"Achievable" Definition Updates Rescheduled for March 22
The Tahoe Regional Planning Agency (TRPA) is updating a key policy that provides an incentive for missing middle housing. The update would add a requirement of local employment to the definition of "achievable" housing for property owners applying for deed-restricted development rights incentives.
On March 22, beginning no earlier than 11 a.m., the Regional Plan Implementation Committee of the Governing Board will consider updates to the definition in order to better support local employers and residents. In 2022, the Tahoe Living Working Group and Local Government and Housing Committee recommended advancing these updates for approval to the Governing Board. The agency also heard feedback from members of the public that encouraged the change to come forward.
This item may also include a brief overview of additional ways TRPA incentivizes local resident housing within its growth management system.

Truckee Explores Credit Program for Workforce Housing
The Truckee Town Council earlier this month approved Truckee’s newest housing program, the Short-Term Rental Workforce Housing Token Pilot Program. The innovative program will leverage the existing short-term rental market to incentivize new, deed-restricted workforce housing units.
The token program provides an opportunity for an applicant to receive expedited access to a specified number of transient occupancy (short-term rental) registration certificates in exchange for deed-restricting workforce housing.
