Latest Developments with the reforms: ACCPA Update
ACCPA provided an update about the reforms at the National Sector Support & Development Network meeting on 7 March 2023. Some key points to note :
  • DoHAC to present high level briefing about In-Home Aged Care Program Design to Cabinet this month.
  • New Assessment model to be trialled in April - June 2023, and aim is to have 20,000+ assessments undertaken.
  • Fair Work Commission - Work Value Case: implementation of interim 15% wage increase to relevant employee classifications from 30 June 2023. Government still considering funding arrangements for increase.

Preparing for CHSP 2023-24 Grant extensions
Last December, the Department of Health and Aged Care released a provider fact sheet on the CHSP 2023-24 grant extensions to commence 1 July 2023. This update includes reference to the similarities and differences in current grant arrangements and adjustments to the CHSP national unit price range. This topic was further discussed at an ACCPA webinar update on 9 February 2023 here, or see the slides presented by the DoHAC here.
New: Home Services Pricing and Agreements Guidance
The Aged Care Quality and Safety Commission has released this guidance for HCP and CHSP providers, which follows on the Quality and Safety in Home Services – 5 Key Areas of Risk guidance. It focuses on what is expected of providers in setting prices for home services and making changes to home service arrangements including home care agreements.
Building better technology for Aged Care
To support the reforms, new IT solutions are being developed to make it easier for users to access and share information. In the coming months, providers will hear more about the Government Provider Management System (GPMS), a new IT system that will allow for greater connectivity and data sharing between providers and Government. Fact Sheet here. To prepare for its introduction, providers should ensure that their admin contact details are up-to-date in the My Aged Care Service and Support Portal.
Aged Care Reform Pulse Survey
The Department of Health and Aged Care wants to hear from the aged care sector to better inform how to support the sector to implement aged care reform changes. This short survey will help gauge your level of awareness of upcoming changes and the level of support you may need to prepare and implement the changes. Take the survey here by 14 March 2023.
Strengthening provider governance through Consumer Advisory Bodies
A new webpage and video for consumers explaining the Strengthening Provider Governance reforms are now available (here). Providers are encouraged to share these resources with their workforce and consumers. They include information on the role of Consumer Advisory Bodies and how consumers can expect to participate. Guidance for providers can be found here. 
Specialisation Verification 
As of 27 February, unverified claims of delivering specialised care to diverse groups are no longer displayed on the My Aged Care (MAC) Find a Provider tool. The new rules mean that aged care providers that publicise themselves as providing a specialised service must receive independent verification to display this information on My Aged Care.
