| All Town Hall departments are now located at the Community Cultural Center at 50 Chapman Place. They will remain there for the duration of the Town Hall construction. The Town Clerk’s Office is located in the business trailer in front of Town Hall, to enable continued access to the vault.

| Alexander Trujillo - Public Works Director
Mayor Mike appointed Alexander Trujillo as the new Public Works Director. He brings with him three decades of experience in the industry and is a wealth of knowledge when it comes to public works operations. Prior to joining the Town of East Hartford, Mr. Trujillo enjoyed a 20-year career with the City of Hartford, and most recently, another 17 years with the Town of Avon. “It goes without saying that I’m proud to have been appointed to this position by Mayor Walsh to serve the residents of East Hartford,” said Trujillo. “The EHPW department has a dedicated group of men and women who go above and beyond every day and I hope I can continue to support them in their efforts to provide outstanding services to the residents so that they can say that East Hartford is a great place to live, work and play.”

| | Thomas Anderson -New Superintendent of Schools The East Hartford Board of Education appointed Mr. Thomas Anderson, a graduate of East Hartford Public Schools, as its new Superintendent of Schools at a special meeting on March 22, 2023. His role is effective July 1, 2023. Anderson has served most recently as Superintendent of Schools in New Bedford, MA (2018-2023; enrollment: 13,000 students) and Randolph, MA (2014-2018; enrollment: 3,100 students) public schools.

The development includes up to 2.5 million square feet of warehouse and distribution space. The first two tenants are Wayfair and Lowe's. This development will provide vital economic relief to our community in the form of jobs and fee revenue.

| | East Hartford Registrar’s of Voters Office Began Voter Canvassing
The East Hartford Registrar’s of Voters have begun a state-mandated canvassing of voters’ process. The purpose of the canvass is to verify moves within and out of town by using the National Change of Address (NCOA) system of the U.S. Postal Service. Each letter has a business reply envelope with FREE postage. By returning the enclosed canvass notice within 30 days, it will confirm their residential address. This is critical to ensure seamless voting at the polls in November.

East Hartford Greater Together Community Fund Advisory Committee is now accepting applications for committee members. The purpose of the Greater Together Community Fund is to support the East Hartford community in taking ownership around the needs in their town that will be most beneficial or have the greatest impact on town residents. The Community Fund also strives to encourage broad and inclusive civic engagement, as well as to anchor the Hartford Foundation in each town.
Diversity and inclusion of different voices on the Advisory Committee is the top goal, to choose members that fully represent the East Hartford Community. To be eligible, you must be a resident of East Hartford, at least 14 years of age and not a current elected official of East Hartford. Previous experience in community organizations or in grant-making is not needed. | |

Alumni Park (Town Green) |

Location: Alumni Park is located at 1047 Main Street and 21 Robin Terrace.
Acres: 4.43
History: Alumni Park is the former athletic fields for East Hartford High School in the early 1900’s. In 1961 the park was turned over to the Town of East Hartford from the Board of Education as part of the attempt to redevelop the downtown area as well as create local recreation opportunity for the neighborhood because it lost the majority of the Center Park to the construction of Interstate 84. The mid – 1990’s brought another renovation of the park to its current layout and the Town Green.
Neighborhood – Alumni Park, even though is the “Town Green” it’s also serves as a neighborhood pocket park. Located on the west side of Main Street, it’s amenities allow for families and individuals in the downtown area to enjoy the park. The neighborhood within the middle of Main Street, Governor Street, and Prospect Street can easily walk to the park.
Phase 1 – In 1917, East Hartford High School Opened at the current East Hartford Community Culture Center Location. Alumni Field part of the High School complex and home to the High School Athletic Programs. The fields were spread out from Main Street to Robin Terrace. In 1942, Miss Florence Frye’s biology class planted approximately 100 trees on the northern and western property. The trees, white and red pines, spruce, arbor vitae and firs where provided by State Forester Austin Hawes. In the 1954, East Hartford High School moved to it new building and Center Elementary School Opened. Phase 2 - In 1961, the Town of East Hartford sold a 75’ strip of Alumni Field, which was functioning as two active recreation areas; the center school fields and a neighborhood park as the State of Connecticut took approximately 60% of Center Park for Interstate 84 project. The project came under heavy objection from the Center School PTA and families in the neighborhood. The 75-foot strip was approved and sold to a local developer for $9,000. During this time, Parks and Recreation Summer
Program was growing and providing drop-in summer programs throughout the town in a variety of parks. Alumni Field was one of the Parks. In 1973, the Board of Education requested the Town abandon a section of Richard Street from Robin Terrace to Chapman Place. This would enlarge Alumni Field, connect it to Center Street with a “Green Space”. It never moved forward. By the 1980s the Parks and Recreation were holding summer concerts at the park as part of it “Portable Show Mobile” concert series.
Phase 3 – In 1985, Reverend William Flynn had a vision of linking Main Street to Center School, by 1995 it starts to become a reality. In 1995, two movements happened; Improve the Downtown Area and Park System. Alumni Field would benefit from both. At the front end of Alumni Field was the former ADP building. The town bought and tore the building down. At the end of the Alumni Field was 50 Chapman Place, former High School and Center School. It was about to become East Hartford Community Culture Center. By 1996, Alumni Field was starting to transform to Alumni Park. Two events help promote the park’s transformation, in August the park was christened and opened with the Podnuk Bluegrass Festival and in December the first “Tree Lighting Event” in the park, that is still held at the park every December. The next step with in the renovation of Alumni Park was led by a visionary and artist. The visionary was Robert Tubbs, his idea was a 157’ long testimony to the town’s life into 2000, the Millennium Wall. In the middle of the wall was a design by artist Dee Carnelli who worked with Robert Tubbs. “The Mill Round” structure is a pink granite, bluestone and brownstone construction utilizing elements of the town’s agriculture and manufacturing history. The wooden beans are from the Burnham and Brady Candy Complex. In 2002, the East Hartford Millennium Wall was completed. The 157’ wall contains an estimated 190 people and 40 business. With the completion of the wall, Alumni Park has become also the official Town Green of East Hartford
Amenities – Alumni Park/Town Green is extremely busy each day, each season. The Park has a basketball court, a 2 to 5 and 5 to 12 year olds playscape, walking path, lighting along the path, benches, the Mill Around, the Millennium Wall, Electric Message Board along Main Street, the Town Christmas Tree, and a gazebo and storage. The green space area and flower beds are irrigated.
Recreation Programs – Alumni Park/Town Green currently host four major events each year, the Annual Fall Fest, Juneteenth Celebration, Back to School Rally, and Annual Holiday Fest Tree Lighting. The Park is decorated throughout the Holiday Season. The park has held the Annual Sound of Summer before moving the Great River Park and in 2020, the Rotary Club 1,000,000 mask across American Rally with Senator Blumenthal and Congressman Larson spoke. The park is mostly used for passive recreation and non-organized active recreation, such as basketball.

The Town of East Hartford would like to encourage you to practice spring cleaning in recognition of Earth Day 2023, celebrated worldwide on April 22. It is a good opportunity to show how sustainable and responsible you are.
5 Steps for cleaning up your property:
Sit down and make a plan. Make a list of the rooms or outside yard areas, you need to clean. Determine which days and times you will dedicate to spring-cleaning. Find a cleaning buddy. Check what options the Town has for disposal of waste collected.
Property maintenance shows neighbors the importance of a clean community. It starts with you!
KEEP: Place the items you want to keep where they belong.
BULKY DISPOSAL: Household Hazardous Waste Collection. Find the entire 2023 schedule on the MDC website with a checklist of all the acceptable hazardous waste you can deliver.
DONATE OR GIVE AWAY: Put reusable items in a box to donate or give away to someone you know who needs them.
STORAGE: Properly pack the item you want to keep and prepare it for storage.

Vehicle Adjustments Any bills for the 2020 Grand List for motor vehicles can no longer be adjusted. If it was gone prior to October 1, 2020, we can still remove these bills.
Any bills for the 2021 Grand List have until the end of the year for adjustments. Please look at what you owe the Town and if you have one of these bills, please call us to find out how to get them adjusted while we still have the ability to do so.
Any Veteran looking for a vehicle tax exemption for the 2022 Grand List must have the form in our office by December 31, 2023.

| World Immunization Week, celebrated in the last week of April, aims to highlight the action needed to promote the use of vaccines to protect people of all ages against disease. Children need to get vaccinated to prevent diseases and is simply the best way to protect our children from these viruses and bacteria that can cause real and devastating harm. Adults need to keep their vaccinations up to date because immunity from childhood vaccines can wear off over time. You are also at risk for different diseases as an adult. Vaccination is one of the most convenient and safest preventive care measures available. Delaying vaccines only leaves larger risk of contracting a disease. The ultimate goal of World Immunization Week is for more people and their communities to be protected from vaccine-preventable diseases.
Residents are encouraged to receive any vaccines they need to stay healthy. Use CDC’s adult vaccine assessment tool to see which vaccines might be right for you. | | April is National STI Awareness Month. The goal is to educate people on sexually transmitted infections (STI). STI’s are common, yet many people might not know they’re infected because they have mild symptoms that are overlooked or have no symptoms at all. Those with an undiagnosed/ untreated STI may contribute to more transmission and cause further complications.
Here are 5 important facts about STI’s: Protection sometimes fails. There are millions of cases every year. Intercourse isn’t the only way to spread STIs. Some STIs affect fertility. STIs don’t always cause symptoms or may only cause mild symptoms. Therefore, it is possible to have an infection and not know it.

National Sexual Assault Awareness Month is a time to educate communities, individuals, and relatives about sexual assault. The theme of Sexual Assault Awareness Month 2023 is “Drawing Connections: Prevention Demands Equity.” Sexual violence affects millions of people each year in the United States. The data shows: Sexual violence is common. Sexual violence starts early. Sexual violence disproportionally affects women and ethnic minority groups.
The campaign calls on all individuals, communities, organizations, and institutions to change ourselves and the systems surrounding us. | East Hartford Parks & Rec April Camp
East Hartford Parks and Recreation is now accepting registrations for our fun-filled April Break Camp for students in grades 1-6.
Camp will be held Monday, April 10 through Friday, April 14 from 8:00 a.m. until 3:00 p.m. Participants may register for the whole week or just for a day or two; the fee is just $20 per day for East Hartford residents.
Daily camp activities include crafts, a variety of indoor/outdoor games, and time to play and socialize with friends.
Camp is held at the Goodwin Elementary School Gymnasium, 1235 Forbes St. Pre-registration is required and space is limited.
Participants should dress seasonally appropriately for outside play. Please pack snacks, lunch and a water bottle.

East Hartford Parks and Recreation is excited to announce that registration is now available for our Special Olympics Spring sports. The programs are open to special needs ages 8 and up. Returning and new athletes can now register online at www.ehparks.org. Special Olympics Swimming will be taking place on Saturday mornings. Practices will be held at E.H Middle School Pool, on Saturdays, April 15 – May 27 from 8:45 – 9:45am. The fee is $50 for residents or $60 for non-residents. Summer Games swim meet will be the first weekend in June. Special Olympics Swimming will take place on Saturday mornings. Practices will be held at E.H Middle School Track & Field, on Saturdays April 15 – June 3, from 10:30am – 12:00pm. The fee is $55 for residents or $65 non – residents. East Hartford Parks and Recreation is excited to announce that we have more Teen & Adult Social Club scheduled hang outs.
There are a variety of activities held through May 12. The club is for participants with special needs, ages 13 & up.
Our experienced staff will provide supervisor at the activities, in addition to assisting group interaction and fostering positive behaviors. Staff are trained in the field of special education and are able to provide the necessary skills to facilitate the program. Prices and times vary based upon the designated activity.

| | Survey on Perception of Risk /Harm from Marijuana & Vaping The Town of East Hartford Department of Youth Services and the East Hartford Local Prevention Council are launching a survey to understand residents’ perception of the risk of harm to youth (ages 12-18) from marijuana & vaping. The survey is anonymous, but the information that respondents provide will help East Hartford’s Youth Services & the Local Prevention Council design local substance abuse prevention strategies for youth that will have the most impact. Respondents will be asked to reflect upon what they “see” in their community. No one will be mentioned by name in the results. No one completing this survey will be identifiable. Responses will be collected through April 14, 2023.

The Town of East Hartford has begun the process of awarding funds to local eligible businesses who applied to the Small Business Assistance Program in 2022.
Last year, the East Hartford Town Council allocated $3,849,919 of ARPA funds to help local businesses recover from the pandemic. As part of the ARPA-funded program, local businesses were able to apply for up to $125,000 to hire new employees, expand infrastructure, purchase equipment or renovate their façade. East Hartford received 106 applications from local businesses. Following a review of the applications to determine eligibility and prioritize needs, approved businesses are beginning to receive reimbursements for qualified expenses. East Hartford values our business community and ARPA funds have allowed us to assist local small businesses to get back on their feet following a tremendously difficult year caused by the COVID-19 pandemic,” said Mayor Mike Walsh.
Among the awarded East Hartford businesses so far are:
C-Town; grocery store; $125,000 for façade renovations and expansion of the building
Hair Obsessions LLC; salon; $18,000 for new equipment, renovations and hiring

| Message from the Fire Chief
Did you remember to change the batteries in your smoke alarms? Hopefully, you did but if not, we can help. Our Fire Marshals Office is prepared to assist residents with the installation as well as advice on smoke and carbon monoxide alarms.
Big news to report, there’s a blossoming artist among us. East Hartford’s very own Ashley Recinos from Anna Norris Elementary School was selected as the winner of 2023 Connecticut Fire Prevention Poster Contest. Ashley’s winning poster will be proudly hung at Anna Norris on Monday April 3. We are incredibly proud of Ashley being selected from among the hundreds of entries. Way to go Ashley!

Last month, the East Hartford Women’s Club recently donated $2,000 to the Fire Department. These funds will be used for the purchase of life saving smoke alarms and File of Life. Thank you for their generous contribution to better our community.
