Dear Neighbor,
Recently, I had an honor of presenting a $125,000 check to the owners of C-Town at 442 Main Street. The funds were made possible through the American Rescue Plan Small Business Assistance Program to help support local businesses in their post-COVID recovery.
We had over 126 local businesses apply to receive ARPA money, and C-Town was one of them. The funding will help offset renovations and upgrades to their existing facility and they have already started the work!
C-Town is one of 5 grocery stores available in East Hartford, in addition to two ShopRite stores, Key Food and Aldi. Together, they ensure residents have a great assortment of fresh and affordable groceries in town.

The East Hartford Health Department continues to treat town-owned areas for mosquitos. Unfortunately, the current warm temperatures and humid weather created perfect conditions for mosquito breeding sites. Please help us minimize mosquito breeding grounds.
Remove any sources of standing water on your property.
You may purchase ‘mosquito dunks’ containing larvicide from the Health Department for $10 for a pack of 20.
They can be placed in standing water every few weeks to prevent mosquitos from breeding in these areas.

Appointments are required for this event. The last day to schedule an appointment is the Friday prior to the event. Patients are required to give their date of birth and phone number upon scheduling. Insurance is not required.

| | Selden Brewer House Tour
The Historical Society of East Hartford invites you to take a tour of the Selden Brewer House, 165 Main Street in East Hartford. This historic 1827 home was the residence of Selden Brewer and his descendants who were influential tobacco growers in the Connecticut River Valley. The home is on the National Register of Historic Places.
Tours are held on Saturdays from 10 - 1 P.M. and are given by Alan Brewer of Bolton, Connecticut. He is the grandson of Buena Crawford Brewer, last Brewer to live in the residence.

| East Hartford Hornets are on a winning streak! Let's keep the momentum!
Mayor Mike Walsh and the East Hartford Hornets Youth Football and Cheerleading (EHHYFBC) are partnering to take the program to the next level, and we need your support!
Last year our youth were amazing and three of our teams made the playoffs, of which one took home the championship trophy! Our goal is to continue building on our success and we hope to achieve more in 2023.
EHHYFBC desires to make the sports experience safe, fun, and beneficial for all children, as we believe that participation in sports and other activities cultivates character and instills life-long values and a proud sense of community. We also provide a structured program, encouraging excellence in sports, academics, and the physical and mental well-being of our youth. Each year, we strive to keep the enrollment costs low and affordable for our participants and so this is where your contribution comes in.
Your tax-deductible donation will help to keep those costs down. It will also help pay for field maintenance, equipment, uniforms, insurance, indoor practice space during winter months, concession items, and other expenses.

| | East Hartford’s Greater Together Community Fund has released its second open call for project proposals. Amounts from $250 to$2,500 will be awarded in grant funds to selected proposals. All projects must benefit the residents of East Hartford.
The work of the East Hartford Greater Together Community Fund is led by an Advisory Committee which is responsible for developing an inclusive process to identify the needs in the community, and design and implement a grantmaking process aimed to ensure that the Fund can have the greatest impact for the benefit of town residents.
The Greater Together Community Funds also create an opportunity for individuals as well as organizations to make tax-deductible contributions to any of the 29 Greater Together Community Funds. There have been a number of contributions to Greater Together Community Funds and all donations of any amount are still welcome.
The Hartford Foundation for Public Giving is the community foundation for Hartford and 28 surrounding towns. Through partnerships, the Foundation seeks to strengthen communities in Greater Hartford by putting philanthropy inaction to dismantle structural racism and achieve equity in social and economic mobility
Completed applications are due by September 8, 2023. Grant Awards will be announced in October 2023.

| GoNetspeed Plans to Bring East Hartford 100% Fiber Internet
GoNetspeed announced that the Town of East Hartford will soon have access to GoNetspeed’s 100% fiber Internet, joining West Hartford in having access to high-speed internet.
Through GoNetspeed’s privately funded $2.7 million investment in East Hartford, more than 6,700 locations will have access to future-proof fiber internet as early as winter of 2023 with construction expected to begin this fall. Residents and businesses interested in GoNetspeed services may visit gonetspeed.com to receive construction updates. | |

| Did you know that the East Hartford Public Library is fine-free?
As of July 1, 2023, the library is officially fine-free, joining with public libraries across the country in a movement to reduce barriers to library access.
What does this mean for borrowers? Library items will still have due dates. Please bring your books and movies back on time so that other residents may enjoy them.
We will continue to charge replacement fees for lost and damaged items.
A bill for the replacement cost of overdue items will be generated automatically once an item is four weeks overdue. However, as soon as you return the item, the bill will be canceled and no fines will remain on your card.
We will remove old late fees from your account. Have EHPL fines blocking your card? Check in with us, and we'll remove them.
Please note that our fine-free status only applies to East Hartford items. If you check out an item belonging to another library (example: item borrowed through a system hold) at EHPL, you'll be charged fines based on the policy of the loaning library. |

East Hartford Social Services Department is accepting applications for the Renter’s Rebate program. The program runs through October 1st. It provides eligible elderly and disabled renters with a refund check, based on the amount of rent and utilities they paid in 2022.

East Hartford Farmers Market is participating in the Senior Farmers Market Nutritional Program.
The electronic benefit transfer cards are issued to elderly, 60 years and older, at housing facilities, municipal social services, and elderly service nonprofits who have signed a Memorandum of Understanding with Department of Agriculture.

The Town of East Hartford is excited to announce Supplemental Nutrition Assistance Program (SNAP) benefits are accepted at our farmers’ market!
SNAP is a government program that provides a sliding scale of income for food to low-wage working families, low-income seniors, people with disabilities, and other individuals with low-incomes.
By becoming a SNAP market retailer, we help families access fresh produce and other eligible foods. At the same time we help support economic opportunities for our farmers.
The East Hartford Farmers’ Market (EHFM) will have a booth where individuals with SNAP benefits will be able to purchase tokens that can be redeemed for produce and other eligible foods sold at our farmers’ market. Under federal law, individuals are allowed to use SNAP benefits to buy almost any type of food intended for human consumption. | |

NICHOLAS “BUD” FORAN PARK |

September 19, 1974, the man who gave the Town of East Hartford it’s park system officially got one of his own. The Town of East Hartford officially named the 11-acre park on Forest Street Nicholas F. Foran Park. Nicholas Foran is the father of East Hartford Parks and Recreation. Called rightfully a “Visionary”, he guided and developed successfully one of the best Parks and Recreation Programs in the state during post WWII area. Nicholas Foran was an outstanding local high school athlete and went on to play college football. He was hired in 1943 as East Hartford first full time Parks and Recreation Director. For the next thirty years, his vision, hard work, and dedication developed the current park system and Recreation programs. He worked with town officials to purchase land that eventually became the current park system and even a golf course. He built pools, ballfields, tennis courts and passive recreation. His recreation programs included year round adult and youth recreation, summer camp programs for children all around the town, learn to swim program, and special events. He worked with groups under his leadership to start the Art League, Little League, Football Program, and Concert Series.
When he retired in 1973, his programs and parks where known through New England. He navigated the growth of East Hartford in the Post World War Two era and was able to meet the leisure time demands of the town citizens. The great “Visionary” pasted away in 1995 at the age of 77, but his memory will stay with the park system he built, Foran Park.
History: In 1968 the Town of East Hartford purchased the 11 acre Scierra Property for the purpose of a park for the neighborhood. The park was named after recently retired Nicholas Foran in 1974.
Anthony Cirone was commissioned to create a Free-Form standing sculpture in honor of Mr. Foran, who was the founder and instrument in the early development of the East Hartford Art League. The park early years contained; basketball, tennis, handball, play equipment and host to one of Summer Camp Sites. Over the years, the park has been part of two town wide park improvement plans, including at pavilion, parking area, and upgrade the playground equipment.
Amenities: The park designed more of a neighborhood park, but has enough size and parking to host a town wide program. The main entrance is off of Forest Drive. The long drive way leads to a paved parking area. The has a good amount of green space, which allowed for an open feeling about the park.
The front area of the park has a 5– 12 year old playscape, two swing sets, a bench, flag pole, and the Memorial and plaque for Nicholas “Bud” Foran. The middle area of the consist of a small pavilion (650sf) and basketball court. The upper area is the new “Dog Park” and the handball courts.
Dog Park: EastHartford Parks got its first Dog Park late in the Summer of 2022. Under the leadership of Mayor Michael Walsh, the revitalization of the Parks System has helped transform unused areas into busy active and passive recreation, bring new park amenities to the our parks for the community. The new Dog Park replaces an old abandon tennis court and brought the community park to Foran Park. It also have dog owners and their dogs a place in our Parks. |

East Hartford Recycling Annual Report
|
| The Department of Public Works is pleased to report the successful results of the East Hartford Recycling Program. This program covered the 1-year period that ended on 6/30/2023. The annual report highlights the core metrics regarding the recycling program.
Waste prevention is East Hartford’s top priority in reducing the amount of waste sent to landfills.
East Hartford residents have begun to shift from more waste to more waste prevention, showing their commitment through increasing the diversion rate and decreasing the contamination rate in blue cars.
East Hartford’s diversion rate is weight-based and calculated by determining the percentage of Municipal Solid Waste (MSW) not sent to the landfill. This rate has increased by 5% compared to the previous year (20% to25%), with East Hartford diverting around 4,500 tons of material (Recyclables +Bulky Items). That is 580 more diverted tons when compared to 2022. In addition, the contamination rate in blue carts has dropped 20% from 53% in February 2022 to 33% in June 2023.
This reduction in the contamination raterepresents an increase in acceptable items (67%) and savings of almost 80thousand dollars for the less disposal of recyclables rendered municipal solidwaste (savings represent 39% compared with the previous year). That means thatduring FY 2023, we have recycled more and thrown less. However, the gap isstill huge since the Connecticut diversion goal is 60% by 2024.
Next Steps
Your commitment to recycling and doing your part to reduce the contamination rate in blue carts is something to celebrate! Although we must continue on this path by 2024, we will begin to work with greater emphasis on waste prevention first, followed by reuse. Focusing on the recycling rate is not enough to reach waste reduction goals.
While recycling has many environmental benefits and remains a key part of any waste management strategy, waster education, or not producing waste in the first place, will complement Town recycling efforts.

| National Senior Citizens Day - August 21
The Town of East Hartford celebrates National Senior Citizens Day on August 21, 2023, so that we can raise awareness about issues that affect our senior citizens and their quality of life.
National Senior Citizens Day is about taking the time to recognize seniors who have spent their lives contributing to our society and have influenced everyone’s lives for the better. We owe senior citizens our gratitude and an affectionate tribute for all they have accomplished during their lives and all they continue to do.
The best way for us to show our appreciation and regard for older people is to make sure that they can continue to live lives of independence and dignity in our communities while also participating fully and finding the support, acceptance, help, and services they require.
You can show support for seniors by:
Reaching out to a senior you may know
Donating to your local nursing/retirement home
Encourage seniors to treat themselves and spend time with the others

Every August, the nation observes National Breastfeeding Month to raise awareness of the value of breastfeeding.
For the first six months of a child's life, breastfeeding gives them nutrients and antibodies that support their growth and strengthen their immune and digestive systems. Breastfeeding is also beneficial for moms since it lowers their chance of developing certain cancers and strengthens the emotional connection between a mother and her child.
Taking care of yourself is important, by getting a mammogram; you can save yourself by detecting breast cancer early. The East Hartford Public Library is hosting the Hartford Healthcare Cancer Institute's mobile mammography van on Thursday September 14, 2023! Appointments are required and spots are limited. “Inspire” is open to East Hartford residents and will run from Monday, August 7 through Friday, August 11, 9 AM to 3 PM at the Connecticut River Academy at Goodwin University (9 Riverside Drive). Snacks and lunch will be provided to all participants.
The maximum number of participants is 80, registration is first come/first serve and will close Friday, August 4th at 3pm. Registration fee is $25 to ensure participation. | |

CT Summer Meals is a USDA-funded program run by the Connecticut State Department of Education. It provides free nutritious breakfasts, lunches, dinners, and snacks to children 18 years of age and younger, no questions asked.
All children age 18-and-under can receive free meals at over 400 sites throughout the State.

| Summer Family Fun Nights
East Hartford Youth Services invites East Hartford families to join us for one or all of our Summer Family Fun events. These are all in-person and outside at our 50 Chapman Place office. To find us, look for the painted fence at the back of the building. These events are meant for the whole family and are not drop-off events for youth. Please plan for at least one adult to attend with the youth (no matter their age).

| Discount Lake Compounce Tickets
East Hartford Parks and Recreation is again offering discounted tickets to Lake Compounce amusement park. These can be used for any day in the 2023 operating season.
There is a limited number of tickets available for Lake Compounce, you may purchase tickets for $32.50 each. These are any day tickets and go for $49.99 (youth) and $59.99 (adult) at Lake Compounce.
Tickets can only be bought at the Parks and Recreation office at 50 Chapman Place. The hours of 8am-4:30pm are Monday to Friday. Lake Compounce is now cashless.

You can now rent a pool for a party through the Parks and Recreation Department. The fee is $140for residents and $180 for non-residents. The fee includes exclusive use of the pool with 2 lifeguards for up to 15 children (ages 14 and under). | |

| The Handel Family Farm

The Handel Family Farm is a long-standing farm located right here in East Hartford at 1441 Forbes Street. The Handel family has had their farm since 1865, going into five generations of farmers. The farm has changed what it produces over the years, from tobacco, raising dairy cows and selling milk, to growing fruits, vegetables and flowers.
In addition to supporting our local farmers’ market, the Handel Family are active partners in several community programs that improve access to fresh, nutritious produce for our residents.
The Handel Family Farm is collaborating with East Hartford Public Schools (EHPS) to develop a garden located at Goodwin Elementary. They’ve also collaborated with East Hartford Youth Services and EHPS on the annual garden bucket sale with donations supporting local food access efforts.
Their locally grown produce is also sold to EHPS for school lunch options and taste testing. This is done to introduce our children to a variety of fresh fruits and vegetables which are very important to developing healthy eating habits.
The Handel Family Farm collaborates with local restaurants to supply them with food and flowers, including Rosa's Bakery, Ken's Corner in Glastonbury, and Café on Burnside. The Handel family is currently working on partnerships with East Hartford's Charlie's Pizza and Roma's on Burnside.
In addition to selling their produce at the East Hartford Farmers’ Market, residents can stop by and purchase produce and flowers at The Handel Family Farm stand on Forbes St. near the Homestead Farm Dairy. Visitors are welcome at the farmstead seven days a week from 8 a.m. to 7 p.m. until Thanksgiving.

Sgt. Carolina Trochez was recognized by Colombianos Unidos en Connecticut on Colombia's Independence Day for her achievement as the FIRST Latina/Hispanic female supervisor in EHPD history, for her valuable professional work for our Hispanic community in East Hartford and Connecticut.

| Message from the Fire Chief
Did you know that sleeping with your bedroom door closed could save your life?
Recent research has identified that fires burn hotter and faster than ever before in history. This is driven by modern furnishing being made of synthetic materials such as plastics and foams. In your grandparent’s home, the furniture was made from wood, leather, and natural fibers. Look around your home now, it is full of furnishing made from plastics we call “solid gasoline”. As these materials are heated by fire, they begin to melt into combustible liquids producing superheated environments and toxic, incapacitating smoke. Sleeping with your bedroom door closed will prevent the fire from overwhelming you while you sleep and slow the spread of toxic smoke.
Fires will travel the path of least resistance.
This means that if you sleep with your bedroom door open and a fire starts, there’s nothing preventing it from rendering you unconscious in seconds. This concept is especially important if you are sleeping on an upper floor as superheated smoke from fires rise quickly. What can you do to keep you and your family safe? Here are some tips:
Have working smoke detectors and change the batteries when you change your clocks.
Have working carbon monoxide detectors.
Sleep with your bedroom doors closed.
DO NOT leave cooking unattended.
Do not attempt to fight a fire in your home, get out immediately and call 911!
Have an escape plan and practice it.
If a fire does break out in your home, let the responding fire personnel know if anyone is still inside the home. This includes pets, they are important to us too!
The Fire Marshal’s Office has smoke detectors and batteries for residents free of charge. Contact860-291-7405 to schedule an installation.

On July 29, 2023, East Hartford held our first annual Latin Festival, with over 30 vendors, cultural performances, domino games, great food and so much more. Unfortunately, we had to cut it short due to heavy rains. We will be rescheduling the festival to September, inviting everyone back for another day of festivities. Stay tuned! |
