An online workshop organised by ZERO explored the importance of the EU Emissions Trading System in addressing the negative environmental impacts of air travel and maritime transport.

PUBLICATIONS

Free allocation forms an important exemption from the EU Emissions Trading System (EU ETS). The system is advocated as an effective tool to protect carbon intensive industrial actors from the threat of carbon leakage which would harm the EU’s economy while increasing total emissions because of the exodus of production abroad. The strategy of the EU ETS is to be reformed, planning to gradually replace free allowances by the CBAM. These measures must be made sufficiently flexible for a quickly changing EU energy sector.

At a time when few would contest that climate change presents the great existential challenge of our era, it is remarkable that globally, carbon pricing remains marginal. Carbon taxes and emissions trading schemes of different sorts cover less than a 1/5 of global carbon emissions as of 2022. Nevertheless, the number has been on the rise and it is no stretch to claim that the EU with its ETS launched in 2005 has played a pivotal role in the proliferation of carbon pricing. Now, it wants to take it a step further.

This report provides an overview of the positions adopted by the EU institutions on the revision of the EU ETS. Thanks to a quantitative model developed by Climact, the authors were able to make a qualitative and a quantitative comparative assessment of the positions and provide sound recommendations for the final agreement based on robust numbers and scenarios. The first section of the report explores in detail the overall positions of the EU institutions and provides general recommendations for the revision of the EU ETS at European level.
