Legislative Request and The AED Letter To CHW Community 

Hello CHW Peers and Supporters,

It is Our Time! This is the Season For CHW Advancement!

It has been a long time coming, but we have arrived. Community Health Workers are gaining public attention, and now is the time to show that there is more strength in numbers. Unity is the agent of change for our community! We need your voice to secure our profession and advance the CHW workforce.

The U.S. is experiencing a severe shortage of healthcare professionals, especially in rural and underserved communities. In 2019, the United States had 20,000 fewer doctors than required to meet the country’s healthcare needs; that gap could grow as high as 124,000 by 2034. Each year through 2031, on average, there will be more than 203,000 job openings for registered nurses. Rural regions are particularly impacted by shortages: 20% of Americans live in rural areas, but only one-tenth of physicians practice in rural areas. These shortages have been exacerbated by recruitment challenges and provider burnout during the COVID-19 pandemic. These significant health statuses and access-to-care issues face communities across Minnesota and the United States.

As CHWs, we can assist in addressing many of these issues from a community-centered approach; however, our presence in the Minnesota and US health system is fragmented, and our potential contributions are poorly understood by many. To strengthen the position of CHWs, as frontline members of the public health workforce and uniquely position our role to address health care access, quality, cost, and disparities, comprehensive policy and practice changes are needed at all levels. These changes will allow CHWs to contribute fully and most effectively to health improvements across our state and nation.

The American Rescue Plan’s historic investment of over $12 billion ( about $37 per person in the US) in community health and outreach workers is among the largest one-time infusions of resources in history; this figure does not include the billions invested in the workforce for home and community-based services. These investments are helping respond to the COVID-19 pandemic, address long-standing inequities, and build capacity for the future. These investments include recruiting, training, and supporting healthcare professionals. These surging resources to state and local public health departments help address America’s mental health and substance use crisis. CHWs are well qualified to provide services to fit the needs of these communities.

Locally, Governor Tim Walz has included a line item dedicating $ 971,100 in funding for the development of CHW Strategies in the MN supplemental budget this legislative session. If this Bill is passed, it would highlight the CHW workforce, move the CHW profession toward an integrated workforce and strengthen our voice across the state of MN and ensure that our Guiding principle, Nothing About Us.....Without Us! Is left behind.

This is a Call-to-Action Request!

The MN CHW Alliance is requesting you to contact and connect with your MN State representatives and elected officials to support the CHW Profession. The Alliance has created a streamlined process to guide you in reaching out. The Alliance also provides all virtual links, handouts, and letter templates that you can customize to fit your needs.

Governor Included Funding for CHWs in Minnesota Supplemental Budget
Governor Tim Walz has included a line item dedicating $971,000 in funding for CHW strategies in the Minnesota Supplemental Budget this legislative session. Please feel free to share this CHW Awareness Flier and the Community Health Workers Fact Sheet from the Minnesota Department of Health. Thank you, Governor Walz, for your support of CHWs.
Legislative Request of Community Health Workers and CHW Supporters

The Community Health Worker (CHW) Legislative Action Committee (LAC) is asking CHWs and CHW supporters to reach out to your state representatives and senators to request that CHW strategies are included in the Minnesota State budget. The Governor has included a line item dedicating $971,000 in funding for CHW strategies in the Minnesota Supplemental Budget.

We ask you to support us in the following ways:

1. Become familiar with the CHW Awareness Flier and the Community Health Workers Fact Sheet, the Governor’s request to include CHWs in the state supplemental budget. The Fact sheet is from MDH.

2. Send two emails - one to your State Representative and one to your State Senator asking them to support the CHW line item in the supplemental budget.

How to do this:

● To find out who represents you and their email address, here:

Type in your full address on the left side of the page. Contact the top two people: your Minnesota State House Representative and your Minnesota Senator in St. Paul. You can click on the “Contact” square next to their name.
(Note: This is Minnesota State legislation, so we do not need to contact our Reps and Senators in Washington, DC)

● If you know your Representative and Your Senator, you can use these lists to find their email address

● Personalize this General Letter of Support for CHW Budget template in the body of your email.

You can share the CHW Awareness Flier and the Community Health Workers Fact Sheet with your representative and senator. The Fact sheet is from MDH, and it can be sent with letters to representatives and senators. It tells them MDH is asking for this budget item.

3. Ask CHWs and CHW supporters in your network to complete activities 1 and 2 above.

4. Ask your organization to send an email or letter of support to the chairs of the House Health Finance & Policy Committee, Representative Liebling, and the Senate Health and Human Services Committee, Senator Wiklund.

5. Offer testimony. We are seeking a list of CHWs, clients, and employers willing to provide testimony at the bill’s hearing: CHWs, supervisors, employers, payers, providers, patients, and their families.

● Are you willing to testify?

● Are you willing to ask a client to join you in testifying and to tell their story of how you helped them?

● Will you ask your supervisor or someone from your organization who can speak to the effectiveness of CHWs be willing to testify?
● We provide a Guidance & Sample Script template for people testifying to use. This can be personalized. Be ready to share a story that illustrates the importance of a CHW. Testimony is limited to 2 to 3 minutes.

6. Talk about this issue on social media. Let people know to support CHW and the line item in the supplemental budget.
