to welcome returnees from opposition parties


President Emmerson Mnangagwa has urged Zanu PF party members to welcome returnees from opposition political parties. He also encouraged his party, Zanu Pf to wrest local authority and parliamentary seats from the opposition.


Speaking with the new party members at the Harare International Conference Centre on Saturday, President Mnangagwa said the returnees from opposition political parties have a role in building our nation and the party as a whole.

ZRP investigating Alleged Political Violence incident which occurred in Gokwe.


Police have launched investigations into alleged political violence incidents which occurred in Gokwe and Chivi over the weekend. It was alleged that some members of Zanu PF were attacked and seriously injured by suspected Citizens Coalition For Change supporters.


In a statement National police spokesperson Assistant Commissioner Paul Nyathi said “The ZRP confirms that investigations are being conducted in connection with the political violence incident which occurred at Nembudziya Government School grounds on February 12, 2023. One suspect has been arrested as the investigations continue. The ZRP is also investigating the circumstances which led to public violence during a Citizens Coalition for Change rally at Chivi open grounds in Masvingo Province on 12 February 2023. More details will be released in due course."

Government cognisant of the complementary role being played by Development partners


Outlining the Executive's agenda at the official opening of the first session of the 2023 Cabinet, the President said that Cabinet this year will have the onerous task of balancing the socio-economic development of the country and the upcoming harmonised elections to ensure continuity of the gains made by the Second Republic so far.


In a statement the President stated that “Government was cognisant of the complementary role played by development partners, civil society organisations and non-governmental organisations in supporting Government programmes. As they do so, they must observe the rule of law and act within the laws of our country. Recently, bold steps were taken to enforce the law. Non-compliant entities and those that have deviated from their original approved mandates risk deregistration. No entity is above the law."
