Legislation

SB 43 (Eggman) Behavioral health 

CSAP's co-sponsored legislation, SB 43 (Eggman) pertaining to conservatorship, passed off the suspense file in the Senate Appropriations Committee and is heading for a floor vote. Santa Clara County has moved to a Support if Amended position. CSAP's advocates at SYASL believe that other counties may follow Santa Clara's lead in suggesting amendments to the bill, which you can view here

Suspense Files 


This week the Assembly and Senate Appropriations Committees held their respective suspense file hearings. Many bills were held in committee or made into 2-year bills. Support if Amended:
AB 1360 (McCarty) Hope California: Secured Residential Treatment Pilot Program - CSAP will try to secure clarifications in this bill that the pilot program must utilize a medical model, ensure that there is addiction medicine MD/DO involvement, and that judges have discretion with respect to the expungement of criminal records.

The Assembly Emergency Management, Joint Legislative Committee on Emergency Management, and the Assembly Communications and Conveyance Committees held a joint oversight hearing: California's 9-1-1 Systems and How the State is Implementing the 9-8-8 Crisis Hotline Center and Next Generation 911. CARE Act 

County advocates have sent a letter to the Director of Finance and Legislative Budget Chairs requesting additional considerations for funding. You may view the letter here
 


MCO Tax Deeper Dive

The State's Legislative Analyst published a detailed analysis of the Governor's most recent proposal to reimpose a tax on health plans in California (aka the "Managed Care Organization Tax"), which would increase Medi-Cal rates in California. Read more here.

The CMA is pushing hard on the Governor's proposal, as is CSAP. Among other things, and as previously reported, the re-imposition of this tax could buoy Medi-Cal rates paid for certain mental health services.

Allied Healthcare Loan Repayment Program 

The Allied Healthcare Loan Repayment Program (AHLRP) is now open for applications. This program is funded by the County Medical Services Program (CMSP) and administered by the Department of Healthcare Access and Information (HCAI).
 
Under AHLRP,  Allied Healthcare Professionals may be awarded up to $16,000 in exchange for one-year of service at a CMSP-contracted provider site. Up to $600,000 will be awarded this year. 
 

You may view a letter from CMSP’s Executive Director, Kari Brownstein, along with informational flyers regarding this opportunity.  You may also visit HCAI to learn more and apply. The application deadline is July 31st, 2023.  Please SHARE this important information with others.
