Leader Feature: GSUSA National Convention Proposal 5 to Increase National Council Delegation Sizes
 This year at the National Council Session (NCS) delegates are being asked to consider a change that would result in a much larger delegation from GSNorCal attending NCS.
From the delegate website: "This proposal would create a Constitutional Amendment to help keep the number of delegates as close to 1,500 as possible while ensuring the number of delegates allocated to councils remains proportional to the council's girl membership."
Background - Our council delegation is 16 members which includes the Council CEO, Council Board President, 8 adult members, and 6 girl members. The 16 delegates were allotted based on 1 delegate per 1,500 girl members in the council. Currently, the National Board determines the delegate:girl member ratio that will be used in allocating delegates such that the National Council will not be larger than 1,500. This year's National Council is approximately 950 members.
If the proposal is accepted, our delegation would be closer to 35 members in size and will remain large, even if girl membership continues to decline.
Pro - More volunteers and youth Girl Scouts from councils will be able to attend this amazing event and have their voices heard.
Con - It costs upwards of $2,000 to send a delegate to NCS. That money (approximately $40,000 more) would be better spent at the council-level.
