MAY 2023

"Public opinion in Germany, France, Italy, the Netherlands, and the USA. How do these countries support Ukraine and its NATO aspirations?"

The New Europe Center presents opinion poll in five countries – France, Germany, Italy, the Netherlands, and the USA. It was conducted by Kantar company at the request of our think tank on April 27 – May 2 2023.

Key conclusions:

Support of Ukraine. The majority of respondents in all surveyed countries (who have made up their minds) support the option that Ukraine should regain control over all territories, including Crimea. The ranking is led by France with 64%, the Netherlands with 58%, Germany with 52%, the US with 52%, and Italy with 50%.

Restored peace. The most preferred option for lasting peace is the regime change in Russia, which tops the preferences in all the surveyed countries, although to a different degree. The second most preferred option among all countries is the defeat of Russia on the battlefield and then the membership of Ukraine in NATO.

NATO aspirations. In all the 5 survey countries there is support for Ukraine’s starting its accession process. If one considers the two options: “invite Ukraine to become a NATO member as soon as possible, even if the war with Russia is ongoing” and “invite Ukraine to become a NATO member but with its actual accession to NATO to happen after the war with Russia is over”, we could see the support of the majority in all surveyed countries. The two options combined varies in EU-surveyed countries from 50% to 56%, while in the US this option is preferred by 70% of respondents who made up their mind.

CANDIDATE CHECK-4 

Almost a year has passed since Ukraine received EU candidate status, along with a number of recommendations that needed to be fulfilled for further progress towards membership.

The New Europe Center in partnership with a number of specialized Ukrainian think-tanks and NGOs carried out the fourth independent monitoring of Ukraine’s implementation of EU recommendations.

OVERALL SCORE: 6.8 points (was 5.8).
The monitoring was presented on May 4.

 Why should Ukraine be invited to join NATO?


The New Europe Center's memo on why Ukraine's membership is important for NATO, why Ukraine should be invited to the Alliance, and what will happen if Ukraine is not invited.

The New Europe Center has developed a series of infographic materials that demonstrate the importance of inviting Ukraine to NATO as soon as possible. The first set of infographics provides arguments regarding Ukraine's value to the Alliance; the second part offers a large collection of evidence as to why Ukraine should be invited to NATO; the third part discusses the catastrophic consequences of not inviting Ukraine to the Alliance.
ADVOCACY VISITS TO THE NETHERLANDS AND GERMANY
The New Europe Center conducted advocacy visits to the Netherlands and Germany. The intensive program in The Hague and Berlin included meetings with government representatives, parliament members, think tanks, and media outlets. For instance, in the Netherlands, the New Europe Center team had a successful meeting with Minister of Defense Kajsa Ollongren.

In The Hague, there was also a meeting with former NATO Secretary General Jaap de Hoop Scheffer. The highlight of the visit to the Netherlands was the hearing at the Committee on Foreign Affairs of the Dutch Parliament. The committee members had the opportunity to listen to both the Ukrainian delegation and Minister of Foreign Affairs Wopke Hoekstra. Ukraine's integration into the Alliance, the transfer of F-16 aircraft, and Ukraine's European integration successes were among the main topics discussed during the meetings in the Netherlands and Germany.

Additionally, expert discussions on Ukraine took place in Berlin and The Hague, organized by long-standing partners of the New Europe Center: The Clingendael Institute (the Netherlands) and Zentrum Liberale Moderne (Germany).
EVENTS
Director of the New Europe Center, Alyona Getmanchuk, spoke at the Future Leaders' Global Policy Forum (GPF) held in Milan, Italy, on May 22-23. She participated in a panel discussion titled "Russia - Ukraine: Exit Strategy Wanted."
Marianna Fakhurdinova, the New Europe Center Research Fellow, also participated in the Future Leaders' Global Policy Forum. She represented the New Europe Center and presented the best projects and practices of our think tank to young leaders from leading global think tanks, including longstanding partners of New Europe Center such as Chatham House, Atlantic Council, IFRI, DGAP, ISPI, GLOBSEC, and others.

 
On May 17th, Marianna Fakhurdinova, the New Europe Center Research Fellow, participated in a panel discussion titled "How EU Enlargement Can Contribute to Peacebuilding?" at the 2023 Stockholm Forum on Peace and Development (SIPRI).
Leo Litra, Senior Research Fellow at the New Europe Center, participated in the High-Level Conference on European Political Community, organized by the IPRE think tank, which took place on May 25 in Chisinau, Moldova.
On May 30th, Sergiy Solodkyy, First Deputy Director of the New Europe Center, participated in the "Outlines of the Future: Victory, Recovery, and Modernization of Ukraine" Forum which took place in Kyiv.
Marianna Fakhurdinova, the New Europe Center Research Fellow, met with representatives of the Swedish Ministry of Foreign Affairs. During the meeting, they discussed the issue of military support for Ukraine from Sweden, Sweden's EU presidency, Ukraine's integration into the Alliance, as well as the work and analytical materials of the NEC.
Sergiy Solodkyy, First Deputy Director of the New Europe Center, participated in the discussion on "Ukraine's Prospects for NATO Accession at the Vilnius Summit" on May 26th which took place in Kyiv.
On May 30th, Marianna Fakhurdinova, the New Europe Center Research Fellow, addressed the representatives of the EU Military-Political Group at a closed-door dinner in Stockholm. The event was organized by the Swedish Institute of International Affairs (UI) as part of Sweden's EU presidency.
