New York State is committed to expanding access to safe and affordable banking services, which is integral to the stability and public confidence in the state’s financial system. We are pleased to announce that Empire State Development is now inviting applications for the CDFI Access to Financial Services 2 RFA (Request for Applications). The RFA has been posted on our official website CDFI Access to Financial Services RFA.

Up to $200,000 will be awarded to certified Community Development Financial Institutions (CDFIs) in New York State, and the primary focus of this program is to support CDFIs dedicated to providing responsible, language-accessible, and affordable banking and financing services. These services aim to meet the unique needs of individuals who have long been considered underbanked and/or unbanked in the state. Additionally, we recognize the challenges faced by micro small businesses in accessing essential financial services. Through this RFA, we aim to address their specific needs and offer meaningful opportunities for growth and success.

All Hands: Friday, September 15 - Noon on Zoom
New York's Community Decarbonization Fund


At our next All Hands Zoom on Friday, September 15, when David Davenport, Managing Director, NY Green Bank, tells us how CDFIs can access the Community Decarbonization Fund. 

NY Green Bank recently released the 
RFP 23: Community Decarbonization Fund. This is the $250MM fund of concessionary capital to support lenders that demonstrate success and ongoing capabilities originating, underwriting, and managing: (i) project financings in disadvantaged communities, (ii) affordable housing, and/or (iii) small businesses in disadvantaged communities. The funds are available to Eligible Applicants on a first come, first serve basis through 2027.

he CDF is a wholesale lending pathway available to CDFIs and mission-driven lenders to enable them to provide more capital to eligible projects benefitting residents of disadvantaged communities. The fund gives applicants significant flexibility in the form of a 12-year loan to work with community owners and climate advocates to identify funding opportunities that meet greenhouse gas reduction goals.

NYS CDFIs Partner for E-Bike Safety

E-bikes provide affordable transportation and help many people earn a living as delivery workers. Unfortunately, the lithium-ion batteries used to power e-bikes – as well as laptops and phones – have been linked to more than 100 fires in New York City so far this year and resulted in 13 deaths.

In September, a new law will require all e-bikes sold in New York City to meet safety standards. That’s good for fire prevention, but not great for workers - as newer, safer bikes are expensive.

That’s where CDFIs come in. Read our latest blog post to learn how NYS CDFIs working together to address such disparate issues as fire safety, micro mobility, sustainability, and affordable housing.

The National Disability Finance Coalition (NDFC) is offering two training/learning opportunities in August and September 2023.

  • CDFI (Re)Certification
    August 10 from 2:00-3:30pm ET.

    Presented in conjunction with Friedman Associates, this webinar will break down specific changes to the Certification Application that will require all existing certified CDFIs to recertify. We will also outline proposed changes related to Persons with Disabilities as an Other Target Population.

  • Accessible, Affordable Housing Development
    September 14 from 1:00-2:30pm ET

    This webinar will provide a primer on housing policy for People with Disabilities and provide a wide range of case studies of housing development by NDFC members. Hear from NDFC members Genesis Fund, PATF, Disability Opportunity Fund, and our Government Affairs consultant Towner French.

Credit Union Operations and Compliance Support Specialist
The CU Operations and Compliance Support Specialist will assist with the day-to-day operations and compliance support for credit unions. This individual will conduct compliance review of files, credit union records, and operating procedures to determine adherence to banking regulations and makes recommendations relating to process changes, training, and/or corrective action to business line management to fulfill regulatory requirements.

Program Associate
The Program Associate will be an integral part of the Network Team, reporting to the VP of Network Engagement. As a Program Associate supporting multiple departments, the role is to provide comprehensive administrative and programmatic support to ensure the smooth operation and coordination of various programs and initiatives across different departments within the Inclusiv Network.

Director of Lending

The Director of Lending, reporting to the Vice President, will be responsible for the successful operation of lending programs and a team of 13 staff. The Director of Lending must be a flexible, proactive, and initiative-taking professional with substantial experience in successfully facilitating the operation of residential lending programs and managing a team. The Director of Lending must also have a proven track record of playing an integral role in the implementation of systems, policies, and strategies on a departmental level. The Director of Lending will work with the senior management team in supporting existing lending programs.

Loan Processor

The Center is hiring a Loan Processor to join a team dedicated to helping middle and working-class homeowners sustain affordable homeownership throughout the State of New York.  The Loan Processor will play an integral role in assisting the loan origination team, customer interaction from origination to closing, and loan packaging to support the underwriting team. In addition, the ideal candidate will be driven to support the mission of helping homeowners successfully navigate through a broad range of homeownership affordability issues including, but not limited to, foreclosure prevention, scam prevention, coastal recovery and resiliency.
