Annual List for Tax Exempt Properties
Deadline - April 15
Per RSA 72:23-c, every religious, educational, and charitable organization who wish to claim property tax exemption shall annually, on or before April 15, file BTLA form A-9 “List of Real Estate and Personal Property on which Exemption is claimed” with the Assessing Office.

The properties must be owned, used, and occupied by the organization directly for which they are established, provided that none of the income thereof is used for any other purpose than the purpose for which they are established.

In addition, every charitable organization or society must also annually file a
BTLA form A-12 “Charitable Organization Financial Statement” along with financial documents by June 1.
If you are unsure whether your organization would qualify for an exemption, please review
RSA 72:23.

Failure to timely file the documents may result in property taxation for the 2023 tax year.
Personal Exemptions & Credits Deadline - April 15
City of Concord/Penacook property owners are reminded that the applications for the elderly, blind, and solar exemptions and the updated veteran credits are due April 15. Applications and exemption/credit information can be found in the Assessing Office, on the City website at www.concordnh.gov/assessing, or you may call (603) 225-8550 or email assessing@concordnh.gov to request that the application(s) be emailed or mailed to you.

The most important concern at this time is getting the application either in the mail by April 15 or submitted in person by April 15. We encourage you to provide any and all documentation on or before the deadline. However, if a specific document has not been received to date, it can be provided after the deadline as long as a timely application has been filed with the Assessing Office. If we determine additional information is needed, we will reach out to you directly via a letter.

On March 13, 2023, City Council met and voted to change the elderly exemption income and asset amounts for the 2023 tax year.

Changes are as follows:
  • The net income for single applicants of not more than $39,000
  • The net income for married applicants of not more than $55,300
  • The asset limit, not including your primary residence if it is a single family, of not more than $100,000 for both single and married applicants
Dog Licenses
State of New Hampshire RSA 466:1 requires that every owner or keeper of a dog four months of age or older license said dog in the municipal clerk’s office in the city or town in which the dog is kept.  Licenses are effective from May 1 to April 30 of the subsequent year.

In accordance with RSA 466:1, the City Clerk’s Office has begun the annual dog licensing season. Historically, the annual dog license renewal process begins each April, with residents vying for tag #1. In honor of that tradition, staff has reserved tag #’s 1 – 299, and will begin issuing those numbers on Monday, April 3.
 
In the meantime, residents not vying for low tag numbers can either renew said license(s)
online, in person, or by mailing payments to the City Clerk’s Office, 41 Green Street, Concord, New Hampshire 03301.
 
Licenses may only be issued if current rabies information is on file. If you are unsure as to whether or not current rabies information is on file for your dog(s) feel free to contact the City Clerk’s Office by email at
cityclerk@concordnh.gov or by phone at (603) 225-8500.

Non-spayed or Non-neutered          $10.00
Spayed or Neutered                         $ 7.50
Dogs under 8 months old                 $ 7.50
5 or more dogs of same owner        $20.00
First dog for owner 65+                    $ 2.00 (regular rate for any other dogs)
 
Owners who license a dog after May 31 are subject to additional fees.  If you are no longer required to license a dog with the City of Concord, because you relocated outside of Concord or Penacook or you no longer have your pet, please let the Clerk’s Office know by emailing them at
cityclerk@concordnh.gov or by giving them at call at (603) 225-8500 so they can update their records.
 
The City Clerk’s Office is located at 41 Green Street, Concord, NH. Business hours are Monday through Friday, 8 a.m. to 4:30 p.m., with extended hours until 6 p.m. on Thursdays.
BEAVER MEADOW GOLF COURSE NEWS
Clubhouse Visioning Meeting - April 1
Please join the ad-hoc Advisory Committee, design team, construction manager and City staff to discuss the new clubhouse project and share your thoughts on what you would like to see included in the project.

The meeting will be held on Saturday, April 1, from 9-11 a.m. at the City Wide Community Center, 14 Canterbury Road, Concord NH.

Junior Golf Camps

Beaver Meadow emphasizes honesty, integrity, sportsmanship, respect, confidence, responsibility, perseverance, courtesy and judgment. Through playing golf and using golf values, your kids and teens will learn life skills like: making proper introductions, managing emotions, resolving conflicts, setting up step-by-step goals, planning for the future and appreciating diversity. 

Junior Camp Schedule

  • July 11-13, 9 a.m. to noon
  • July 25-July 27, 9 a.m. to noon
  • August 16-18, 9 a.m. to noon

All participants must have a completed registration form to be considered registered. Forms can be downloaded (camp form, scholarship form) or picked up at the Pro Shop.

CONCORD GENERAL SERVICES NEWS
New Solid Waste Contract Proposal
The City of Concord is preparing to enter into a new solid waste contract as its existing 10-year contract with Casella Waste Management is set to expire on June 30, 2024. The current contract is unmatched to any other solid waste contract in the region, possibly even in the country, as Concord has been privileged with a decade of comparatively low rates and no tonnage fee for recycling, an unprecedented benefit. Industry trends since the last contract was established reflect increased costs, decreased landfill capacity, recycling market changes, and a transition to automated collection.
 
Instead of extending the current contract, the City elected to enter into a competitive RFP (request for proposal) process that separated disposal and collection services into two different RFPs to attract more vendors and provide more available options to the City.
 
City staff has conditionally awarded Solid Waste Collection and Recycling Services to Casella Waste Management for disposal of its solid waste at the Wheelabrator Concord Company (WIN Waste Innovations) facility located in Concord. This is only currently a conditional proposal that would need to be approved by City Council.
 
Casella Waste Management was determined to be the lowest cost collections provider for the City. In addition, they were the only vendor to submit a complete proposal for all requested services: curbside collection of solid waste and recycling, containerized (dumpster) collection of multi-family, municipal, and school solid waste and recycling; recyclable processing; transportation; Downtown Solid Waste District containerized collection and disposal of solid waste and recycling; spring and fall bagged leaf collection; Christmas tree collection; and transfer station operation and management (conditional on the award of all other contract elements).
 
WIN Waste Innovations was determined to be the lowest cost disposal provider for the City. In addition, WIN Waste Innovations is a local waste-to-energy facility that converts waste material into renewable energy to sustainably power neighboring communities. The benefit is that the City would manage disposal locally, but most importantly, the State of New Hampshire prefers waste-to-energy facilities over landfills because they can recover energy, reduce trash volume, and reduce greenhouse gases produced from landfill decomposition. Concord’s solid waste is currently transported to the landfill in Bethlehem, New Hampshire.
 
The RFPs the City put out to bid were for 5-year terms, but different contract terms were presented during the negotiation process that could include 7 or 10-year terms, depending on variable factors that include if and when the City would switch from manual to automated trash collection.
 
Automated trash collection involves a trash hauler operating a mechanical arm on the side of a collection truck to lift and empty toter carts. Automated collection requires the use of standardized toter carts to be able to collect materials at the curb. Automated trash collection is becoming the standard service provided by trash haulers. Currently, the City of Concord utilizes manual trash collection, in which trash workers physically grab materials at the curb and place them into the truck. Manual trash collection is being phased out of the industry and will no longer be a service that will be provided by vendors in the future. Switching to automated trash collection seems to be inevitable, it’s just a matter of when and how it will be implemented.

Casella provided several proposal options to transition to automated collection:
• An immediate transition on July 1, 2024, as proposed by Casella as an alternate with a five-year term, or
• A sudden transition on July 1, 2029 at the end of a five-year manual collection term as proposed by Casella, or
• An orderly transition by July 1, 2027 after a two-year pilot that starts by July 1, 2025 as proposed by Casella’s seven-year term, or
• An orderly transition by July 1, 2028, after a two-year pilot that starts by July 1, 2026 as proposed by Casella’s ten-year term.
 
There are a lot of things to consider with automated collection: management of toter carts, compliance with the City’s Pay-As-You-Throw (PAYT) Program, navigating equipment through narrow streets and dense neighborhoods, and residential concerns regarding the weight/size of toters in relation to storage and transporting to the curb. A pilot program would be an ideal way to gradually introduce this change and allow time to transition and adapt to address concerns.

Given these proposed timelines, the General Services Department recommends the last proposed option from Casella. The last option would allow for a gradual transition and the implementation of a pilot program with time to adapt and address concerns as the program rolls out. Also, since it is believed that manual curbside collection will no longer be available to the City past the year 2029, this option delays the transition to automated collection as long as possible while still allowing for an orderly transition. This is a conditional recommendation.
 
City staff presented the most recent status of the new contracts to the City’s Solid Waste Advisory Committee (SWAC) on March 21, 2023:
 
SWAC will be meeting again on Tuesday, March 28, 2023 at 4:30 p.m. at Council Chambers to provide their own recommendation on the City's new solid waste contracts and will allow opportunity for public comment. City Council will have a public hearing and action on April 10, 2023. If approved, the contracts would go into effect July 1, 2024.

RV Waste Station Closing
In the interest of public safety, the RV Waste Station at the Hall Street Wastewater Treatment Facility will be temporarily closed from April 1, 2023 through December 31, 2023, due to scheduled facility construction. We apologize for any inconvenience.
Fix A Leak Week - March 20-26
March 20-26, 2023, is National Fix a Leak Week. More than 10,000 gallons of water are wasted in the average household each year from leaks. Sometimes leaks can be silent and go undetected until you notice an increase in your water bill. Find and fix household leaks to save water, energy, and possibly even money on utility bills.
Toilet Leak Dye Test Kits
Free Toilet Leak Dye Test Kits are available while supplies last at the Utility Billing Office at 311 North State Street through March 24. Grab a kit to perform a quick and easy leak test on your toilet, or use food coloring at home. Leaky toilets can be a big culprit in high water bills and wasted water.
Royal Leak Detection Contest
Water leaks can be a royal pain. Perform a “royal” leak detection to find and fix household leaks. Enter the Royal Leak Detection contest by sharing how you have found and fixed water leaks for a chance to win a new royal “throne” (WaterSense-labeled toilet). Must be a Concord resident to win. The Glacier Bay Power Flush White Elongated Toilet uses 1.28 GPF (gallons per flush) and is certified by EPA WaterSense to use at least 20% less water without sacrificing performance. Be a leak detective for Fix A Leak Week! Common leaks around the home include worn toilet flappers, dripping faucets, and other leaking valves. Most leaks are easy to fix. Everett Arena Upcoming Events
The ice is gone and the concrete is back at the Everett Arena. This weekend will kick-off the return of spring and summer shows.
 
The first event of the season will be a
Woman’s Day Expo on Saturday, March 25 from 10 a.m. to 3 p.m. that will feature shopping, demos, samples, swag bags, and hourly giveaways about career development, travel, financial planning, fashion, shopping, food, entertainment, and cosmetics. Admission is $5 and proceeds will help support the New Hampshire Breast Cancer Association.
 
On Sunday, March 26, a
Bridal Bargain Day will take place from noon to 3 p.m. that will have everything needed for your wedding day at a highly discounted price and a chance to win prizes, raffles, and giveaways from local wedding vendors (including a 7-night honeymoon stay). Admission is $15 in-person at the door, $10 online, and $20 for early bird admission at 11 a.m.
