OSP followed-up on the blog post from April 28 regarding notice (NOT-OD-23-111) on NIH Policies for NRSA Stipends, Compensation and Other Income. We have received additional clarification from NIH. Refer to OSP's Blog Post for more information.

FY2024 Stipendee Post Docs Rates
The FY2024 Stipendee Post Docs rates are final and are $896 monthly and $10,749 annually. The portion attributed to Health is $700 monthly and $8,400 annually. Also see the Harvard T.H. Chan School of Public Health F&A Rate Agreement, dated April 11, 2023.

Upcoming Holiday: Veterans Day
In observance of Memorial Day, Harvard University and NIH will be closed on Monday, May 29, 2023. Reminder: If an NIH grant application due date falls on a federal holiday, the application deadline is automatically extended to the next business day.

The Friday, May 19 GMAS release will include a combination of technical upgrades and bug fixes, as well as several enhancements that were proposed by the GMAS user community.

Revised Process: At-Risk Accounts
The Harvard Chan School's At-Risk Accounts Process was revised on May 17, 2023. This revision corrects the cost transfer information previously provided (1/6/22) and confirms that debits to at-risk accounts are subject to the cost transfer policy.

RAE Series: Effort Reporting & NIH Proposals

B2P Reminder: Business Expense Reimbursement (BER) Requests
The BER supplier type can only be used for:
- A Non-US Individual
- Reimbursements Only (not honoraria or services)
- Active for 90 days
- Use the Non-Employee Reimbursement (NR) form to process the payment

The Financial Systems Access Policy has been updated with a 5/1/2023 revision date. The changes to the policy reflect PCard roles with the transition of the PCard to Concur.

eRA Commons Updates for Improving NIH R&D Contracts Data
NIH is embarking on a pilot program on Monday, May 15, to improve the quality, accuracy, and transparency of data about NIH R&D contract projects displayed to the public (See NIH Guide Notice NOT-OD-23-115). The goal is to improve the quality, accuracy, and transparency of the R&D contract project data displayed to the public through RePORTER and on the Categorical Spending page to promote the highest level of public accountability. It is also an opportunity for contract vendors to showcase their research. Refer to the eRA post for more information.

NIH's Analysis of Comments from the Simplifying Review Criteria RFI
As discussed in the blog, “Update on Simplifying Review Criteria: A Request for Information (RFI),” NIH issued an RFI—from December 8, 2022, through March 10, 2023—seeking feedback on its proposed plan to revise and simplify the framework for the first level of the peer review of research project grant (RPG) applications. NIH received more than 800 responses to the RFI; to see the detailed analysis of comments, refer to the full NIH post.

Description: Join an interactive contract discussion with the SP Contracts team. Understanding risk and mitigating risk is a crucial step in creating an effective vendor agreement. Attendees will receive a sample agreement to review and spot risk prior to attending the course. During the course, they will lead a discussion through the sample vendor contract, pointing out the potential risks and discussing ways to mitigate those risks. After this course, you will be better equipped to anticipate risks, identify contract provisions that address those risks and be aware of ways to mitigate those risks fairly to protect Harvard's interest.
