Serving Students with Disabilities

DC Secondary Transition Capacity Building Institute 2023 

“Expanding Postsecondary Pathways for Students with Disabilities” 


OSSE is pleased to announce its Secondary Transition Capacity Building Institute (CBI) 2023, “Expanding Postsecondary Pathways for Students with Disabilities.” The institute will be held on Friday, Sep. 29, 2023, from 8:15 a.m. - 4 p.m. at OSSE (1050 First St. NE, Washington, DC 20002).  
Participants will: 
  • Increase their knowledge about secondary transition for students with disabilities;  
  • Gather resources; and  
  • Meet with individuals from across the District who are working diligently on improving post-school outcomes for students with disabilities.  
Additionally, school-level special education and college and career readiness (CCR) teams will access support to develop strategic secondary transition programming plans.  
 
School teams of three to five diverse professionals (e.g., school administrators, secondary transition specialists, local education agency [LEA] representatives, school counselors, case managers, general education teachers, etc.) are encouraged to join as there will be designated team planning session with facilitators. Space is limited to 150 educators. Register here by Monday, Sept. 18, 2023.

Foundations of Special Education: Skill-Building Opportunities for DC Educators
NEW!  $1,000 Stipend for Completion of the Foundations of Special Education Coursework
$1,500 Stipend for Completion of the Special Education Endorsement Recovery Initiative (SEERI)

By providing the foundational knowledge and skills needed to effectively serve ALL students, especially students with disabilities, these professional learning pathways will build the capacity of District of Columbia educators through meaningful and engaging coursework, while leveraging the flexibility of technology.
  • Pathway 1: Foundations of Special Education Coursework – Four asynchronous courses (self-paced modules) followed by opportunities to earn two micro-credentials. Completers will receive a $1,000 stipend from OSSE.
  • Pathway 2: Special Education Endorsement Recovery Initiative (SEERI) – Coursework completion (including micro-credentials) and Praxis exam support, leading to a special education endorsement added to an existing standard teaching credential. Completers will receive a $1,500 stipend from OSSE, as well as a Praxis exam fee voucher.
The first opportunity, Foundations of Special Education coursework, is open to all pre-K through grade 12+ educators, including general and special education teachers, staff and school leaders, serving in DC public and public charter schools.

The second opportunity (SEERI) is limited to pre-K through grade 12 educators serving in DC public and public charter schools who hold a current and active OSSE standard teaching credential in any subject area other than special education, and who are interested in adding a special education endorsement to their existing standard teacher credential.

Please complete this interest form if interested in joining Pathway 1 or Pathway 2 as part of the Fall 2023 Cohorts. This form will collect participant registration information for the coursework and micro-credentials opportunity, as well as information that OSSE will use to determine eligibility for the SEERI pathway. Educators will be notified on a rolling basis of their eligibility to join a SEERI cohort. Educators not eligible for SEERI are still able to participate in the Foundations of Special Education coursework and micro-credentials, also through a cohort model, including two communities of practice sessions.

Literacy & English Language Arts
OSSE is offering the opportunity for teachers, reading specialists, literacy coaches, special educators, teachers of multilingual learners and administrators to undergo training in LETRS® (Language Essentials for Teachers of Reading and Spelling). Developed by Dr. Louisa Moats and Dr. Carol Tolman, LETRS® provides teachers with the skills they need to master the fundamentals of reading instruction and is also accredited by the International Dyslexia Association. Applicants are encouraged to determine alignment to both the local education agency (LEA) and/or school’s local literacy plan.
  • K-5 Teacher Training: LETRS® provides teachers with the skills they need to master the fundamentals of reading instruction—phonological awareness, phonics, fluency, vocabulary, comprehension, writing and language. LETRS® will strengthen teachers’ knowledge of language structure and will help connect that knowledge with their understanding of language and literacy development. 
  • LETRS® Training includes:
    • Eight in-person training days plus eight online units (approximately 58 hours);
    • Related readings (approximately 26 hours); and
    • Time dedicated to applying learned skills in their classrooms as a “Bridge to Practice” (approximately 25 hours).
    • The total time commitment is approximately 90-120 hours.

The Office of the State Superintendent of Education (OSSE) Division of Teaching and Learning will hold office hour sessions to provide guidance and support to local education agencies (LEAs) regarding DC Law 23-191 Addressing Dyslexia and Other Reading Difficulties Amendment Act of 2020 legislation. Members of the OSSE team will be available to answer questions and provide direct technical assistance to LEAs regarding the implementation of this legislation. Please see details below for each available session:

Thursday, Oct. 5 from 11 a.m.-12 p.m.: Dyslexia Office Hours Session 3
  • The focus of this session will be compliance requirements, including the mandated compliance letters. Register here.

The OSSE Dyslexia DC landing page offers an overview of DC Law 23-191. Addressing Dyslexia and Other Reading Difficulties Amendment Act of 2020. Dyslexia Awareness Module - Required for K-12 Educators    
OSSE is pleased to make available a three-part dyslexia awareness module that will focus on the characteristics and identification of dyslexia; understanding and recognizing reading difficulties; and implementation of instruction that is systemic, cumulative, explicit, diagnostic, multi-sensory and evidence-based to meet the educational needs of students with reading difficulties as required by D.C. Code §§ 38-2581.02 and 38-2581.03. This interactive course is required for all educators serving grades kindergarten through grade 12. Participants can earn up to 16 professional learning units (PLUs) for completion of all three modules. Restorative Justice Fall 2023 Programming

Family Engagement Pop-Ups: Fostering Restorative School Communities

Join us for a transformative experience at the Family Engagement Pop-Ups! The Office of the State Superintendent of Education (OSSE), in partnership with Restorative DC, will host three pop-up events dedicated to empowering the DC school community through the principles of Restorative Justice and family engagement. 

  1. Healing and Community Building: Immerse yourself in the powerful practice of Restorative Justice Circles, fostering a collective sense of healing, family engagement and unity among students, educators, families and community partners.  

  1. Dialogue and Reflection: Engage in thought-provoking conversations centered around the implementation and potential challenges of Restorative Justice within the educational landscape, by supporting educators with tools and resources to engage families and assisting families with creating restorative home life. These discussions will illuminate diverse perspectives and facilitate a deeper understanding of the transformative impact of restorative practices in schools. 

  1. Resources and Networking: Access a wealth of resources to aid schools in successfully integrating Restorative Justice into their existing frameworks. Connect with like-minded educators, school leaders and student support staff, fostering family engagement in the community to exchange insights, strategies and best practices for cultivating positive school cultures.  

 

Audience: This event is designed for a diverse range of participants, including school leaders, passionate educators, dedicated student support staff, enthusiastic family engagement community partners and caring families. Each attendee contributes a unique perspective to the conversation, ensuring a well-rounded and enriching experience for all.  

The pop-ups will take place from 4-6 p.m. at the following school sites and dates.

Fall 2023 Restorative Justice PD Opportunity
 
Fall PLC for Restorative Justice in Schools
Our new Professional Learning Group Program will be an opportunity to work on individual capacity in implementing restorative justice in schools. The program will begin in October. Understanding the Relationship Between Implicit Bias and Structural Inequity 
In this workshop, participants will learn about four key, interrelated indicators of educational equity and develop a plan to collect and analyze school-wide data to identify student subgroups at risk for inequitable education outcomes. At the conclusion of this workshop, participants will be able to:  
  • Describe the four key interrelated indicators of school equity (i.e., achievement status, educational opportunities, social-emotional supports, climate and culture)  
  • Identify school-wide sources to assess the key interrelated indicators of school equity  
  • Develop a plan to analyze school-wide data to identify areas of inequity  
  • Differentiate among school climate measures to select a school climate assessment appropriate for their school setting and population
