Individual Reparations for Human Rights Violations in Ukraine

The annexation of Crimea and Russia's aggression in Donbas that led to the establishment of non-recognised entities (so-called "Donetsk/Lugansk people's republics") in 2014 led to a significant deterioration of human rights of individuals residing within these territories. This situation was labelled by Russia as "genocide" and used as a formal pretext to invade Ukraine on February 24th 2022.

Following large-scale damage to Ukraine’s civilian livelihoods, energy sector and the environment, much of the reparations discussion, unsurprisingly, has been focused on the infrastructural recovery of Ukraine. However, victims of gross violations of international human rights law and serious violations of international humanitarian law also have an inherent right to remedy and reparation.

The first part of the event will focus on the historic, political and legal dimensions of war in Ukraine with a particular analysis of the emergence of the so-called "Donetsk/Lugansk people's Republics" and their impact on the protection of human rights within these non-recognised entities. 

The second part of this event will explore the key needs of survivors of atrocity crimes. It will further discuss the efforts, which the Ukrainian Government, civil society and international partners are undertaking to ensure urgent interim and holistic reparations for those victimised in the context of this conflict.
