Welcome to the March 2023 edition of the Clean Energy Ministerial CCUS Initiative newsletter. The first quarter of the year has certainly been very active with several key meetings and gatherings, allowing us to build momentum towards the fourteenth Clean Energy Ministerial meeting, hosted by India in July. India is linking its G20 Presidency energy agenda with the CEM, which is a very practical approach allowing important synergies between the two ministerial-level processes. We helped organise a key CCUS event in conjunction with the G20 Energy Transition Working Group in Bengaluru - more below!
 
The CEM CCUS Initiative has continued its work to serve as a platform for governments, industry and the finance sector to share experience and best practice, both amongst themselves and towards the wider public.

G20 CCUS WORKSHOP IN BENGALURU, INDIA

India holds the G20 Presidency and also hosts the Clean Energy Ministerial meeting this year. It is highly commendable that India has sought to combine the CEM and the G20 energy agendas as much as possible. CCUS was selected as one of six key technology areas by India, and earlier in the year the CEM CCUS Initiative was invited to help organise a CCUS event in conjunction of the first G20 Energy Transition Working Group meeting held in Bengaluru, India. India’s Ministry of Power, as well as the country’s largest power group NTPC Limited hosted a half-day CCUS seminar on Sunday 5 February.
 
While the seminar explained and discussed many aspects of carbon capture fully applicable globally, the main emphasis of the talks was on how India itself could rapidly start scaling up carbon capture, from small pilots to megatonne-projects. India is really stepping up its CCUS agenda, moving from highly technical R&D discussions into the strategy and deployment space. Both the G20 and CEM processed can provide a great help, by encouraging countries to set ambitious goals and by facilitating countries and industries to share experience. Building a common understanding on what role CCUS can play and how to enable it is vital.
 
The final panel discussion outlined six key points for consideration by India and the G20 community: 1) Define a strategic role for CCUS, 2) Maximise knowledge-sharing in order to avoid “reinventing the wheel”, 3) Actively seek solutions for CCUS project financing, 4) Collaborate to establish COstorage mapping and infrastructure, 5) Investigate the role that CO2 utilisation can play and 6) Establish policy frameworks conducive for carbon capture investment.
 
The Clean Energy Ministerial and the G20 energy ministers’ meetings will be held back to back on 21-22 July in Goa, and the CEM CCUS Initiative is working towards ensuring that the above points, and CCUS more widely, are firmly on the ministerial agenda.

CCUS AT THE WORLD FUTURE ENERGY FORUM

On 18 January, the CEM CCUS Initiative, Global CCS Institute, Clean Air Task Force and KAPSARC jointly organised a Gulf-Region CCUS Forum. Speakers from government, industry and think tanks shed light on government strategies and industry plans for carbon capture deployment. In the region, both Saudi Arabia and UAE are leading the way with both a great need for CCUS, but also with significant capabilities for deployment. The Gulf region has many opportunities to accelerate, and could greatly enhance its CCUS leadership by coming together and planning a joint strategy for deployment, policies, infrastructure and hubs. COP-28 hosted by UAE, will certainly also provide an opportunity for the region to showcase its CCUS solutions.
 
The Forum was organised in the sidelines of the annual World Future Energy Summit, which keeps gathering an impressive set of industries, technology provides and governments to showcase their clean energy solutions.

CCUS VITAL FOR THE GLOBAL CEMENT INDUSTRY

On Tuesday 7 March 2023, members of Clean Energy Ministerial CCUS Initiative and the Global Cement and Concrete Association (GCCA) gathered at the first internal workshop under the collaboration agreement between the two organisations. 
 
The objective of the workshop was to discuss current incentive policy approaches and share best practice in CCUS policy, to enable rapid acceleration of carbon capture projects in the cement sector. The workshop focused on large-scale deployment incentive frameworks, to accelerate CCUS in cement on industrial scale, as a significant CO2 reduction mechanism. Policies discussed included direct government financial support, carbon markets and green public procurement. Later workshops will cover other vital issues such as CO2 transport and storage infrastructure and hubs, as well as financing. The two groups will report on their collaboration at the upcoming CEM-14 and other relevant forums.

CLEAN ENERGY MINISTERIAL COUNTRIES MEET IN RIO DE JANEIRO

On 20-22 March, senior officials and representatives of CEM countries and various stakeholders gathered in Rio de Janeiro in the traditional CEM preparatory meeting, to prepare key agenda points for the 14th Clean Energy Ministerial meeting hosted by India, in Goa on 19-21 July. The Rio meeting provided an opportunity for various CEM workstreams to come together to plan actions towards the July ministerial meeting. The CCUS Initiative held planning sessions with the CEM Industry Deep Decarbonisation Initiative, the Hydrogen Initiative, and the Biofuture Platform Initiative. After this years' ministerial in India, Brazil will host the 15th CEM meeting in 2024. 

INTERNATIONAL ENERGY FORUM HOSTED HIGH-LEVEL CCUS DIALOGUE

Partnering with the CEM CCUS Initiative and KAPSARC and bringing together some 100 attendees in-person, the International Energy Forum hosted the second "High Level Roundtable on Carbon Management Technologies" in Riyadh Riyadh, Saudi Arabia, on 16 February. The roundtable explored the key principles to de-risk large-scale CCUS investment and reviewed how carbon market initiatives and Environmental, Social and Governance (ESG) standards can advance carbon capture technologies. CCUS Initiative Co-Lead governments Saudi Arabia, United Kingdom and United States were all represented on senior level.
 

THE CEM CCUS INITIATIVE: FOUR CENTRAL AREAS OF ACTION

In case you wonder what the CEM CCUS Initiative does….: we are essentially a platform for governments, industry and the financial sector to come together to accelerate CCUS and advance various investment opportunities. We make sure that carbon capture is duly considered in the ministerial discussions on clean energy transition, bring together policy-makers, investors and the financial community, foster investment opportunities and strategic hubs, and share knowledge and best practice. Our thirteen full Members include leading CCUS countries across the world.

FINANCE SECTOR LEAD GROUP FOR CCUS

The CEM CCUS Initiative convenes the “Finance Sector Lead Group for CCUS”, an informal group of finance-sector organisations interested in CCUS opportunities. The group is open for all types of financial organisations: development banks, commercial banks, asset managers, institutional investors, insurance companies etc.: any financial organisation interested in CCUS as part of a clean energy and climate investment portfolio. We gather 3-4 times a year to discuss topical issues on carbon capture, such as policy developments, ESG issues, or particular country developments. Our meetings and events provide active links between banks, industry and governments, to discuss potential investment opportunities. The group issued the Key Financing Principles for CCUS ahead of CEM-11 in 2020.

CLEAN ENERGY MINISTERIAL CCUS INITIATIVE IN BRIEF:

The CEM CCUS Initiative was established at the 9th Clean Energy Ministerial meeting in Copenhagen/Malmo in May 2018. Our objective is to accelerate CCUS together by:
  • Ensuring that CCUS is considered under the Clean Energy Ministerial work,
  • Providing a platform for governments, industry and the finance sector to collaborate,
  • Fostering strategic investment opportunities and
  • Sharing knowledge and experience on policy, regulation and CCUS investment in general. 
We have fourteen Member Countries: Australia, Canada, China, European Commission, Japan, Mexico, Netherlands, Nigeria, Norway, Saudi Arabia, South Africa, United Arab Emirates, United Kingdom and United States. 

The Initiative works closely with industry groups such as Oil and Gas Climate Initiative and Global Cement and Concrete Association. We also nurture active working links with key expert organisations such as the IEA, IEAGHG, the Global CCS Institute.
