Cumberland County Launches Affordable Rental Housing Program in partnership with Maine Housing - RFP Due July 12
Intended to assist developers in creating affordable, workforce, rental housing consisting of five to twelve units where 100% of the units are leased to households making no more than 80% of Area Median Income and are leased at not more than 80% Area Median Income rents. The county is seeking proposals from qualified developers interested in acquisition, construction, and/or rehabilitation of affordable rental housing in the rural areas of Cumberland County. Potential projects must align with the County’s affordable Rental housing program, which can be found here. The Program will provide subsidy in the form of zero interest forgivable loans as well as paying debt for the acquisition and substantial rehabilitation or construction of any units developed under the Program. Housing Committee Recommendation to Appropriations Supports $80 Million for Housing Development and More
On May 26, the Joint Select Committee on Housing shared their letter of support to the Appropriations and Financial Affairs committee on the budget change package. It provides $80 million to Maine Housing for the following programs to build housing: $35M for Rural Rental Housing; $35M for LIHTC; $10M for Innovative approaches, as well as additional funds for Housing First strategies, shelters, and more. Take the MAHC 2024 Priorities Survey - 1 minute
MAHC is encouraged by the positive steps in the 2023 legislative session on our policy priorities below. The MAHC board is now looking ahead to plan its advocacy, research and member engagement efforts. We need your input to help support the creation and preservation of affordable housing in Maine over the long term. 2023 Priorities:
- Increase funding to build affordable housing. There is $80 million proposed in the supplemental budget; and a bill with unanimous support from the Housing Committee to provide that level of ongoing funding through 2028. Final votes expected in late June.
- Enable effective implementation of LD2003 and expand ADU development. These bills have moved through the Housing Committee. Votes pending in the next few weeks.
- Support the use of underutilized developed property for creating affordable housing. Our bill providing property listings to the new Maine Redevelopment Land Bank passed last month; and we have testified in support of other related bills.

June 5 - Maine Manufactured Housing Communities Building Resilience to Climate-Related Hazards
Zoom invitation to engage with stakeholders on mobile/manufactured housing communities and climate-related hazards in Maine. Manufactured housing communities face unique vulnerabilities to climate-related hazards, and this virtual meeting will convene stakeholders to share experiences and challenges as well as identify resources and opportunities for supporting community resilience.
Part of a 1-year grant from the National Oceanic and Atmospheric Administration (NOAA) Climate Adaptation Partnerships program awarded to UMaine, UNH, UVM and Bowdoin.

The National Alliance to End Homelessness has released the State of Homelessness: 2023 Edition. The new report provides an overview of homelessness on a given night in 2022, and analyzes trends based on subpopulation, shelter status, state, and Continuum of Care. Key features include:

- Greater focus on indicators of risk
- Trends on unsheltered homelessness and shelter capacity

Rural Housing Preservation Grants (Section 533) Due Jun 5, U.S. Department of Agriculture, USDA Rural Housing Service. Grants to organizations that work to rehabilitate and preserve affordable housing for rural, low-income homeowners and renters.
Youth Homeless Demonstration Program Due June 27, US HUD. The goal of the Youth Homeless Demonstration Program (YHDP) is to support selected communities in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. The population to be served by this demonstration program is youth experiencing homelessness, aged 24 and under, including unaccompanied youth and pregnant or parenting youth who are experiencing homelessness.
