Dress Code
  • Friday Night Memorial Mass:  Business Casual / Mass appropriate attire.
     
  • Greet, Meet, and Eat on Friday:  Casual attire.
     
  • Saturday Convention sessions: Slacks and KC shirt (or Polo/button down shirt).  No shorts.
     
  • Saturday Mass:  Suit and tie for men / dress or pants-suit for ladies.
     
  • Saturday Banquet: Suit and tie for men / dress or pants-suit for ladies

Who can be a delegate?
  • Any Third Degree in good standing can be a Voting or Alternate Delegate.  He does not need to be a Grand Knight or Past Grand Knight.
     
  • Any Third Degree Voting Delegate does not have to pay the $110 convention registration fee.

What Awards are being presented at the State Convention?
  • Best Council Chaplain
    • Nominate your Chaplain. Each council can nominate and submit their chaplain to the State Council for consideration for the State Blessed Michael McGivney Award.
    • Each state's winner will be submitted to Supreme for consideration for the International Award. The winner will be announced at the Supreme Convention.

    • Submit to State Program Director Steve Hart at Programs@LouisianaKC.org by March 31, 2023.

    • Which councils have the best programs in the State? 
    • Submit your State Service Programs Entry form to State Administrator Robert Boudreaux.
    • Nominate your council's best programs in the categories of Faith, Family, Life, and Community.

    • Nominations for a Louisiana Knight's Lifetime Achievement Award (selected by the Past State Deputies) were due February 28.
    • Each year, one Louisiana knight is recognized who has exemplified loyal service to the Church, responsible citizenship to the country and outstanding dedication to the principles of Columbianism.

Donate to provide Aid and Support After Pregnancy (ASAP)
  • At the State Convention, we will be soliciting donations from attendees, guests, councils, etc. to support pregnancy resource centers and maternity homes.
     
  • Louisiana will be competing against states/jurisdictions of approximately the same size, and the State Convention that raises the most funds will receive $1,500 from Supreme.

Registration Deadline 
  • $40 late-fee for registrations mailed after April 4.
  • Deadline to register for the Friday Night Meet and Greet is April 4.
  • Deadline to register for the Convention is April 15.
  • Deadline to sponsor the Convention is April 15.
  • Delegates must sign in by Noon on Saturday, May 6 to be on the official roll in order to vote.

Convention Delegates
  • Each council can elect and send two voting delegates to the Convention, and a council can also name alternate delegates.
     
  • Per Section 12 of the KC Constitution, the Grand Knight is automatically a delegate, and the other delegate must be a Past Grand Knight, who is elected by the council to represent it at the convention. The alternates must be a 3rd degree knight, but they do not have to be a Past Grand Knight. 

Councils not in Good Standing will not be seated.
  • Per-Capita payments are due by April 1st.
     
  • If a council has not paid its State Per Capita by Monday, April 25th, then the council is not in good standing, and the council’s delegates will not be allowed to participate in the Convention. That is, the delegates will not be seated or allowed to vote.   

Access to the Convention Floor - 3rd Degrees Only 
  • All Third Degree knights are allowed on the Convention floor during the sessions whether they are a delegate or not.
 
All are welcome to other Convention events
  • Any individuals or guests are permitted at all other Convention events.

Hotel Costs and Mileage 
  • Every individual is responsible for his hotel room and travelling expenses.  A council, however, may choose to reimburse its delegates or other attending members for their fees and costs.
     
  • Neither Supreme Council nor State council provide any reimbursements for hotel rooms or mileage.

  • If a State Family member doesn’t have a picture on the KC state website, then he can take a picture in a suit and send it to Robert Broudreaux at lakc@bellsouth.net and to Brandon Hendricks at webmaster@louisianakc.org by April 15.

Nominations for Supreme Council Convention Delegates

Please click here to review the guidance for seeking nomination as a Supreme Convention Delegate.  The Supreme Convention will be in Orlando, Florida in August of 2023.

Supreme Council pays per diem to delegates help cover the delegate's expenses to attend the Supreme Convention.

Nominees must provide each and every year that they have attended the Supreme Convention as a Delegate, and they must include this information in their nomination speech.

Procedures and Resolutions for Brother Knights seeking State Office.

In the past, a candidate for State Office purchased mailing labels from the State Council to use for mailing his resolution to each Grand Knight, but as we have gone more electronic, that no longer seems very feasible. 

Thus, a candidate may email his resolution for State Office to the State Advocate
by March 25th, and the State Council will include all timely received resolutions in an email that will be sent to each Grand Knight on March 31st.

Should any candidate for State Office prefer, the State Council will email all resolutions for State Office submitted by the candidates on March 31st to the Grand Knights of the Louisiana Jurisdiction.  

Any resolution for office must be received by the State Advocate Eric Miller via email
by March 25th.  His email address is StateAdvocate@LouisianaKC.org.

There is no requirement that any candidate for state office so submit a resolution for emailing by the State Council, and the State Council by emailing such resolutions does not endorse any one candidate for State Office.  

Any questions should be directed to the State Advocate at StateAdvocate@louisianakc.org. 
Convention Rules

As officers and delegates prepare to depart for this year's State Convention, we urge them to read the following rules that will be applicable for business sessions of the annual meeting.  It may be a good idea to bring this email with you.    
        
THE STATE COUNCIL
What makes up the State Council?  The State Council consists of the Grand Knight and a past Grand Knight, referred to as delegates, from each subordinate council in good standing in the state; the elected State Officers; the State Chaplain; and the immediate Past State Deputy.  All of these brother Knights have both a voice and a vote at the State Council Meeting (Convention).
                
ATTENDANCE AT STATE CONVENTION
Who attends State Council Meetings (Convention)?  All members of State Council and all members of State Family are expected to attend. The State Council has been defined above.  

The State Family consists of State Officers, the Past State Deputies, the State Chairmen, Diocesan Administrators, District Deputies, Diocesan Chaplains, Chapter Presidents, General Insurance Agents, President of Financial Secretaries Association, and the State Office Administrator.  The State Officers and delegates as defined above have both a voice and vote in the State Council Meeting.  Past State Deputies, other than the last living Past State Deputy, and District Deputies, shall be permitted the privilege of membership in State Council, but without the right to vote therein.
    
WHO MAY SPEAK AT CONVENTION
State Chairmen, who are not otherwise members of said State Council, have the right to speak on questions pertaining to the functions of their particular committees, but without the right to vote therein.  The Financial Secretaries of all Councils are expected to attend the State Convention as the meeting of the State Financial Secretaries Association is held during the Convention.  The Financial Secretaries have neither voice nor vote in the State Council Meeting.  Any Third Degree member is entitled to attend the State Convention as a visitor, but has neither voice nor vote in State Council Meetings.  The State Council, can, on request, however, grant the privileges of the floor to a Third Degree member of the Order.    
        
SEATING ARRANGEMENTS
In order that business of the State Council may be efficiently conducted, these rules are to be followed.  All delegates and State Family sit in designated sections of meeting hall.  The State Family sits in one section and the delegates sit in District groups with their respective District Deputies.  All visitors sit in rear of these groups.
    
ELECTIONS & ROLL CALL
The State Council elects the State Officers and delegates to the Supreme Council (Convention) annually.  To expedite this election, the reading of a permanent roll of the State Council and the election are combined in one operation whenever possible.
        
ELECTION OF OFFICERS & DELEGATES
State Council Officers are, in their order of precedence: The State Deputy, State Secretary, State Treasurer, State Advocate, and State Warden.  The Immediate Past State Deputy is anex-officio officer and these men select the State Chaplain.  Our Jurisdiction is large enough in membership to be entitled to maximum representation at the Supreme Council Meetings - five (5) insurance delegates and five (5) associate delegates.
                        
ELECTION OF ALTERNATES AS WELL
Our State Council Meetings will elect four (4) insurance and four (4) associate delegates.  The State Deputy is ex-officio an insurance delegate and the Immediate Past State Deputy is ex-officio an associate delegate.  The State Council also elects five (5) alternates for the insurance delegates and five (5) alternates for the associate delegates.  In electing delegates and alternates no majority of the votes cast is necessary.  They are elected according to their plurality of votes.  Section 4, subdivision 7 (c) of the Charter, Constitution and the Laws of the Order provides that “Vacancies created by the inability of representatives to attend the Supreme Council Meeting shall be filled by the alternate in the order of the precedence, according to the vote electing them, provided that only insurance alternates shall fill vacancies for insurance representatives.”  In case of a tie vote, the State Deputy shall designate which one shall serve. If the alternate above provided for is not present, the next in order who is present may fill the vacancy.  Names on the ballot are printed in alphabetical order.
    
MUST SUBMIT WRITTEN INFO ON NOMINEE
When making a nomination for a State Office or Supreme Council delegate or alternate, the nominator must submit A WRITTEN NOMINATION on the nominee listing his full name (no nicknames), KC membership number, mailing address with zip code, and KC Insurance Certificate number is being nominated for State Deputy or Insurance Delegate or Insurance Alternate.  This written nomination must be submitted to State Secretary or his designate at the time the nomination is made on the floor. Nominations for Supreme Council delegate must include each year the nominee attended the Supreme Council as an elected delegate.
