Drought Mandate is Still in Effect
Last year, the State of California mandated that HOAs banned from watering decorative grass until June of 2023.

On March 15, the Metropolitan board rescinded emergency conservation mandate imposed on dozens of communities. The SP Landscape Committee was excited about this until we read further. This concerns additional restrictions imposed by MWD on certain communities in the LA, San Bernado, and San Diego counties, and does not apply to us.

Our Landscape Committee fully recognizes the need for change in our landscape management practices:
- Change from turf to lower water use plants.
- Change from sprinklers to drip and other more efficient irrigation systems.
- To improve irrigation efficiencies through improving controller programming and weather tracking systems.
- To reduce water waste through main shutoff valves and flow monitoring.
- To reduce water waste by educating homeowners about their own properties and practices.
- To reduce water requirements by improving soil retention and bio-activity.
Like most of us, we are new to these concepts, techniques, and what resources are available to us. We are attending classes, reading, and working with Harvest, IRWD, and others, in an effort to find the best paths forward to recommend for our HOA.
Please be patient as we push forward with these issues. Change while remaining in budget is a very slow process.
