Wellington Awarded "Safe Streets and Roads for All" Grant
& Complete Streets Community Award

The food trucks and concerts continue behind the Village Park gymnasium and have moved to select Saturday nights and Sunday afternoons.

The Lakeside Market will be held on Friday nights from 5:00 pm to 9:00 pm on the Lake Wellington waterfront through February 24th.

The Food Truck series will continue to be held every Thursday evening on the Promenade from 5:00 pm to 9:00 pm with live entertainment. This event will continue every Thursday until Phase II of the Town Center is complete.

The opening night for Soccer took place on Monday, February 13th with the first games beginning at 5:30pm.

Swim lesson registrations began on Tuesday, February 14th.

The South Florida Water Management District Softball Tournament was held on Saturday, February 18th at Village Park on fields 22-24.

The Village Park gymnasium will be closed on Monday, February 20th in observance of President's Day.  Village Park will be open from 12:00 noon to 10:00 pm due to the Strides for Hope 5k taking place in the morning.  The Tennis Center and all other parks will be open for normal business hours.  

The Charlotte Hans makeup tournament will be held on Saturday, February 25th from 8am to 3pm.  

The SR1 Volleyball Tournament (Greenbriar Park rental event) will be held on Saturday, February 25th.

The WCFL combine will be held at Village Park on Saturday, February 25th from 8am to 12pm. 

The Wellington Spring Baseball Tournament will be held Friday, March 3rd through Sunday, March 5th at Olympia Park and Village Park.  Hours are Friday, March 3rd from 6pm to 10pm; Saturday and Sunday, March 4th and 5th from 8am to 8pm.

The March Madness Basketball Tournament will be held on Saturday and Sunday, March 4th and 5th at Village Park and other gymnasiums around Wellington. 

Summer camp registration will begin on Monday, March 6th.  The camp will run weekly beginning on May 30th through August 4th.  Camp ages range from 5 to 15 and the time runs from 8am to 6pm daily.

Planning/Programs/Events:

Wellington Elementary Tutoring Program: This program took place on Monday, February 13th through Thursday, February 16th.  The program provides assistance via transportation for 28 students from Wellington Elementary to the Boys and Girls Club. Students will participate in one of two tutoring groups; 3:30 – 4:30pm or 4:30 – 5:30pm. The certified teachers and staff will assist the students with their math and reading needs.
 
Boys and Girls Club Tutoring: This program resumed this week on Monday, February 13th through Thursday, February 16th.  Staff selected 10 students per group and two total groups per day.  Nearly eighty (80) students were provided with homework assistance/tutoring this week. 

Senior Valentines Day Party:  On Tuesday, February 14th community services staff assisted with this event at the Wellington Community Center. Guests were provided a Valentines Day lunch, entertainment, and flowers for this senior community event.
 
Tom Atkins Civics 101:  On Tuesday, February 14th staff hosted Palm Beach Central High School’s Civics 101 at the Community Center. This is the first Civics session in 2023 and began the Project Vision Workshop for the new group of civic students.

Super Fridays:  On Friday, February 17th staff visited the local neighborhoods to engage youth and build relationships within our community, and inform the public of programs the Village has to offer. We will be visiting the Goldenrod neighborhood to engage youth with games and activities.

Equestrian Aid Foundation 5k:  A 5k run walk to benefit the Equestrian Aid Foundation’s “Strides for Hope” will take place on Monday, February 20th at 8:00am at Village Park.  This is a co-sponsored event.  The Equestrian Aid Foundation provides emergency financial grants to members of the equestrian community throughout the United States who are struggling to overcome catastrophic illness, injury, or other unforeseen crises.   Since 1996, the Equestrian Aid Foundation has provided over $3.2 million in grant support to the equestrian communities throughout the United States.  Interested participants can sign up at:

PBSO Day for Autism:  PBSO’s “A Day for Autism” will return on February 26th from 10am-1pm at Village Park.  This event is made possible through a collaboration with the Village of Wellington, PBSO and the FAU Center for Autism & Related Disabilities.  The event will feature local vendors (who provide services to the autistic community) as well as touch-a-truck, a petting zoo, a train ride, and more.  PBSO’s mission for the event is to encourage families with autistic children to interact and not be fearful of local law enforcement.  Interaction opportunities include: K9 and mounted patrols, ATV/motor vehicles, the 911 bus, and fire rescue.  Free lunch will be provided by Bolay.  Interested participants can register through Eventbrite.
 
Buck Off Challenge:  The Village of Wellington and the Southeast Florida Honor Flight will be hosting the “Buck Off Challenge” event on the back patio of the Wellington Community Center on Sunday, February 26th from 5:00pm- 9:00pm.  This 4-person team competition will raise funds and awareness for the Southeast Florida Honor Flight, a non-profit organization, whose mission is to fly local veterans of the World War II, Korean and Vietnam wars to Washington, D.C. to visit the memorials honoring their service and sacrifices. Mechanical bull riding practice will begin at 5:00pm, with the official competition beginning at 6:00pm.  Costumes are encouraged, but not mandatory.

Let’s Move Campaign Kick-Off Event:  The Village of Wellington will host the kickoff to the 2023 “Let’s Move” Campaign on Wednesday, March 1st on the Promenade behind the Community Center from 3pm-5pm. As the 2022 winning participant, Wellington was asked to host the kick-off event.  Digital Vibez, who once again has partnered with Palm Health Foundation to lead this initiative, will be onsite to lead movement and dancing from the crowd.  Youth from the Boys and Girls Club and the public are invited to participate.  The “Let’s Move Commit to Change Physical Activity Challenge” Campaign returns March 1st through 31st. Throughout the month of March, staff will be collecting hours of physical activities submitted from recreation teams, sports providers, and virtual programming to go towards the Village of Wellington total submitted hours. Individuals can also sign up and enter their time, under The Village of Wellington team on the www.LetsMovePBC.org website.  The “Let’s Move Commit to Change Physical Activity Challenge” is a county-wide initiative that focuses on physical activity, nutrition and health behaviors.  Wellington is proud to be the reining winner and to once again join in this endeavor for the month of March.
 
Pop-Up Beer Gardens:  The Village will host a three (3) day German-style Biergarten event featuring Hofbrauhas Bier from Munchen.  In addition, German beer, US craft beer and cider, along with sausage, pretzels, and other German themed foods will be available for purchase. Traditional music and stein-hoisting contests will round out the free, family friendly experience. This session of the Pop-Up Beer Garden will feature multiple food trucks on the Promenade on Friday and Saturday, in addition to the regularly scheduled Thursday Night Food Truck Invasion.  The Beer Garden will be held at Town Center in the green space next to the Montauk side of the Community Center property.

Wellington Rotary Family Autofest:  The Wellington Rotary Club will continue to host the “Wellington Family AutoFest” at Village Park on March 12th from 9:30am-12:30pm. This event is designed for families and car enthusiasts.  All types of vehicles will be on display including cars, trucks, motorcycles, recreational vehicles and golf carts.    Family and group outings are encouraged, and food and beverages will be available. This free event will include all the park amenities, including the nature preserve, trails and more.  Show vehicles are $20 per vehicle for the judged competition and $10 per vehicle for general show vehicles. For non-show vehicles, the premium parking area for family and group outings costs $10 per vehicle. All profits go to charity, including backpacks and school supplies for more than 600 children. Double spaces are available for early birds with paid admission.  Free parking is available for spectators. Sponsorships are also available, as is vendor and exhibition space.  The Events will take place once per month, throughout the year, on the following scheduled dates:

Bacon and Bourbon- Rental:  The Annual Bacon and Bourbon event returns to the Promenade on March 25th (from 11:00am-9:00pm) and March 26th (from 11:00am-6:00pm).  This rental will feature 30+ unique bourbons and whiskeys along with bacon-paired foods as well as vendors and acoustic musical entertainment.   Wellington will host the VIP area in the Grand Ballroom on Saturday and Sunday from 12pm-2pm.  Light horsd’oeurvres and refreshments will be available.
 
Mobile Camera Trailer:  Deployed at intersection of Wellington Trace and Primrose Lane (at new round-a-bout).  
 
Mobile PBSO Radar Trailer:  Deployed at the 12th Fairway.

Mobile Speed Tracker:  In response to a resident complaint, the mobile speed tracker was deployed near 14471 Equestrian Way (posted speed limit is 25mph).  Data results are as follows:

Detective Bureau:  Investigating Multiple Cases.  See Below for New Cases Reported in the Last Week:  
  • E. Polo Lake Drive (Grand Theft) - *Arrest* - An arrest was made on a previously reported case that involved a victim whose gold bracelet (valued at $2000) was stolen.  The suspect confessed and the case was cleared by arrest.
  • Isles of Wellington - Detective agents are working on multiple investigations related to stolen vehicles and vehicle burglaries generated last week.
Golf Carts:  Four (4) Incidents Reported Last Week.
  • 2/13/23 - South Road - Traffic stop conducted and cleared with a verbal warning.
  • 2/15/23 - Palm Beach Point - Three (3) traffic stops conducted and all cleared with verbal warnings.  
Residential Burglary:  Two (2) Incidents Reported Last Week.
  • 2/13/23 - Emerald Forest - Unknown suspect(s) entered the victim's back screened patio and took their canoe stored in the patio area, leaving it in the driveway.  Case is under investigation.
  • 2/13/23 - Emerald Forest - Unknown suspect(s) removed the screen from a side window and shattered the glass to make entry into the residence.  Fingerprint and footprint found in one of the bathrooms.  Ring camera footage was also available.  Case is under investigation.
Vandalism:  Two (2) Incidents Reported Last Week.
  • 2/13/23 - Arissa Place - Unknown suspect(s) wrote "FUKU" on the victims truck.  No witnesses.
  • 2/16/23 - Sugar Pond Manor (Wellington Trace) - Suspect known to victim broke the victim's dishes and took a paintball gun to the victim's living room causing $600 worth of damage.  Suspect was located, confessed and was arrested.  Case cleared by arrest.
Vehicle Stolen:  Six (6) Stolen Vehicles Reported Last Week.
  • 2/16/23, Isles of Wellington - Three out of the six incidents occurred in the Isles community.  All are under investigation:
    • Windward Cove Lane - *Vehicle Recovered*
    • S. Breeze Place - *Vehicle Recovered*
    • Island Reef Drive - Vehicle still outstanding.
  • 2/18/23 - 2/18/23, Lake Point - Unknown suspect(s) were seen on camera footage driving away with the victim's vehicle.  *Vehicle Recovered* (Case related to Boynton Beach PD case 23-2573).  Under investigation.
  • 2/17/23 - 2/18/23, Emerald Forest - Unknown suspect(s) possible used keys that were left in the victim's girlfriend's vehicle to steal his locked vehicle.  A loaded handgun was also in the vehicle.  *Vehicle Recovered* (Case related to Boynton Beach PD case 23-2573).  Under investigation.
  • 2/18/23 - 2/19/23, Equestrian Sports Complex - Unknown suspect(s) stole a golf cart left in the parking lot of the complex.  No cameras or witnesses found.  Under investigation.
Vehicle Burglary:  Ten (10) Incidents Reported Last Week.  
  • 2/16/23, Isles at Wellington - Five out of the ten incidents occurred in the Isles community.  All vehicles were left unlocked with items of value inside including purses, sunglasses, handguns, backpacks and electronics.  One vehicle had an expensive piece of sports memorabilia (valued at $200,000) stolen.  These incidents are under investigation.
  • 2/16/23 - 2/17/23, The Quaye - Unknown suspect(s) used a blunt tool to break the rear window of the victim's vehicle.  Suspect damaged the ignition and steering column.  Case is under investigation.
  • 2/17/23, Pierson Road (Equestrian Sports Production) - Unknown suspect(s) entered the victim's unlocked vehicle and stole checks and a wallet containing credit cards and a New York driver's license.  Case is under investigation.
  • 2/17/23 - 2/18/23, Sugar Pond Manor (Lily Court) - Unknown suspect(s) entered the victim's unlocked vehicle and rummaged through the wife's purse and stole a credit card.  Case is under investigation.
  • 2/18/23, Emerald Forest - Unknown suspect(s) were seen entering the victim's unlocked SUV and stole the keys to the victim's boyfriend's vehicle.
  • 2/19/23, Fortune Way - Unknown suspect(s) were seen on Ring camera footage entering the victim's unlocked work van.  Suspect went through the glove box but nothing was taken.  
Planning & Zoning
St. Peter’s Church:   A Community Event Permit for their annual Spring Fair, April 1, 2023, from 10am to 2pm, was issued.
 
Saddle Shops:  A Minor Site Plan Amendment for the property was submitted to add outdoor seating for the restaurant and to include location and area of artificial turf that was installed without an Engineering Permit. There is currently a code compliance case regarding artificial turf on this property.
 
Pergolas:   Over the last few years there have been a number of permits submitted for pergolas with a variety of roof types; solid, slated, and flat roofs. The Land Development Regulations (LDR) address similar accessory structures, however, clarification for pergolas was needed. A PZB policy was created that provides direction for reviewing these types of permit requests. These permits will continue to be monitored to determine whether an LDR amendment is needed to further address these structures.
 
Code Compliance
Gracida Street Clearing:   A complaint was received that heavy equipment work is being done on a work site off Gracida Street before 7:00am.  First inspection found that they were working before 7:00am.  The Construction company was contacted and advised of Wellington Code.  Follow up inspections all week found that they are now in compliance. 
 
Parking Complaints – Update:  Code received complaints about parking in the swale, blocking sidewalks, and on the street in the areas of Equestrian Walk and Lynton Circle.   Pamphlets were left on vehicles, warning tickets were written by code officers, and code officers spoke with the residents, but they continue to violate the parking code/ordinances.   Public works went out and placed A-frame signs in Equestrian Walk to encourage residents to follow the rules.  All the signs were picked up and placed in a pile at the entrance of the community.  Public works went back out and placed the signs in the community again.  PBSO was notified to monitor the signs for the person/persons responsible for picking up the signs.  Code officers and PBSO deputies will monitor the area and issue tickets if necessary. Checks were completed daily in Equestrian Walk and I am happy to report that the residents are following the rules as we found no violations.   Code officers also went every morning for a week on Lynton Circle and left parking pamphlets on vehicles that were in violation of Wellington parking code.  There have had no new complaints.   
 
Strategic Planning
Neighborly – Grant Software:  Meeting with the Neighborly Implementation team on February 21st for the Kickoff meeting. It will take 6-8 weeks for the onboarding process and once completed the Community Development Block Grant and Hometown Repairs Project applications will be opened to the public to utilize the new application system.  
 
Grant Outreach:  On February 21st, a presentation on Wellington’s grant programs will be provided during the Senior Luncheon at the Wellington Community Center.
 
SHIP:  Request for Quotes (RFQ)s to solicit bids for three Owner-occupied Rehabilitation Program applicants have been published. The pre-submittal meetings are scheduled for February 23rd. The remaining two awarded applicants will be scheduled for a later date.
 
TPA Grants:  Two PBC Transportation Planning Agency (TPA) grant applications were submitted – Wellington Trace Complete Streets project and C-8 Canal from Stribling to Lake Worth Road. The TPA will evaluate eligibility with anticipation to announce awards in April.
 
Bicycle Friendly Community Application:  An application was submitted to the League of American Bicyclists to evaluate and award Wellington a Bicycle Friendly Community designation. The designation will further our planning and construction efforts to advance transportation initiatives and leverage our ability to receive future grant dollars.
 
Neighborhood Watch: The Lakeside Shores neighborhood watch group meeting was held on February 15th at the Wellington Community Center. During this meeting, residents were reminded to lock their vehicles and not to leave any valuables in their vehicles. Information on how to access the One Wellington App was also shared. The residents in the community asked a few questions of PBSO relating to the helicopters flying over their neighborhood in the past week.  On February 15th, the Public Safety meeting was recorded with Village and PBSO staff.   This meeting was held as a way of keeping the watch groups engaged in-between their scheduled watch group meetings. The meeting recording was made into a link and sent out to the watch captains to share with each of their groups.

OPERATIONS HIGHLIGHTS
  • Current meter No Reads are 1,062 (1,109 in the prior week) and are continuing a downward trend as field replacements translate into reduced No Reads.  We are awaiting further inventory for additional endpoint replacements which are taking longer than anticipated due to supply chain bottlenecks.                 
  • WTP demands are significantly below where they were this time last year

CIP PROJECT HIGHLIGHTS
  • The following projects are in active state of construction. Major weekly milestones are as follows:
    • Wharton Smith - WTP R & R Project –Countertop installation complete and all pending materials have been delivered. Contractor working on cleaning and permit closeout.  
    • Booster Station and HSP Improvements Phase 1—Wharton working on lighting installation, pending material delivery.  
    • Train 8 Expansion—No work planned for this week. Aerex is waiting on materials.
    • Rambling Road Raw Water Main/Drainage conflict—Contractor is working on material procurement.   
    • Florida Design Contractors-- HPP8 and Post Treatment Improvement Project –This project is substantially complete. Punch list walk-thru completed. Revised punch list sent last week. Contractor to submit schedule of remaining work items.
    • Hinterland - Lift Station Phase II Rehab-- This project is substantially complete. Repaired hatches are being installed. Project will be complete pending a satisfactory inspection on hatch repair.       
    • Well Rehab Phase 4—On hold until Wharton completes pipe upgrades on Well 9. 
    • Emergency Power and PLC Improvement Project—Work on west and south duct bank installation continues.  
    • WRF Filter dosing building roof—Building permit submittals are underway.
    • WTP Chemical Improvements Antiscalant –Final walk thru complete. Contractor working punch list items.
    • Well VFD—Wharton-Smith working on Well 9 pipe upgrades.

Construction Projects 

Town Center:
Phase 2 of the project continues.  The contractor has completed the portion of Town Center Drive that services the Community Center and it is now open to the public.  The contractor has now focused all of their resources on completing the amphitheater and gateway plaza.  Scott's Place, the Amphitheater and the Phase II construction area remain closed.  The target dates for substantial and final completion have been moved back to April 24, 2023 and May 23, 2023 respectively.  
Aero Club Bicycle Lane Striping:
Construction began on February 1st and is 90% completed.  We are currently in the process of installing Bike Lane signage.  All striping has been substantially completed.  Procurement Phase through January 2023; Construction Phase through February 2023.  

Acme Culvert 130 Refurbishment: 
This project has been postponed until May 1, 2023 at the request of the Palm Beach Polo POA.  Periodic lane closures are expected during the project and will be coordinated with the POA.   Once started, this project is expected to take approximately 90 days to complete and will repair a failing culvert located at the intersection of Polo Club Drive and the C-7 Canal.

Wellington Trace & Primrose Lane Traffic Calming: 
This project includes the addition of a Mini Round-a-bout at the intersection of Primrose Lane and Wellington Trace.  Construction began on January 31st and is expected to take four (4) weeks to complete.  Periodic lane closures are expected.  Latest construction photos are below:
Studies
Aquatics Center Site Location:
The purpose of this study is to select a suitable location for a new Aquatics Facility.  Engineering/Planning/Parks & Rec staff are currently working with the selected consultant for the Project (OLC) to prepare the study.  A second coordination meeting was held with the consultant on February 10th to finalize the site locations and develop final presentation materials for presentation to Village Council.  Council presentation tentatively scheduled for March 13th.

Acme Stormwater Modeling:
Staff is working in coordination with Mock Roos to develop an updated stormwater model utilizing the latest version of the ICPR (Inter-Connected Pond Routing) software.  The final report was received on February 9th.  
Design Projects

Big Blue Trace Landscaping and Traffic Calming (South Shore Blvd. to Paddock):
This project includes the installation of traffic calming features, landscaping, and irrigation along Big Blue Trace between South Shore Boulevard and Paddock Drive.  Engineering has received the 60% drawings from Kimley Horn and they are currently being reviewed by staff.  100% design plans and cost estimates are scheduled to be completed by March 31st.  We anticipate the Procurement Phase between April 2023 and June 2023 and Construction Phase between July 2023 and October 2023.
Status:  Design phase. 
 
Olympia Park Tennis/Basketball Refurbishment Project:
This project includes resurfacing of the existing tennis and basketball courts.   Management has decided to scale back the scope of this project to include mill and resurfacing of the existing facilities, drainage improvements and fence replacement.  These improvements will be facilitated through annual contracts and in-house project management.  Staff anticipates that this will dramatically reduce the cost of the project.  Procurement phase is expected to continue through March 2023 (obtain quotes from annual contractors), with Construction Phase in May 2023 to August 2023 (during summer break).   This project is tentatively scheduled for the March 13th Agenda Review and March 14th Council meeting.
Status: Procurement Phase.

Public Works Storage Building: 
This project will facilitate the storage needs for the Public Works Department, with the anticipated demolition of the Old Boys and Girls Club at the South Shore Community Park.  The proposed building will be a 10,000sf pre-fabricated structure.  The Engineering department is currently working on a performance specification and site plan for the building at the Public Works Facility.  The Engineering Department has completed 90% design plans for this effort to date.  Burkhardt has provided a pre-construction services proposal for preparation of a GMP based on plans produced by in-house staff.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.  The Pre-Construction Services are tentatively scheduled for the February 16th Agenda Review and February 21st Council meeting.
Status:  Design phase. 

Greenbriar Park Restrooms: 
This project consists of a new restroom building at the Greenbriar Park Facility.  The current facility has reached its useful life and is in disrepair.  The current facility is also on septic drainfield facilities.  This project will also include permanent sanitary sewer facilities, which the current facility does not have.  The Engineering Department has completed 60% design plans for this effort to date.  Design phase anticipated through September 2023 with Procurement/Construction Phase in FY 2024.  
Status:  Design phase. 
 
Greenbriar Park Disc Golf Study: 
An email was received from Jake Hampu on January 20th stating that they were still working on the conceptual design for the project and were working toward getting the design completed in February.  This project consists of a nine-hole disc (Frisbee) golf facility to be incorporated into Greenbriar Park.  The engineering department will be working directly with Jake Hampu, Founder of the Unified Dream Organization to prepare a conceptual disc golf course layout within the open field area of Greenbriar Park. 
Status:  Conceptual Design Phase/On Hold. 
 
ACME Big Blue Preserve Pump Station: 
This project consists of the refurbishment of the pump station for the Big Blue Cypress Preserve.  Engineering is coordinating with public works to move the existing pump station into ACME right of way.  The pump station currently lies within an easement, outside of the ACME right of way.  The project cost is approximately $145,000 and is scheduled to appear before Council in February 2023 for approval.    Construction phase anticipated in February-April 2023.  This project was approved at the February 21st Council meeting.

C-2 Multi-Purpose Pathway: 
This project consist of the construction of a 10ft wide pathway along the C-2 Canal, between Greenview Shores Boulevard and Bent Creek Road.  Engineering has received the survey for this project and will commence the design in FY2023. Public Outreach/Design Phase through September 2026; Procurement/Construction Phase in FY 2027.
Status:  Design phase. 

C-8 Multi-Purpose Pathway (North of Stribling): 
This project consists of the construction of a 10ft wide pathway along the C-8 Canal, between Stribling Way and Forest Hill Boulevard.  Engineering has received the survey for this project and will commence the design in FY2023.  Public Outreach/Design Phase through September 2024; Procurement/Construction Phase in FY 2025.

Greenview Shores Bike Lanes:
This project includes the addition of traffic calming features and bicycle lanes along Greenview Shores Boulevard between Binks Forest Drive and Wellington Trace.  Design has commenced in-house so that we can make our preliminary phase submittal deadline of April 4th.  We have entered into negotiations with Mock Roos for the design of the roadway.  They have provided a proposal and appear to be within budget.  Staff will likely recommend executing the proposal for Design Services.  Public Outreach/Design Phase through August 2024; Procurement/Construction Phase in FY 2025.  LAP Submittal Schedule:

Wellington Trace/Big Blue Trace: 
This project includes the addition of permissive only left turn lane arrows along the Wellington Trace approaches to Big Blue Trace (N/S).  This project also includes the extension of the southbound left turn lane to accommodate the additional vehicle storage needed for the protected turn movement.  Engineering has obtained quotes from PBC Traffic to modify the signal heads to protected left turns.  We are now working on finalizing the cost for the extension of the westbound (SW bound) left turn lane to accommodate the additional queuing that is projected due to the permissive only turn lanes.  Design/Coordination Phase through May 2023; Procurement/Construction Phase June 2023-July 2023.

Appaloosa Bridle Trail Drainage Improvements: 
This project consists of drainage improvements for the public Bridle Trail between Appaloosa Trail and Greenbriar Boulevard within the Saddle Trail South Subdivision.  Engineering has obtained quotes from Ferreira, D.S. Eakins and Wynn & Sons.  Based on the quotes received, staff will be recommending to proceed with D.S. Eakins.  Procurement Phase through April 2023; Construction Phase May 2023-July 2023.  
Status:  Procurement Phase. 

Welcome Sign / Southern Blvd.: 
This project consists of adding a “Welcome to Wellington” sign on the NW corner of the Municipal Boundary, which is generally at the Flying Cow/Southern Boulevard intersection.  An AT was transmitted on 08/23/2022 regarding the specifics for this project.  Engineering is currently working through permitting the sign with FDOT.   Permit Phase through April 2023; Construction Phase in May 2023 (pending VM approval).

Section 24 Boardwalk Refurbishment: 
Engineering has completed the design plans for the refurbishment of the boardwalks within Section 24 and bid plans have been completed  These plans will be utilized to bid the project in accordance with the federal grant requirements.  Design/Permit Phase through April 2023; Construction Phase May 2023-July 2023.

Boys & Girls Club Fabric Canopies:

This project consists of the installation of exterior shade sails adjacent to the play area.  Grant review is currently underway.  Design/Permit Phase through end of March 2023; Bid Phase April through May 2023.

ACME R&R C-9 Corridor (FPL Easement) Retention Expansion: 
This project consists of excavating and creating large retention areas beneath the FPL powerline easements along the C-9 canal corridor.  The intent of the project is to create additional surficial stormwater storage and reduce the overall flood stage within the ACME Improvement District.  Surveying services were procured in November and are ongoing.  Design service proposals were requested from Engenuity Group in early December.  Engineering is currently working with FPL to finalize the Agreement to allow for construction of these improvements within the FPL easement.  Design/Permit Phase through July 2023; Construction Phase August 2023-October 2023.  This project was approved at the February 21st Council meeting.

Moncada Property:
This project consists of expanding the Wellington Environmental Preserve area into the recently acquired Moncada property on Flying Cow Road.  SFWMD has completed their wetlands determination request and have found a small section of land that will need to be mitigated as part of the development process.  We anticipate that we will be able to mitigate these wetlands within the same property boundary. Our consultant, Mock Roos, is currently working on design plans for the property development in coordination with the Engineering Department.  Engineering is also coordinating a land clearing bid solicitation with the Purchasing Department.  Design/Permitting Phase through September 2023; Clearing and Grubbing Phase through December 2023; Procurement Phase October 2023 through March 2024; Construction Phase April 2024 through May 2025.

Traffic Studies/Issues:

Traffic Calming/Vision Zero: 
Engineering is coordinating the implementation of Vision Zero Resolution 2022-15 and the Complete Streets Resolution 2022-16.  The Village has been awarded a grant for the implementation of the "Safe Streets for All" (SS4A) action plan.  Engineering is working with Purchasing on moving forward with the procurement of this study.  

Wellington Trace / Birkdale School Zone Study:  
A school zone study was conducted at the intersection of Wellington Trace and Birkdale.  It was determined that a school zone is warranted.  This will be added to the FY2024 project list.

  • Garabar Roofing completed installation of rain gutters at PBSO Substation and Public Works.
  • Pressure cleaned and began repainting the entry walls along Lake Worth Road.
 Roads & Roadside Refuse
  • Continued backfilling sidewalk sections along Aster Avenue.
  • Setup Maintenance of Traffic (MOT) in preparation for sinkhole repairs along Wellington Trace.
  • Pressure cleaned various sidewalk sections, Village wide.
  • The sign shop continues creating signs for replacing damaged signs and various department requests, as needed.
 Surface Water Management & Preserve Maintenance
  • Cleaned debris from various canal ends and pump stations, Village wide.
  • Repaired three (3) drainage pipes in the Open Space Reserve (OSR) along Aero Club Drive.
  • Shenandoah completed drainage inspections and cleanings along Wellington Trace.
  • Marcinkoski continue swale reconstruction in the Sugar Pond neighborhood.
 Aquatics and Sport Facilities
  • Continued with daily maintenance of pool pumps at the Aquatics Center.
  • Continued with daily inspections at the Aquatics Center and Tennis Center.
  • Completed various repairs at the pool at the Aquatics Center.
  • Completed setup and breakdown for the SFWMD Softball Tournament.
  • Continued with daily athletic field mowing and maintenance on all fields, Village wide.
  • Continued turf maintenance at the Amphitheater and Patriot Memorial.
  • Vacuumed various fields at Village Park. 
 Custodial Services
  • Continued cleaning and sanitizing facilities, Village wide.

  • ITB 202302 - Landscape Maintenance Services Master Bid – Six (6) bids were received on January 19th.  Notice of Intent was issued to Black Forest DBA, Gardenscapes and Brightview Landscape Services, Inc.  Contract award consideration is scheduled to be presented at the March 14th Council meeting.       
  • RFQ 202304 - Professional Consulting Services on Continuing Contract Basis – Four (4) submittals were received on December 19th.  Presentations/interview sessions and a selection committee meeting were held on January 24th.  The Committee recommended negotiations with JLA Geosciences, Inc., Hillers Electrical Engineering, Inc. and Smith Engineering Consultants, Inc.  Contract award consideration is scheduled to be presented at the March 14th Council meeting.   
  • ITB 202309 - Purchase and Delivery of Mosquito Chemicals - Bids were due February 8th.  Three (3) submittals were received.  Purchasing and Public Works are reviewing. 
  • ITB 202310 - Annual Fourth of July Firework Display Services  - One bid was received on February 15th.  Notice of Intent was issued to Zambelli Fireworks Manufacturing Co.  Contract award consideration is scheduled to be presented at the March 14th Council meeting.  
  • ITB 202311 - Aquatic Vegetation Control Services - Bids are due February 22nd.  
  • ITB 202312 - Annual Sod Contract - Bids are due March 9th.
