House Bill 1 Information for TFA Families

On March 27, 2023, Governor Ron DeSantis signed new legislation (HB1/SB202) that will dramatically overhaul Florida’s school choice programs. The new legislation goes into effect July 1, 2023, and expands eligibility for these programs to include all TFA parents. While there are many details about the implementation of this expanded program that remain to be finalized, here is what we can tell you at this time.

Education Savings Accounts Eligibility and Funding

The new legislation expands eligibility for Florida’s school choice programs and converts the Family Empowerment Scholarship for Education Options (FES-EO) and the Florida Tax Credit Scholarship (FTC) into Education Savings Accounts (ESAs) managed by the Scholarship Funding Organization (SFO). Any student who is a resident of Florida and is eligible to enroll in kindergarten through grade 12 in a public school in Florida will be eligible for the ESA. The scholarship amounts have not yet been finalized but could be as much as $8,000 per student or more.

Scholarship Priority

  • First Priority: Renewal students currently receiving 22-23 FES-EO or FTC Scholarships.

  • Second Priority: Students whose household income does not exceed 185% of the federal poverty level.

  • Third Priority: Students whose household income level exceeds 185% but less than 400% of the federal poverty level.

  • After these students are funded, families with household incomes over 400% of the federal poverty level will be awarded scholarships on a first come, first served basis until funding is exhausted.

Family Empowerment Scholarship for Students with Unique Abilities (FES-UA)

  • Students currently receiving the scholarship and those on the waiting list have first priority.

  • Expands authorized uses of program funds to include approved pre-apprenticeship programs and fees for other specified services.

We encourage all TFA families to apply. Funds will be distributed as indicated by the priority levels above, and it is imperative that you sign up as early as possible to have your best opportunity of receiving the available funds. The scholarship applications are currently closed and are expected to open in May. Click Here to sign up for important updates about the program and to receive notification regarding the opening of the applications.

With questions concerning this program, please contact Larissa Galloway at larissagalloway@thefirstacademy.org or Leighann Harris at leighannharris@thefirstacademy.org in TFA’s Business Office.

TFA Tuition Payments for 23-24

Any overpayments on your FACTS account after posting state scholarship funds will be available for refund back to you for 23-24.

An Opportunity to Be a Blessing!

We anticipate this change in the law to be a blessing for many of our families. We also have heard from several families who will utilize the ESA scholarships in order to increase their giving towards the TFA Tuition Assistance Fund. What a testimony to their generosity! Proverbs 11:25 says, “The man or woman who blesses others will be blessed in return!”

Sincerely,

Leighann Harris
