Good morning. We are halfway through May and one month away from the SC Engineering Conference & Trade Show. A reminder, the annual ACEC-SC membership meeting is June 15, 2023, at the SC Engineering Conference and Trade Show in Charleston, South Carolina, at the Marriott.  

FYI, you do not have to register to come to the annual ACEC-SC membership meeting. At the meeting, we will be voting on the slate of nominees for the 2023-2024 officers and directors and the 2023-2024 FY budget. The final board meeting of the year will be at the annual ACEC-SC membership meeting. We will hear a recap of the 2023-2024 year and swear in the newly-elected officers. We will also host a CEO Roundtable directly after the board and membership meetings. Please plan to attend.  

The SC Engineering Conference and Trade Show starts right after the CEO Roundtable. Join your fellow engineers in Charleston for three days of learning. We will be hosting the Registration Board for Engineers and Surveyors, DHEC, SCDOT, and a panel of lobbyists and legislators on Thursday. On Friday, we have tracks with civil, transportation, environmental, fire-life safety, business, geotechnical, and more breakout sessions for you to choose from. We have Save the Light coming to give an excellent keynote address. We will honor our Firm of the Year, Engineer/Professional of the Year, and Young Engineer of the Year at the banquet on Friday night. Stick around for five more PDHs on Saturday. The Legislature adjourned “Sine Die” on Thursday but without its Sine Die Resolution. The Resolution lays out what they can continue work on after they’ve adjourned. Since they did not have a Sine Die Resolution, the Governor has called them back today. The House will have its hands full with the abortion bill today. There are over 1,000 amendments filed to change the bill that came back from the Senate, and the Speaker told members that they would not be leaving until they finish the debate. Members of the House Ways and Means Committee (Bruce Bannister, David Weeks, and Bill Herbkersman) and Senate Finance Committee (Harvey Peeler, Thomas Alexander, Nikki Setzler) will be meeting tomorrow in Conference Committee to finalize the appropriations bill H.4300. The budget is not what we were expecting. The Appropriations Bill is missing something we wanted and added a possible new business line to your firm.  

Due to increased asks and the Board of Economic Advisors (BEA) estimating less new revenue than forecasted, the House cut money initially proposed to boost SCDOT’s bridge program. The bill still has allocations for SCDOT for litter ($8 million) and the CTCs ($250 million). There are a few other projects with earmarks that will help keep our members busy. Below if there is only a dollar in the earmark, it means they will get some money, but it will be negotiated in the Conference Committee.  
  • Pickens County - Highway 183 between Greenville and Pickens County: $10 million
  • Chester County - High Mast Lighting Ex 65, I-77: $450,000
  • Dorchester County - Pedestrian Crossing for Bacons Bridge Road: $2.2 million
  • Town of Summerville - Central Ave. Pedestrian Safety Sidewalk: $400,000
  • Devine Street Corridor & Accessibility: $1.5 million
  • City of Columbia - Assembly St Railroad Grade Separation Project: $10 million
  • City of Columbia - Williams Street Gateway: $7 million
  • City of Columbia - Beltline Blvd Redevelopment Projects: $2 million
  • City of Conway - Carolina Bay Construction: $677,000
  • Lexington County - Local Stormwater Management: $200,000
  • City of Easley Traffic Congestion Mitigation: $1 
  • City of Sumter North Mainstreet Corridor Improvements: $1 
  • Elevate SC-22 Over Waccamaw River: $1 
  • Highway 90 Improvements and Expansion: $1 
  • Southern Evacuation Lifeline Permitting and Engineering: $1

1. Life Sciences Experiences Accelerated Growth: For the last decade, the life sciences market outpaced all other major commercial real estate (CRE) asset types in total U.S. inventory growth. According to a report from Cushman and Wakefield, total inventory for life sciences grew 34% over the course of seven years, between 2015 and 2022 and grew 19% over the last three years from 2019 to 2022.
