DTM Ukraine is pleased to share with you Round 23 of the Ukraine DTM Baseline Assessment. The data collected for this round reflects the registered IDP population as of 30 April 2023 across 23 oblasts and Kyiv city.

Key findings for this round include:

  • As of 30 April, there were 3,624,279 registered IDPs in the 23 assessed oblasts and Kyiv city.
  • Overall, DTM recorded an increase of 12,112 registered IDPs since Round 22 (31 March). 
  • Kharkivska (483,186)Dnipropetrovska (379,857) and Kyivska (331,686) oblasts have the highest number of formally registered IDPs.
  • At the hromada level, Kyivska (246,089), Kharkivska (169,074), Zaporizka (149,251), Dniprovska (142,296), Lvivska (106,361) host the highest number of registered IDPs.
  • Age and gender disaggregated data on registered IDPs were provided by 75 per cent of the administrative units covered. In those, 58 per cent of registered IDPs were female and 42 per cent were male.
  • Eastern and Kyivska oblasts host proportionally higher shares of registered male IDPs, while in the western oblasts, there are predominantly higher shares of IDPs under 18 years of age.
  • Kharkivska and Donetska oblasts have the highest share of IDPs over 60 years of age.
The data presented are sourced from records of registered IDPs provided by hromada officials, likely representing an undercount of those who were forced to flee their homes, the attached report provides more details on the methodology used.  




The report and dataset at hromada level are for RESTRICTED CIRCULATION only, following the OCHA data sensitivity classification.
